What is a Pet Passport?

A Vietnam pet passport is a collection of documents that are required for dogs and cats entering Vietnam from other countries. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport will include proof of rabies vaccination and international export health certificate. Details of all Vietnam pet import requirements can be found in the steps below.

Animals Eligible for These Regulations

Unless otherwise stated, the regulations below apply to domestic dogs and cats including service and assistance dogs and cats. These regulations do not include the import of wolf hybrids, Savannah and Bengal cats, unless 5th generation removed from the pedigree.

Pets in Vietnam

In Vietnam, pets are an important part of many households, with a growing culture of pet ownership influenced by both traditional practices and modern trends. Dogs are very popular in Vietnam, both as companions and for security. Cats are also widely kept as pets, valued for their companionship and their role in controlling pests.

Veterinary services are available, especially in larger cities like Hanoi, Ho Chi Minh City, and Da Nang. Pet ownership regulations include mandatory vaccinations, particularly for dogs, to prevent diseases like rabies; however, Vietnam is classified by the World Organization of Animal Health as a country with a high risk of rabies. Economic challenges can limit access to veterinary care and pet supplies for some pet owners, impacting the overall well-being of pets.

Stray dogs and cats are a significant issue in some areas, so pet owners should protect their pets from contagious diseases prior to import.

Flights to Vietnam

Major commercial airlines offering services to pets that fly to Tan Son Nhat International Airport include the following: Aeroflot, Air Asia, Air China, Air France, Air India, All Nippon Airways, Asiana, Cambodia Airways, Cathay Pacific, China Arilines, Emirates, Eva Air, Japan Airlines, Korean Air, Malaysia Airlines, Philippine Airlines, Singapore Airlines, Thai Airways, Turkish Airlines, Turkmenistan Airlines and Vietnam Airlines.

Flights to Vietnam should be direct or transit through a rabies-controlled country or another EU Member State if possible*. *Note: If your pet has a layover in an EU Member State in its itinerary, then additional requirements will apply.

Find a Licensed Veterinarian

Before beginning any pet export procedure, make sure your veterinarian is approved by the governing veterinarian authority in your pet’s country of origin. The agency of the government that is responsible for the movement of live animals should either license or employ your veterinarian.

Quarantine for Pets Entering Vietnam

Quarantine will not be imposed on your pet if the following regulations are met. Pets not meeting import regulations will be quarantined, returned to the origin country or euthanized. All costs are the responsibility of the importer.

All steps required to import a pet dog or cat to Vietnam must be completed in the country of origin. Complete steps 1-6 in the order given.

Step 1: Pet Microchip

Having your pet identified with a microchip is important when traveling internationally for several reasons. First, a microchip will tie your pet to its documentation when entering a foreign country. Second, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database. Third, most countries require that pets be microchipped and compliant microchips may be difficult to find should your pet ever leave Vietnam.

Although not referenced in Vietnam pet import requirements, your pet should be identified with a 15-digit pet microchip which is compliant with International Standards Organization standard 11784 or Annex A of ISO standard 11785 prior to entering Vietnam. All documentation must reflect the microchip number. If your pet’s microchip is not ISO 11784/11785 compliant, importers can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital or trained nurse should implant the microchip. Documentation should be provided as to the manufacturer of the microchip and registration instructions.

If your pet does not have a registered microchip, make sure your pets are wearing tags that identify them and have contact information for the owner.

microchip scanner- is your pet's microchip ISO compliant?

Step 2: Vaccinations

All cats and dogs over 3 months of age must be vaccinated for rabies between 30 days and 12 months prior to entering Vietnam. Vietnam does not recognize the 3-year rabies vaccine. The administering veterinarian should record vaccination information, sign and stamp one of the following documents depending on veterinary practices in the country of origin:

  • a rabies certificate
  • a government-issued vaccination booklet or
  • an EU Pet Passport

Other Vaccinations

Dogs should be vaccinated against distemper, hepatitis, parainfluenza, and parvovirus. Cats should be vaccinated against viral rhinotracheitis, panleukopenia and leukemia.

Veterinarians must record vaccinations on the international health certificate (step 5) at intervals required by veterinary health procedures of the origination country.

Step 3: Rabies Titer (Serology) Test

A rabies titer test, also known as a rabies antibody test or rabies serology test, is a blood test that measures the level of rabies antibodies in your pet’s blood. The test will assess the effectiveness of a rabies vaccination or determine your pet’s immune response to the rabies virus. When required, a licensed veterinarian will administer the test more than 30 days after the most current rabies vaccination.

Vietnam does not require a rabies titer test for cats and dogs entering from any country. However, all pets originating in countries classified as having a high risk of rabies should always travel with a rabies titer test. In addition, the World Organization of Animal Health classifies Vietnam as a high-rabies risk country. As such, if your pet will be returning to the country of origin, this test may be required.

Note that rabies titer test results or veterinary exemption letters are no substitution for proof of rabies vaccination.

Step 4: Parasite Treatments

According to all preventative measures to ensure public health and the safety of your pet, treatments for internal and external parasites should be administered prior to entering Vietnam.

The treatment of pets for internal parasites, especially Echinococcus multilocularis, as well as external parasites (fleas and ticks) should be discussed with your veterinarian who will administer according to disease status of the origination country. These treatments are recommended to be administered 5-7 days prior to import.

The administering veterinarian can record these treatments on the health certificate or issue you a record of treatment.

Step 5: Health Certificate

All countries worldwide require an original health certificate (sometimes known as a Certificate of Veterinary Inspection) for live animals entering their country. The certificate should include the following information:

  • details of your pet and
  • vaccinations and treatments and
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Your veterinarian will include additional details and treatments on the certificate depending on the country of origin.

A licensed veterinarian in the origination country must complete the health certificate within 7 days of entry.

A government veterinarian must either issue the certificate or endorse the certificate after issuance by a licensed veterinarian. This official represents the agency in the origination country that is responsible for the import and export of live animals.

Step 6: Import Permit

The import of dogs and cats numbering 2 or less with their owners do not require an import permit.

Breeds Banned from Import to Vietnam

Vietnam does not publish a list of banned breeds. Pet owners are always responsible for their pet’s behavior.

Airline pet policies

Entering Vietnam by Air

Pets must enter Vietnam by air via Tan Son Nhat International Airport in Ho Chi Minh City, Noi Bai International Airport in Hanoi, Cam Ranh International Airport, Cam Nghĩa in Cam Ranh and Da Nang International Airport in Da Nang. Pets can enter in the cabin, as checked baggage or air cargo according to airline pet policies.

Related: Is your pet’s crate IATA-compliant?

Importers will need to provide advance notice to veterinary officials at the airport so they will be available to inspect your pet and its passport documentation upon landing. This is especially important if your pet will be arriving outside of normal business hours.

Flights should be direct if the duration of the flight does not violate animal welfare laws. Layovers should be short and not involve a change in airline companies. If your pet’s itinerary involves a layover in the European Union, then additional requirements will apply.

All domestic dogs and cats must be free of evidence of disease communicable to humans when examined at the entry airport. A government veterinarian will provide further examination if your dog or cat is not in apparent good health when entering Vietnam. All costs associated with further inspections or treatments will be borne by the importer.

Whenever your pet travels to a foreign country like Vietnam, it is always advisable to carry some form of identification indicating ownership of your pet.

Importing Other Pet Animals to Vietnam

Birds, invertebrates, tropical fish, reptiles, amphibia, mammals such as rodents and rabbits are not subject to requirements of rabies vaccination but may have to meet other requirements and should have a health certificate to enter Vietnam. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is crucial if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If this is the case, importers will have to submit additional permit applications. The agency that issues these permits is responsible for the protection of wildlife in your country.

Over 180 countries participate in and enforce CITES regulations.

Hi, I hope this email finds you well.

I am traveling with my domestic cat next week to Vietnam (from Ireland) and will be collecting the international health certificate from the official Irish veterinarian tomorrow. I would like to know if it is necessary to have an import permit from the Vietnamese government in order to bring my cat into the international airport in Ho Chi Minh City, and if you do this. If you do, how long does it take to receive this permit? We will be leaving Ireland with the cat on Tuesday, so we would like to do this as soon as possible.

    Thank you,
    Maria.

    1. Susan Avatar

Maria – pet owners entering Vietnam with their owners totaling 2 or less in number do not require an import permit. If you need assistance with customs clearance in Vietnam, you can search for an agent in this country at IPATA.org.

    Hi! I hope you well.

I am planning to travel from Myanmar to Vietnam in June 2025, and I will be arriving at Noi Bai International Airport in Hanoi. I will be bringing my pet cat with me.

Your website states that pets must enter Vietnam by air through Tan Son Nhat International Airport in Ho Chi Minh City. Unfortunately, my destination is Hanoi, and I would like to ask if it is possible to enter with my cat through Hanoi instead.

Additionally, do I need to obtain an import permit for my cat if I am arriving in Hanoi?

Thank you very much for your time and assistance. I look forward to your guidance.

    Sincerely,
    Hash

    1. Susan Avatar

Hashyll – yes, pets can enter Vietnam at Noi Bai International Airport in Hanoi. Unless you have more than 2 pets, an import permit is not required; however, it is always wise to notify border control at the airport of your arrival. We have corrected our website and appreciate your question.

        Thanks again for your assistance.

      1. Susan Avatar

Irina – unless you transit Turkey (less than 24 hours), then you will need to see a veterinarian in Turkey to issue the health certificate to enter Vietnam.

Hello. We are planning to enter Ho Chi Minh Airport. We are 2 adults and 3 cats. I read in the entry regulations that if I have more than 2 cats, need to get an entry permit. Is that per person? If there are 2 people, and each cat has 1 and 2, I don’t need an import permit, right?

    1. Susan Avatar

Yes, each owner (passport) can import two pets without needing an entry permit.

    Hello,

Can pets enter Da Nang International Airport instead of Noi Bai or Tan Son Nhat International Airports? The info provided on this page states that only pets can arrive at Noi Bai or Tan Son Nhat.

    Thanks!

    Hi,

Im wondering if traveling from Canada, flying with Korea Air and will stop at Incheon airport for transferring flight to SGN Ho Chi Minh, with my dog (toy poodle 3kg) actually need Titer test? Because Titer test can take 6-8 weeks for the results can can cost up to $800-900 in Canada.
    Thank you so much!

    1. Susan Avatar

Marcy – you will need to stay on Korean Air in and out of ICN to avoid entering Korea and triggering the need to meet their reqsuirements.

    Hello,
We will be moving from USA to Vietnam in July. We are 4 family members and 5 cats. A few questions: Do we need to contract an agency or we can do it ourselves?, Do we need to fill out the form because we bring more than 2 cats all together?, What do we need to do once enter Vietnam regarding customs? How we ensure we can enter the cats with us (that all documentations is in place)?

    Thank you so much!

    1. Susan Avatar

Karina – if importing more than 2 pets per passport, an import permit will be required. Best to split ownership of the pets to the adults. The answer to your first question depends on your airline’s pet policies and the number of pets that can fly per aircraft and per passenger. If you can avoid air cargo service, then you should be able to book the transport yourselves. Airlines make every effort to keep traveling pets and their passengers together. Hello,
We’re planning to import our dogs from the Philippines to Vietnam next year, and we’ll be landing at Tan Son Nhat Airport. Just want to ask—do we still need to get a rabies titer test for them?

Also, is the government-issued vaccination booklet the same as the one given by their veterinarian? If yes, does that mean I don’t need to bring the EU pet passport anymore?

    Thank you!

    1. Susan Avatar

Bea – a rabies titer test is not part of Vietnam’s pet import requirements, although it is a good thing to have. If your veterinarian issues you a vaccination booklet, it will be accepted as evidence of current rabies vaccinations. If you have an EU Pet Passport with all of your pet’s rabies vaccinations including the most current one, then that will be accepted as well. Know that only vaccinations administered in the EU should be recorded in an EU Pet Passport.

I am going back to Vietnam (My home Country) from Canada and will bring my Calico Cat with me . She will be carried in a sofr carrier, totaling no more than 5 kg.
I will fly with AIr France from Canada to Paris, and we will layover in Paris, then from Paris to Tan Son Nhat airport HCM city
I will go to the Vet and get her vacinnated and microchiped.
I am wondering do I need to call Tan Son Nhat aorport to let them know that I will bring my pet cat with me into the country? Or will my Pet tavel Vertificate (from Canada) proving she vacinnated is enough ?
I do not want her to be quaranteed or have any problem at the airport.

    1. Susan Avatar

Nhi – you will need to explain your itinerary to the CFIA and have them issue health certificates accordingly. You should have a transit EU health certificate for France (assuming a layover of less than 24 hours and no change of airline companies) and the CFIA health certificate for Vietnam. Your cat will also need a rabies certificate proving current rabies vaccination, and your cat’s microchip number should be on the rabies certificate.

    Hi,

If we are in Vietnam only for 6-7 Days with our pet dog, I have understood the entry requirements but what are the requirements for exit (re-export).

    Regards,
    Anoop

    1. Susan Avatar

Anoop – it will depend on the validity of the health certificate that is issued by your country of origin. If the health certificate is still valid, you should be able to use it to return to your country of origin in most cases. Know, however, that Vietnam is classified as a high-rabies country, and additional requirements could apply to return to your country of origin. You can find those requirements here: https://www.pettravel.com/information/pet-passports/.

Dear Pettravel / Community. I am immigrating with my family and 3 cats to Vietnam HCMC. I read on the various websites that a vaccination against leukemia is also needed for my 3 cats. This is quite a bit of hassle to arrange as leukemia vaccinations are not given/mandatory in my home country The Netherlands (EU). Is a vaccination against leukemia necessary and required for Vietnam Ho Chi Minh?
Final question, I read that you need to announce to the boarder control / customs that you will be entering Vietnam – Ho Chi Minh City with cats. There should be a specific email address for that? Does anybody know what the email address is or where I can find official information on this. Many thanks!

    1. Susan Avatar

Joost – the leukemia vaccination is recommended, not required, for cats entering Vietnam. Advance notice should also be provided to the Animal Quarantine Station in your port of entry.

      1. Joost Dieben Avatar
        Joost Dieben

Dear Susan, Many thanks for this answer. It is much appreciated. If I may ask one more question? I also read that the cats need to be vaccinated agains panleukopenia. In the Netherlands this is done as standard once per 3 years (which the cats have had). Is this sufficient for Vietnam or do they have rules that require this vaccination to be done more frequent? Thanks again! Joost

        1. Susan Avatar

Joost – that should be fine if this is your country’s health regimen. Just have your veterinarian initial the validity end date on the health certificate.

    Bonjour

    Hello,

So I have a 5 year old bengal cat. Husband and I are planning on moving to Vietnam, HCM city. He’s definitely NOT F1-F4 so he’s closer to a domestic than a wild cat. He is microchipped. And we plan to get all his required vaccines before leaving.

Do we need to prove his variant (not F1-F4), if so, how can we do this? Declare it with our vet and obtain some sort of documentation? I believe I still have his original microchipped paperwork, but if this can’t be found, can we also declare this to our vet and have them give us official documents?

And what type of vaccines does he need? Should we called Tan Son Nhat airport beforehand? And should we also get in touch with the airlines? I’m also worried about layovers. Please help! Greatly appreciate your help

    1. Susan Avatar

K – if you cannot provide breeder genealogy information proving that your Bengal cat is 5th generation removed from the pedigree, then it will need to travel with a CITES permit. You get this permit from the government agency that is responsible for wildlife protection. Your cat will need proof of rabies vaccination as well as feline rhinotracheitis (herpes virus), feline calicivirus and feline panleukopenia (parvovirus). Prenotification of arrival is required. Avoid transiting in the EU if you will be returning to your origination country.

The plan is to land in ho chi min as one of the cats might be more than 6kg with the carriage and as per Vietnam airline rules might not be allowed in the cabin. We did all vaccines and microchipping in advance. Our flights are on the 5th of September. Should we notify any authority prior to our flight and if yes, can you provide us with the contact information? Furthermore. From ho chi min to da nang what are our options?

    1. Susan Avatar

I am freaking out because between tickets, passport for the dog, vaccination and health certificates that require a stamp by the authorities (did I forget anything)? At one point in your article, you mention that we need to give notice to the vet at the airport. How do I do that? I will land at 7.15 am. Once I have dealt with immigration, where do I go to collect my dog? Last question: I will be travelling with a huge crate. How hard will it be to find transportation to the centre of Hanoi? I am so sorry for asking so many questions, but I am freaking out, and there is no embassy in my country. You seem so kind for answering everyone.

Miguel- a rabies titer test is not required to enter Vietnam from any country; however, it will be required to return to Portugal if this is in your plans. If yes, you should have it done before leaving Portugal. As for advance notification, the Quarantine Station at your entry airport should be notified. You mentioned that you have a huge crate. If your dog is flying as checked baggage, you will claim it at baggage claim. If it is flying as air cargo, you must go to the cargo facility of your airline to claim your pet. As to your last question, we don’t have offices in Vietnam; however, you should contact a taxi or similar service there and reserve a large vehicle that will accept pets.

Good afternoon! I’m flying direct from Russia (Moscow) to Nha Trang on November 9, 2025, with two small dogs (3 kg and 4 kg), both registered in my name. Aeroflot registered both dogs. I recently saw that you stated that dogs can only enter Vietnam through three international airports (Ho Chi Minh City, Da Nang, and Hanoi). Are you sure about this? I contacted the airline, and they claim that dogs can also safely fly to Nha Trang Airport.
I also wanted to clarify information about importing two dogs registered to one person. I couldn’t find up-to-date information on obtaining import permits on the official website of the veterinary embassy in Vietnam. Can I fly with my two dogs? The Russian veterinary embassy couldn’t answer this question.

Anna – you are correct that pets can enter Vietnam at Cam Ranh International Airport. We have modified our website to reflect this addition. The import of dogs and cats numbering 2 or less with their owners do not require an import permit.

Good day leaving from canada to vietnam with dog in cabin. With layover in Korea. Do we have to do importation papers in Korea ? Does our dog stay with us in the airport in Korea ?

    1. Susan Avatar

Andre – if you are flying in and out of Korea on the same airline, you will stay in the secure area of the terminal until you board your next flight. No documentation for Korea needed.

    Hello,

friend of mine would like to import to Viet Nam 2 pups in age of 11 weeks. He’s telling me, that it’s not mandatory to have rabies vaccination to enter Viet Nam. Is that really possible?

    1. Susan Avatar

Peter – Puppies and kittens under three months of age and not vaccinated for rabies cannot enter Vietnam. They can be vaccinated for rabies at three months of age and wait for 30 days before travel

    Hello,
Your posts are really helpful, thank you! I’ll be flying from the US to Vietnam this January with my 2-year-old cat on Japan Airlines. I wanted to ask if I need an USDA-endorsed health certificate, or if a regular health certificate will do. Also, I’ve heard that the rabies vaccine needs to be connected to the microchip. Could you please clarify these for me?

    1. Susan Avatar

Van – yes, you will need a USDA-endorsed health certificate issued by a USDA-accredited veterinarian. Vietnam does not require a microchip; however, it is recommended.

    Hello there,

Thank you so much for the detailed guide! It has answered a lot of questions that i couldn’t seem to figure out.

My partner and i will be relocating to Vietnam in March and while we are pretty much prepared, there is a few things that i’m not 100% sure on and still have not been able to get an answer.

My Cat is vaccinated, microchipped and has had her rabies injection. Our vet will be assisting us with the EHC (export health certificate – I’m from the UK) but have also mentioned that we also need another AHC (animal health certificate) since we will be transiting through France.

I’ve called APHA (Animal and Plant Health Agency) to ask whether i actually need a AHC since i’ll be airside and only there for 2.5/3 hours before our long haul flight to Vietnam.

They themselves weren’t 100% certain since it’s under France’s discretion. Do you have any information on this?

Also, regarding the animal quarantine at Tan Son Nhat, do you have a contact email by any chance?

For reference, my cat is a British Shorthair, almost 9 months.

    Thank you.

    1. Susan Avatar

Cindy – if you are changing airlines in France OR you are flying KLM or Air France, you will need an AHC for France. As for other airlines, we suggest that you contact them to ask if the form is required. The email contact for Tan Son Nhat is vptsn@vietnamairport.vn.

How to notify border control at the Danang airport?
Also, our arrival is gonna be around 9-10pm it’s not a problem for them to come and check our paperwork after normal working hours?
Thank you so much in advance

    1. Susan Avatar

natalia – Da Nang International Airport does not have a separate Animal Quarantine Station. Animals arriving at Da Nang International Airport will undergo veterinary inspections as part of the import process.

I hope this message finds you well.

Could you kindly verify that is it allowed that we bring our dog in cabin and enter via Da Nang? The airline part is settled. Since we heard some agent told us that pets can enter Da Nang as Cargo only.

    Many thanks!

    1. Susan Avatar

Sasha – Da Nang International Airport does not have a separate Animal Quarantine Station. Animals arriving at Da Nang International Airport will undergo veterinary inspections as part of the import process.

    Hello
May you help me please? I have 2 cats and we are moving from Mainlands China to Vietnam, Hanoi city soon.
I have been reading for a long time now, and I have contacted many companies and hospital.
I feel extremely confused and anxious, because everyone says different things. There’s a hospital in Beijing that’s telling me about so many complicated steps, while some others are telling me these steps are not for moving your pets to Vietnam.
Everyone is saying you need to start 4-6 months earlier, while I couldn’t have done that.
Some are saying that for Vietnam, 2 months ahead is more then enough.
Could you please tell me what’s correct? Do I need to chip them and get them the rabies vaccination more than 2 months before leaving China?

    1. Susan Avatar

Bushra – the length of time to prepare your cats for import to Vietnam depends on whether they are microchipped and vaccinated for rabies. If not, get that done and wait for 30 days before traveling. Vietnam does not require a rabies titer test for pets entering the country. To leave China, see the requirements here (scroll down to Exporting Pets from China): https://www.pettravel.com/information/pet-passports/china-pet-import-requirements/.

    1. Susan Avatar

    Hi there!

I just wanted to ask – coz I heard varying commentaries on this. I have one cat with me, that is relocating alongside myself from Kuala Lumpur to Vietnam.

Do I need an import permit for only ONE cat?

    1. Susan Avatar

      No import permit required.
