When transporting a pet by a commercial airline, it is extremely important to understand their pet policy. These policies vary between airlines. Some allow small pets to fly in the cabin and others don’t. It is important to know the answers to all your questions before making your decision to fly your pet on any commercial airline. Does Cebu Pacific allow pets on your specific route? How much does it cost to fly a dog or cat on Cebu Pacific? What documents will I need? What are the carrier or crate requirements for Cebu Pacific? All your answers related to Cebu Pacific pet policy are answered below.

Note: It is important to mention that the pet policy of the airline that operates your pet’s route will preside over the policy of the airline that owns the route. This is important to note because if the operating airline changes during your trip, then you will likely need to claim and recheck your pet on the next airline. This will cause you to clear customs and enter the layover country. You will need time and extra documentation to accommodate this process during the layover unless flying domestically.

Classes of service offered to pets by commercial airlines

  • In-Cabin: Pets traveling in the cabin must fly with an adult passenger and travel in an airline compliant
    carrier stowed under the seat.
  • Checked Baggage: Pets traveling with a passenger that are not permitted in the cabin due to size or breed can be transported as checked baggage in the cargo hold.
  • Air Cargo: Unaccompanied, very large pets or pets flying to countries that require that pets enter under air cargo will travel as manifest cargo in the hold.

Cebu Pacific does not permit any live animal to fly in the cabin unless you are flying with a service dog who is trained to assist you in a task required to address a physical or medical disability or an emotional support dog to provide emotional assistance to their passenger.

Service/Emotional Support dog pet policy

All serviced dogs may fly in the cabin at no charge. They must be trained by an organization that specializes in service dog training to provide specific tasks for a person with a disability. Emotional support dogs are also permitted with required documentation. Passengers flying with service or emotional support dogs must declare their dog via Cebu Pacific’s website or app at booking.

Service and emotional support dogs must be suitably marked, harnessed, muzzles and leashed. Owners must supply absorbent pads and diapers to ensure that their dog does not cause damage to the aircraft.

They must fit in the space provided at their passenger’s feet without intruding on cabin operations or other passengers. They must be clean, mannerly and not show any signs of aggression toward other passengers or the flight crew.

Service dogs must have the following documents available:

  • Certificate of training
  • Proof of cuirrent rabies vaccination
  • Certificate for Bureau of Animal Quarantine

Emotional support dogs must have the following documents available:

  • Document confirming the dog has been trained and/or a document from a mental health professional on their letterhead stating that the guest has a mental disability
  • Proof of current rabies vaccination
  • Certificate from the Bureau of Animal Quarantine

These dogs must not occupy a passenger seat. One service or emotional support dog can fly with a passenger per flight.

All service and emotional support dogs are subject to the same requirements as regular dogs when traveling internationally.

Cebu Pacific does not permit any live animal to fly as checked baggage.

Pet import requirements for over 220 countries worldwide

All live animals flying as air cargo travel under an airline manifest or air waybill and are tracked throughout the entire flight. The airlines are responsible for caring for your pet during layovers as well. Unlike checked baggage, pets are generally checked in and claimed at the airline’s cargo facility. This facility is located on airport grounds; however, not the terminal. Many airlines require that an agent books the transport.

To book a cargo, the following details must be sent first to cargocare@cebupacificair.com :

  • Shipper’s name
  • Contact number
  • Consignee
  • Contact number
  • Commodity
  • Pieces & weight
  • Dimensions
  • Destination
  • Flight date

All pets must be booked for cargo at least two days before the scheduled flight.

Age requirements

Minimum age for transport is three months of age.

Forms Required

  • Quarantine Permit from the Bureau of Quarantine. The said permit can only be obtained through this website. The certificate must be countered signed at Quarantine Office in NAIA Terminal 2.
  • Veterinary Health Certificate
  • Rabies Vaccination Certificate (Pet should be vaccinated at least 14 days before the travel date)

Vaccination papers and pet must be presented to Quarantine Officer at departure.

Check in

Once air waybill is issued, the air waybill will be issued and check in must be 4-6 hours before the flight. Your pet will be checked in at the Cebu Pacific cargo facility which is located on airport grounds; however, with few exceptions, not at the airport terminal.

Pet fee

The cost of flying your pet as air cargo will depend on the following:

  • cargo classification
  • actual weight or dimensional volume** (whichever is higher) and
  • declared value of your pet.

All pet crates must conform to regulations set by the International Air Transport Association (IATA). The container must be large enough for your pet(s) to stand, turn around, and lie down. The crate must be made of fiberglass or rigid plastic.

The crate door must have a secure, spring-loaded, all-around locking system with the pins extending beyond the horizontal extrusions above and below the door. The floor must be waterproof. The crate must not have wheels attached when checking your pet. Metal hardware should be used to fasten the top and bottom halves of your pet crate together. Cebu Pacific requires either metal or plastic threaded nuts and bolts to secure both halves of the crate.

All crates must be labeled with LIVE ANIMAL stickers and a Shipping Declaration that includes feeding and watering instructions.

All pets should be acclimated to their crates prior to travel. This may take weeks or even months to accomplish; however it is the best thing you can do for pet before flying.

When temperatures rise above or drop under certain levels, it is not advisable to transport of live animals in the cargo hold. These restrictions are implemented for the safety of your pet. If you will be flying your pet during daytime hours, you will need to sign liability waivers due to high temperatures in Philippine airports.

It is important to note that the risk from high or low temperatures is not when your pet is airborne. The risks come during preflight holding, loading on the tarmac and taxiing to the take-off runway.

Pets will not be accepted as checked baggage or air cargo when actual or forecasted temperatures are above 85°F (29.4°C) or below 45°F (7.2°C) at any airport on the itinerary. Pets may be accepted at temperatures below 45°F with an acclimation certificate, however, no pet will be transported at temperatures lower than 20°F (-6.6°C).

Note that the temperature restrictions for summer travel are lower for brachycephalic (snub-nosed) pets.

Cold-blooded animals are exempt from these restrictions.

Cebu Pacific will not ship the following dog breeds or any crosses with a short or flat snout:

DOGS: Affenpinscher, American Pitbull Terrier, American Bully, Bijon Frise, Bichon Frise, Boston Terrier, Boxer (all breeds), Brussels Griffon, Bulldog (all breeds), Bull Mastiff (English Mastiff), Bull Terrier, Cane Corso, Cavalier King Charles Spaniel, Chihuahua, Chow Chow, Dogo Argentino, Dogue de Bordeaux, (French Mastiff), English Toy Terrier, French Bulldog, Japanese Chin, Lhasa Apso, Maltese, Neopolitan Mastiff, Newfoundland, Pekingese, Presa Canario, Pug (all breeds), Shar Pei, Shih Tzu, Silky Terrier, Staffordshire Bull Terrier, Tibetan Spaniel, Valley Terrier and Yorkshire Terrier.

CATS: Birman, Bombay, British Shorthair and Longhair, Burmese, Burmilla, Exotic Shorthair, Himalayan, Persian, Scottish Fold, Selkirk Rex and Silver Persian (Chincilla Cat).

      Hello Anthony – you will need to contact the cargo department of Cebu Pacific as this airline only flies pets within the Philippines as air cargo. This department is not the same as the reservations department.

          Julieta – Kamusta – kung ang iyong French Bulldog ay tumitimbang ng higit sa 18 pounds (*kg) at hindi kasya sa isang airline compliant pet carrier, hindi ito papayagan maliban kung ito ay isang guide o service dog na sinanay upang tulungan ang isang may kapansanan na pasahero. Ang mga opsyon ay depende sa iyong ruta. Kung ikaw ay naglalakbay sa loob ng Pilipinas, maaari mong tingnan ang 2GoFerry dahil sila ay pet friendly. Maaari mo ring isaalang-alang ang isang non-commercial na airline, ngunit ang gastos ay mas mahal.

      Kung lilipad ng Cebu Pacific ang iyong pusa ay depende sa mga pisikal na katangian ng iyong pusa at kung ang ilong nito ay flat. Kakailanganin din ng iyong beterinaryo na ilista ang lahi nito sa sertipiko ng kalusugan. Kakailanganin mong makipag-ugnayan sa Cebu Pacific cargo department dahil hindi sila nagpapalipad ng mga alagang hayop sa cabin o bilang naka-check na bagahe.

      Ang iyong Shih Tzu ay mangangailangan ng patunay ng pagbabakuna sa rabies, sertipiko ng kalusugan na inisyu sa loob ng 10 araw ng paglalakbay at mga local import at export permit na inisyu ng Bureau of Animal Industry. Ang hamon ay hindi lilipad ng Philippine Airlines o Cebu Pacific ang lahi na ito. Maaari kang makakita ng mas maliit na airline na tatanggap nito o 2GoFerry na magdadala ng mga alagang hayop.

      Kakailanganin mong makipag-ugnayan sa departamento ng kargamento ng Cebu kung nais mong magpalipad ng manok sa loob ng Pilipinas dahil iyon lamang ang serbisyong ibinibigay nila sa mga buhay na hayop. Ang mga manok ay hindi inuri bilang mga alagang hayop. Ang mga ito ay mga hayop at dapat maglakbay sa ilalim ng mga regulasyon ng hayop. Makipag-ugnayan sa Animal Health Division ng Bureau of Animal Industry.

      Czarina – we believe that the limitation is per passenger, not per flight. It would be best to confirm before booking your tickets.

      Sa kasamaang palad, ang Cebu ay hindi tumatanggap ng mga lahi ng Shih Tzu dahil sa kanilang mga flat noses. Hindi rin sila tinatanggap ng Philippine Air. Maaari mong isaalang-alang ang 2GoFerry kung maglalayag sila sa iyong ruta.

          Ang mga Hello Pomeranian breed ay flat-nosed at hindi tatanggapin ng Philippine Airlines o Cebu ang lahi na ito. Ang Go2Ferry ay pet friendly na naririnig namin.

      NM – Cebu Pacific will only fly live animals as air cargo on domestic flights within the Philippines. Unfortunately, they will not fly Shih Tzus due to their snub-noses.

      Oo, hindi ipinagbabawal ng airline ang Poodles. Ang Cebu ay nagpapalipad lamang ng mga alagang hayop bilang air cargo sa loob ng Pilipinas. Kakailanganin mong makipag-ugnayan sa kanilang departamento ng kargamento.

      Jella -Kailangan mong kontakin ang kanilang mga departamento ng kargamento para sa impormasyon tungkol sa pagpapalipad ng iyong mga alagang kuneho. Hindi papayagan ng alinmang airline ang mga alagang hayop na lumipad sa loob ng cabin o bilang naka-check in na bagahe. Hindi mapupuntahan ang departamento ng kargamento sa pamamagitan ng mga reserbasyon. Kailangan mo silang kontakin nang hiwalay.
