What is a Pet Passport?

We refer to a pet passport as a collection of documents according to Türkiye pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport will include proof of microchip, rabies vaccination, rabies titer test, and international export health certificate issued by a licensed veterinarian in the origination country.

Animals Eligible for These Regulations

Unless otherwise stated, the regulations below apply to domestic dogs and cats including service and assistance dogs and cats. These regulations do not include the import of wolf hybrids, Savannah and Bengal cats, unless 5th generation removed from the pedigree.

Pets in Türkiye

Pets play a significant role in many households in Türkiye, and the country’s pet culture is diverse and well-developed. Dogs are popular and cats are extremely popular and often treated with special reverence. Street cats, particularly in cities like Istanbul, are well-cared for by the community.

Türkiye has a robust network of veterinary clinics, particularly in urban areas. There are regulations in place for pet ownership, including requirements for vaccinations, microchipping, and registration of dogs. However, stray cats and dogs are a significant issue, particularly in urban areas. Owners should take steps to protect their pets from parasites sometimes carried by stray animals and fully vaccinate them against contagious diseases.

Many parks and public spaces are pet-friendly, providing areas for pets to exercise and socialize. Some cities also have dedicated dog parks.

Flying a Pet to Türkiye

Turkish Airlines accepts pets in the cabin, as checked baggage or air cargo, is based in Istanbul, and has a comprehensive network of destinations that are served. Other commercial airlines that offer services for pets that fly to Istanbul Airport are Aegean Airlines, Aeroflot, Air France, Asiana, British Airways, China Eastern and Southern, Emirates, Ethiopia, Etihad, flydubai, Gulf Air, KLM, Kuwait Airways, Oman, Qatar, Saudia, Thai Airways, Transavia, Uzbekistan Airlines to name a few. This is the second busiest airport in the European Union. Pets transiting Türkiye should remain on the same airline.

Flights to Türkiye should be direct or transit through a rabies-controlled country or another EU Member State if possible*. *Note: If your pet has a layover in an EU Member State in its itinerary, then additional requirements will apply.

Find a Licensed Veterinarian

Before beginning any pet export procedure, make sure your veterinarian is approved by the governing veterinarian authority in your pet’s country of origin. The agency of the government that is responsible for the movement of live animals should either license or employ your veterinarian.

Quarantine for Pets Entering Türkiye

Quarantine will not be imposed on your pet if the following regulations are met. Pets not meeting import regulations will be quarantined, returned to the origin country or euthanized. All costs are the responsibility of the importer.

All steps required to import a pet dog or cat to Türkiye (formerly Turkey) must be completed in the country of origin. Complete steps 1-6 in the order given.

Step 1: Pet Microchip

Having your pet identified with a microchip is important when traveling internationally for several reasons. First, a microchip will tie your pet to its documentation when entering a foreign country. Second, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database. Third, most countries require that pets be microchipped and compliant microchips may be difficult to find should your pet ever leave the country.

Your pet must be identified with a 15-digit pet microchip which is compliant with International Standards Organization standard 11784 or Annex A of ISO standard 11785 prior to entering Türkiye. All documentation must reflect the microchip number. If your pet’s microchip is not ISO 11784/11785 compliant, importers can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital or trained nurse should implant the microchip. Documentation should be provided as to the manufacturer of the microchip and registration instructions.

microchip scanner- is your pet's microchip ISO compliant?

Step 2: Vaccinations

All cats and dogs must be vaccinated for rabies at least 30 days prior to entering Türkiye. Multi-year rabies vaccinations are recognized if indicated as such on the veterinary health certificate (step 5). The administering veterinarian should record vaccination information, sign and stamp one of the following documents depending on veterinary practices in the country of origin:

  • a rabies certificate
  • a government-issued vaccination booklet or
  • an EU Pet Passport

Other Vaccinations

Dogs must be vaccinated against distemper, hepatitis, leptospirosis, and parvovirus. Cats must be vaccinated against feline viral rhinotracheitis, panleukopenia and feline leukemia.

Veterinarians must record vaccinations on the international health certificate (step 5) at intervals required by veterinary health procedures of the origination country.

Step 3: Rabies Titer (Serology) Test

A rabies titer test, also known as a rabies antibody test or rabies serology test, is a blood test that measures the level of rabies antibodies in your pet’s blood. The test will assess the effectiveness of a rabies vaccination or determine your pet’s immune response to the rabies virus. When required, a licensed veterinarian will administer the test more than 30 days after the most current rabies vaccination.

All dogs and cats entering Türkiye must have a rabies titer test. Samples must be processed at approved laboratories. Pets entering Türkiye without a rabies titer test are subject to 21 days of quarantine at the importer’s expense.

Note that rabies titer test results or veterinary exemption letters are no substitution for proof of rabies vaccination.

Step 4: Parasite Treatments

According to all preventative measures to ensure public health and the safety of your pet, treatments for internal and external parasites should be administered prior to entering Türkiye.

The treatment of pets for internal parasites, especially Echinococcus multilocularis, as well as external parasites (fleas and ticks) should be discussed with your veterinarian who will administer according to disease status of the origination country. These treatments are required.

The administering veterinarian must record these treatments on the health certificate or issue a record of treatment.

Step 5: Health Certificate

All countries worldwide require an original health certificate (sometimes known as a Certificate of Veterinary Inspection) for live animals entering their country. The certificate should include the following information:

  • details of your pet and
  • vaccinations and treatments and
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel, does not have any open wounds in the process of healing, and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Your veterinarian will include additional details and treatments on the certificate depending on the country of origin.

A government veterinarian in the origination country must endorse the health certificate within 48 hours of entry.

A government veterinarian must either issue the certificate or endorse the certificate after issuance by a licensed veterinarian. This official represents the agency in the origination country that is responsible for the import and export of live animals.

Step 6: Import Permit

Pet dogs and cats entering Türkiye with their owners do not need an import permit. Commercial imports will require an import permit.

Importing Puppies and Kittens to Türkiye

Puppies and kittens should not be vaccinated for rabies prior to three months of age. The minimum age of import to conform to regulations is 7 months.

Breeds Banned from Import to Türkiye

Türkiye does not permit the import of the following breeds or their crosses: Pit Bull Terriers, Japanese Tosa, American Pit Bull Terrier, Bull Terrier, American Staffordshire Terrier, Dogo Argentino, Fila Brasileiro, Rottweiler, Staffordshire Bull Terrier, Neapolitan Mastiff, Spanish Mastiff, Dogue de Bordeux, Roman Fighting Dog, Bandog Tosa Inu, Mastiff, Tibetan Mastiff or similar, mongrel breeds.

Airline pet policies

Entering Türkiye by Air

Pets can enter Türkiye at a variety of airports and land inspection posts. For international travel, Istanbul Airport is the most common destination airport. Pets can enter in the cabin, as checked baggage or air cargo according to airline pet policies.

Pet owners should select flights with earlier arrivals and during normal business hours, if possible, so as to ensure veterinary inspectors are available to clear their pet.

Related: Is your pet’s crate IATA-compliant?

Two pets per person can enter tax-free as long as they don’t arrive unaccompanied (air cargo). The owner must be present at customs clearance or have issued their representative or agent a Power of Attorney and either an original passport or notarized copy indicating that they arrived in Türkiye within 30 days of their pet.

Flights should be direct if the duration of the flight does not violate animal welfare laws. Layovers should be short and not involve a change in airline companies. If your pet’s itinerary involves a layover in the European Union, then additional requirements will apply.

Advance notice

Importers will need to provide advance notice to veterinary officials at the airport so they will be available to inspect your pet and its passport documentation upon landing. This is especially important if your pet will be arriving outside of normal business hours.

Whenever your pet travels to a foreign country like Türkiye, it is always advisable to carry some form of identification indicating ownership of your pet.

A government veterinarian will provide further examination if your dog or cat is not in apparent good health when entering Türkiye. All costs associated with further inspections or treatments will be borne by the importer.

Importing Other Pet Animals to Türkiye

Birds, invertebrates, tropical fish, reptiles, amphibia, mammals such as rodents and rabbits are not subject to requirements of rabies vaccination but may have to meet other requirements and should have a health certificate to enter Türkiye. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Türkiye has imposed trade restrictions on U.S. origin domestic and wild birds (for any intended use) from the states of California, Georgia, Indiana, Iowa, Kentucky, Michigan, Minnesota, North Carolina, North Dakota, South Dakota, Utah, Vermont, and Washington, due to Avian Influenza.

Exporting Resident Pets from Türkiye

Pet owners planning to export their resident pets from Türkiye must visit the local branch of the Ministry of Food, Agriculture and Livestock with their pet at least 48 hours before departure. Owners should bring their pet’s shot records to get a Veterinary Certificate for Domestic Dogs, Cats and Ferrets for Exportation from the Republic of Türkiye.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is crucial if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If this is the case, importers will have to submit additional permit applications. The agency that issues these permits is responsible for the protection of wildlife in your country.

Over 180 countries participate in and enforce CITES regulations.

    Hello

On your opinion , can I come on Turkey with a Cane Corso dog during the validity of my visa ( 3 months) ?
    Thanks for your reply

    Regards
    Marc

    1. Susan Avatar

Bresulier – that’s a tough question. Although not on the banned breed list, Cane Corso breeds are known to be aggressive dogs. What we would recommend is to direct your question to an agent in Türkiye. You can search for a licensed agent in this country at IPATA.org.

If I’m traveling with my dog from the US, but I have an EU pet passport for her, do I need any other health certificate? Do I still need the rabies test?

    1. Susan Avatar

Deborah – if your dog will be traveling to Türkiye from the US then yes, your dog will need a rabies titer test done prior to leaving, else it will go into 21-day quarantine in Turkey. The EU Pet Passport can document the microchip and the most current rabies vaccination but it will not substitute for an endorsed health certificate. The EU Pet Passport can also document any titer tests done in the past that are still valid if all rabies vaccinations have been kept continuous since the sample was taken for the test. If no titer tests are recorded in the EU Pet Passport, then a test must be administered by a USDA-accredited veterinarian. If your dog will be returning to the EU, then a titer test is not required and your dog will not need a health certificate unless your airline requires it. In this case, no certificate endorsement is required.

I am traveling with my two dogs from Sweden to Turkey, and they have EU passports and once in 2020 they did the rabies Titer blood sample and since then they have regular rabies vaccine. Do I need to do a new blood test or only health certificate from Vet and EU passports will be enough?

    1. Susan Avatar

Reza – as long as you have proof that all rabies vaccinations were administered before the previous vaccinations expired since the date of the administration of the titer test, the test is still valid to enter Turkey.

I will be transiting Turkey (IST) with my dog in cabin. From USA to Russia. 4 hours layover at the IST airport (both flights are Turkish Airlines). I will have health certificate to enter Russia(no titer required). Will I need health certificate for Turkey as well? Thank you!

    1. Susan Avatar

Irina – if you stay in the secure area of the airport and do not clear customs and enter Turkey before boarding your next flight, then documentation to enter Turkey is not necessary.

We plan to fly from Toronto to Amsterdam, then drive in our motorhome to Turkey. We would probably enter Turkey 7 – 10 days after leaving Canada.

Our poodle has a EU Pet Passport/EU rabies shots and titres test as well as duplicate rabies vaccinations in Canada. To comply with the time frame requirements he will have to get another rabies shot in Canada.

We can have the Turkish form filled in by our Canadian vet, but obviously it can’t be done within 48 hours of entry to Turkey.

It seems the only way to fulfill the 48 hour requirement would be to get a vet in Bulgaria to fill in the Turkish form (?)

    Any thoughts?

    1. Susan Avatar

Frank – very likely the CFIA will not endorse your health certificate for Turkey, because Turkey is not the destination shown on your itinerary, so it seems inevitable that you will need to see a vet in Bulgaria to issue the required health certificate for Turkey.

    Hi there,
I will be flying with my cat (in cabin) from USA to North Macedonia in March with a layover in Turkey, both flights are through Turkish Airlines, I am currently working with my vet to obtain all the documentation needed to enter North Macedonia but will I also need documentation for entering Turkey as well?
Thank you for your response in advance, I am overwhelmed and need extra help lol

    1. Susan Avatar

Kammy – if you both stay in the secure are of the terminal until you board your next flight and do not clear customs, then you should not need any documentation required by Turkey.

Hi:) I’m moving to Turkey from Poland in May. I have 3 cats and a small dog. All of them have microchips and EU passports.
Could you please confirm if i’m right?
We need Rabies Titer for all of them, vaccinations (rabies, distemper, hepatitis, leptospirosis, and parvovirus for the dog and rabies, feline viral rhinotracheitis, panleukopenia and feline leukemia for the cats) also parasite treatment. Everything needs to be included in the passport and the health report from 48h hours before crossing the border?

    1. Susan Avatar

Oliwia – you are correct in your post. Note that the EU Pet Passport will not substitute for the 48-hour health inspection and health certificate. Your pet’s EU Pet Passport will suffice for crossing into Bulgaria.

    Hi,

I have a miniature Pomeranian. My female Pomeranian is 14 months old. I have all the required injections and I have a passport for my dog.
I’m flying from Dublin to Turkey on the 2nd March and returning from Turkey to Dublin on the 9th of March. I will be flying with Sun Express. Is it possible to bring my Pomeranian with me. Would she be able to fly within the cabin with me or would she have to go into cargo?

Any information on this would be really appreciated.

What is the procedure for returning home with my dog?

    Kind Regards,

    Stephen

    1. Susan Avatar

Stephen – your Pomeranian will need conform to requirements here to enter Turkey: https://www.pettravel.com/information/pet-passports/turkiye-pet-import-requirements/. Once your pet leaves Ireland, it must conform to requirements here: https://www.pettravel.com/information/pet-passports/ireland-pet-import-requirements/. The notable restriction is the requirement of a rabies titer test which is required to enter Turkey as well as to return to Ireland. This test should be done before you leave and the results should be recorded in an EU Pet Passport.

Hi, if i visit Turkiye with my cat (EU passport) what do i need when returning to EU? I am not a resident in Turkiye and neither is my cat, so to my understating i do not need to visit tarim to get export permit. My country does not need health certificate while returning, the eu passport will replace this.
Is there a limut how a pet can stay in Turkiye without being registered with tarim?

    1. Susan Avatar

Helen – Turkey follows EU regulations and the EU classifies a pet as a resident after four months of import. That said, we would suggest that you contact the Ministry of Agriculture and Livestock Development with your inquiry about laws regarding pet registration because we do not see exemptions for tourists in their information.

    Hey,

I am planning to travel with my Bichon Havanese from Stockholm/Sweden to Beirut/Lebanon with a connection/transit (without exiting the airport) in Istanbul (Pegasus airlines). My dog is vaccinated against Rabies, and the titration test is stamped on her passport. I will also obtain a certificate from the district vet in stockholm before flying. Do I need any additional documentation for my dog?

Is there a place in the airport when my dog can rest herself?

    Thank you!

    1. Susan Avatar

Alexi – in addition to what you have stated, you will need proof of DHLPP vaccinations and parasite treatments administered prior to entry to Lebanon. Pet relief rooms are located in the secure area on the departures floor in Istanbul Airport.

Quick question, I traveled from US to Italy with my Quaker parrot. I have his passport and his US health certificate which was issued more than one month ago. Do I need to get a EU passport for him and another health certificate 2 days before the flight? Please advise.

    1. Susan Avatar

Tatyana – assuming you will be returning to the United States with your parrot, you will need an import permit from APHIS. You can find details on applying for the permit and further information here: https://www.aphis.usda.gov/pet-travel/another-country-to-us-import/birds. As Italy is classified as free of Avian Influenza, your bird should qualify for home quarantine. Note that you must import your bird at ports in Miami or New York. No other ports are approved for the import of birds.

    Hello,

I will be traveling with my cavapoo from the US to France (where we will stay for 5 weeks) and then onwards to Turkey where we will stay for 2 weeks before returning to the US.

What will be country of origin when we enter Turkey? The US or France? And will I need to see a French vet to get a health certificate or is it sufficient to get one in the US? Also, is there anything we need to on the Turkish side before we return to the US?

    Thanks!

    1. Susan Avatar

Magnus – as for entering France, your Cavapoo will need to conform to requirements to enter France: https://www.pettravel.com/information/pet-passports/france-pet-import-requirements/. You will need to see a veterinarian in France to issue a health certificate for Turkey as the one issued in the US will no longer be valid nor will the US be your origination country. Turkey has its own health certificate as well which is different from the one issued for France. As for returning to the US, have your veterinarian issue a Certification of U.S.-issued Rabies Vaccination and Microchip Form before leaving the US. Be very sure that your pup’s rabies vaccination does not expire while you are abroad. You will need to apply for a Dog Import Form shortly prior to reentering the US. (https://www.cdc.gov/importation/dogs/dog-import-form-instructions.html) This can be done online. Your dog will need to be at least 6 months of age, healthy and microchipped. More details on reentering the US is here: https://www.pettravel.com/information/pet-passports/united-states-pet-import-requirements/.

Thank you Susan. Do you know if we to submit any documents or visit a vet in Turkey? According to this page: https://www.sunexpress.com/en-gb/information/luggage-info/transporting-animals/ we may need to submit some information through an online portal in Turkey as well?

        1. Susan Avatar

Magnus – you will need to see a vet in France who will issue a health certificate that will be used to enter Turkey. This country does not require an import permit (usually applied for online); however, it has had issues with fraudulent titer test results and has the online capability to verify them. Prenotification is wise but we are not advised that it is required.

    Hi!

I want to travel from Switzerland to Russia with a transit in Istanbul. Will have to leave secured area and check in again for the connecting flight to Russia.
In 5 weeks we will go back to Switzerland via Turkey also exiting airport during transit.

We are traveling with our Maltipoo who has Swiss passport with all vaccines and titres.

    Please, suggest:
    1. Should we get health certificate in Switzerland for Turkey or for Russia?
    2. What else do we need to do to enter Turkey?
    3. When we change flights in Istanbul, will we need to get new health certificate? Can we do it in the airport? How long it usually takes?
    4. On the way back in Russia do we need to take health certificate for Turkey or for Switzerland?
    5. Do we need to get new health certificate for Switzerland in Istanbul airport? How long it takes?

    Thank you!

    1. Susan Avatar

Semen – as you are entering Turkey, you should have Turkey’s health certificate as well as Russia’s. You will need proof of microchip, rabies vaccination and titer test administered more than 3 calendar months prior to entering Turkey. Both health certificates must be endorsed by a government veterinarian in Switzerland if you want to avoid seeing a vet in Turkey. If you are staying in Turkey for less than 24 hours, then you should be able to convince the Federal Food Safety and Veterinary Office to endorse both certificates, but we cannot guarantee they will do this. Both legs of your trip should be on the same itinerary. The same will apply for the return trip for Turkey. You can use the Swiss Pet Passport to enter Switzerland. Your airline may require a health certificate issued within 10 days of travel.

I am traveling with my guinea pig from Germany to Belarus, with a long transit in Istanbul. I have to leave the secured area in Istanbul to retrieve my animal (it is traveling in Lufthansa cargo) and check in again for the flight to Belarus.

My guinea pig has an EU passport and a microchip. Since we will have to leave the transit area and to avoid visiting an official vet in Turkey:
    1. Do I need to obtain two separate health certificates from a German official veterinarian: one for entry to Turkey and another for Belarus?
    2. Is the certificate to enter Turkey only valid if obtained not earlier than 48 hours before the flight?

This version should be clear and accurate! Let me know if you need further clarification or adjustments.

    1. Susan Avatar

Marina – if your guinea pig is flying on Lufthansa as air cargo, you will need an agent in Germany to book the transport. Your agent can assist you with the health certificate required to clear customs in Istanbul. As for having two health certificates, technically, that would be required as Turkey would be your new origination and Belarus your new destination. That said, sometimes exceptions are made when the layover is under 24 hours and both destinations are on the same itinerary.

    Hi

I am travelling from Madrid to Vietnam connecting in Istanbul (the flight is wholly with Turkish Airlines) so I should not need to clear customs or leave the safe airport area. Is a Rabies Anti Body Titer test required?

    1. Susan Avatar

Mark – if your dog is staying on TA in and out of IST and, if flying in the cargo hold, the layover is not more than 3 hours, the titer test will not be required. Be sure and not clear customs.

      1. Mark Aston Avatar
        Mark Aston

Thanks Susan really appreciate that. I realized I didn’t state it’s a cat and the layover is 2.45hrs

Do same conditions apply? Would a delay have an impact?

        1. Susan Avatar

Mark – no, the answer is the same. If your cat is flying in the cabin with you, just stay in the secure area of the terminal until you board your next flight.

    Hello,
My friend is bringing our puppy to us. Do I need to give her a notarized copy of my passport and or power of attorney or does that just apply to commercial imports? Also. She is bringing him
Via cabin, their flight arrives after 3pm…is that going to be an issue for clearing customs? I read something about advance notification…could you clarify whether there is something I need to do regarding that? Thank you so much

    1. Susan Avatar

Kaylee – your friend’s flight should not transport through the EU as the regulations are more complicated. You need to provide your friend with Power of Attorney to represent you in the transport and proof of ownership should be provided. You should be present at customs clearance. Prenotification to the Border Quarantine Control Department in Istanbul more than 48 hours prior to arrival is advised but not required.

I want to travel from Germany to İstanbul with my cat. He has a vaccination and a titer test (from one month ago). Now I read you have to wait until three months after the test. Should I cancel my plans?

    1. Susan Avatar

Andrew – last year, Turkey changed their requirement for the titer test. The regulations used to be that pets could enter the country right after acceptable results were received. Now, a three-month wait is imposed. Turkey has had issues with fake titer tests and will now check to make sure the test is legitimate. We cannot recommend entering Turkey until the wait time has expired.

Thank you for create this kind of website and let the people ask their questions and answer them genuinely 🙂

I have a dog which originated from Turkiye and has passport from there as well. We are in the UK now. We have been keeping his rabies vaccinations up to date and has a rabies titre test from Turkiye as well. Do we need to have any kind of certificate or anything like that to take our dog to Turkiye from UK.
    Thank you

    1. Susan Avatar

Hello Bedrettin – thank you for your comments; we really appreciate them. Yes, your dog will need an Export Health Certificate issued by an Official Veterinarian in the UK prior to export to Türkiye. If you need details on exporting your dog from the UK to Türkiye, you can find them them here: https://www.pettravelstore.com/pet-passport-turkey/ at minimum cost. Your dog’s titer test should still be valid as you have kept your dog’s rabies vaccinations current after the test was administered. We are taking two cats from Dubai to Ankara via Istanbul with Turkish Airlines in the cabin . What time between the connecting flights should be allowed, and should the landing time in Istanbul be no later than 10:30am?
If we forward the paperwork before travelling , what is the veterinary clearance time in Istanbul ?

Must the titer test be taken no less than 30 days after the most recent rabies booster? Must there be a minimum of 90 days between the titer test and arriving in Istanbul?

Will animals welfare rules apply to the total journey time. It is roughly 4.5 hours to Istanbul plus 1.5 hours to Ankara and then whatever the clearance time in Istanbul will take.

      1. Susan Avatar

Peter – if you cats are flying in and out of Istanbul with you in the cabin, you all will stay in the secure area of the airport until you board your next flight. In this case, you and your cats will not clear customs and enter Turkey.

hi, we will be travelling by sailboat through the Med but will also stop in turkiye.
I will have all the requirements met to visit the schengen area.
As as long as the pet passport is valid, will my dogs be able to enter turkiye on the same passport?

    1. Susan Avatar

Samantha – Türkiye has their own health certificate, and they also require a rabies titer test. This test will also be required to reenter the EU.

    Hello,

Hi, I am traveling with my Yorkshire terrier from the USA to Istanbul and will go to Paris for 4 days, then return to the USA.

Do I need a new health certificate from a turkish vet to enter France?

    Thank you!

    1. Susan Avatar

Maria – the answer to your question depends on whether you are laying over in Turkey and will fly in and out of this country on the same airline. If this is the case, then you will need a Transit Declaration attesting that your pet did not enter Turkey during the layover and was kept in the secure area of the airport. If this is not the case and you are entering Turkey with your pet, it will need to conform to pet import regulations for Turkey. Be sure and take note of the rabies titer test. In either case, you will also need a EU Health Certificate to enter France. If your stay in Turkey is less than 24 hours, the USDA should endorse both health certificates.

    Hello.

I have another question, I am arriving on Turkish Airlines at 1:55 pm on a Friday to Istanbul . I am wondering how do I file my dog’s veterinary entry documents early? I read the below information:

“Your pet should arrive at customs by 11:30 AM for same day customs clearance. It can take 5-6 hours to clear a pet once landed in Türkiye unless Veterinary Entry Documents are filed in advance. Pets arriving 3:00 PM will be subject to extra fees.”

    Thank you!

    1. Susan Avatar

Maria – prenotification can be provided to the Customs Office of the Istanbul Airport. Further details on importing a pet to Türkiye are available at a very modest price.

Hi, We are currently travelling with our Collie X dog in a van. We have been in the EU until now (Serbia) then we then re-enter the EU at Bulgaria to get to Turkey. She has an EU pet passport, Rabies vaccination, Rabies Titre test. Does she need another certificate on top of this for entry to Turkey or Bulgaria? We have not been asked for any documents at any borders so far even to enter Serbia they just looked confused when I tried to give them the passport and told us to go on.
    Thanks for any help.
    Jessie

    1. Susan Avatar

Jessie – if all rabies vaccinations have been kept current since the blood was drawn for the titer test, then the test is still valid to enter Bulgaria or Turkey. Turkey requires a specific health certificate for pets entering the country which must be issued within 48 hours of import. More details on Turkey pet import requirements. You can use your pet’s passport to enter Bulgaria if all vaccinations recorded in the passport are current.

Hi we will arrive in Istanbul on 9 April with our dog from Brazil. We have all the documentation and EU passport, however we will land at 2300 and my understanding is that this is outside working hours and might need to wait for 5-6 hours before getting cleared. Is there a way to expedite the process? Is there a way to inform the authorities of our arrival and give them a heads up so they can be there for inspection for our arrival? How do I provide adance notice of our arrival, is there an email or phone we can call?
    Thank you

    1. Susan Avatar

Rafael – you can contact the Veterinary Border Control Point at the Istanbul Airport to notify them of your pet’s arrival. +90 212 471-4245

    Hello
I’m traveling from Russia to Istanbul, and from Istanbul to Mexico. They are separate flights. However, I don’t plan to leave the airport. Do I need the same requirements as someone staying in Istanbul? I’m traveling with a dog.

    1. Susan Avatar

Atzin – if you are remaining on the same airline in and out of Istanbul then if your pet is flying with you in the cabin, you will stay in the secure area of the airport. If your pet is flying the cargo hold, the airline will move it from their aircraft to their aircraft and your pet will transit Turkey. In both of these cases, requirements to enter Turkey do not need to be met. If you are changing airline companies in Istanbul, then you will need to claim your pet, clear customs and enter Turkey to recheck your pet on the next flight.

Hi, I’ll be flying from Amsterdam to Mersin (Çukurova) via Istanbul with Turkish Airlines. The flight is at night, arriving in Istanbul at 3:30 a.m., the layover is 2 hours 35 minutes. I’ve just called Turkish Airlines to double-check if the layover time is enough to “clear” my dog – she’ll be travelling with me in the cabin. They claim that there will be no “clearance” in Istanbul, that everything will be checked in Amsterdam…
But based on your information here – it can take 5-6 hours to do that if we arrive in Turkije outside of the normal working hours.
Please advise. (It’s the first time I’ll be flying with my dog)

    1. Susan Avatar

Olga – as long as you fly in and out of Istanbul with Turkish Airlines, you will stay in the secure area of the airport with your dog until you board your next flight. In your case, you will not be clearing customs in Turkey.

i want to bring my cats entering turkey maybe in half month of May. but i’m from Indonesia. i already testing titre my cats in Indonesian Laboratory. Can i use that results? Should i need import permit from turkey if i bring them with me? tx

    1. Susan Avatar

Ikke – the blood sample for the titer test must be processed at a laboratory that meets process standards set by the World Organization of Animal Health. The European Union also publishes a list of approved laboratories. Unfortunately, there is not a lab in Indonesia on either list, so you will need to have the test redone to enter Turkey with your pet. As you will be entering Turkey with your cats, an import permit will not be required.

Thank you for this great article, it is very helpful. I am traveling from Dublin to Turkey and trying to bring a 4 month old puppy as a gift for my wife’s family. I am wondering if there is a minium age requirement on dogs being brought in to the country? I can’t seem to find anything about this online but have heard that dogs need to be older than 6 months.

    1. Susan Avatar

Mark – thank you for your comments. In order to conform to requirements to enter Turkey, the minimum age of import is six months. There are a few exemptions for puppies under 12 weeks of age (21 days of home quarantine, an attestation by a government veterinarian stating that the puppy or kitten has not been in contact with wild animals since its birth or the puppy or kitten is accompanied by its mother with proof of rabies vaccination when given birth. That said, the Department of Agriculture in Ireland may not release the puppy without it conforming to Turkey’s import regulations.

    1. Susan Avatar

Maria – you will need to see a veterinarian in the last country you visit prior to entering Turkiye to have a Turkish Health Certificate issued and the 48-hour inspection. Know that you will also need a rabies titer test to enter Turkiye and also to return to the EU.

I’m traveling with my dog, a Cavalier King Charles Spaniel, from Canada to Belarus, with a stop in Turkey. My dog is originally from Belarus.

Our journey involves two separate flights: one from Vancouver to Istanbul with Lufthansa, and a second flight from Istanbul to Minsk with Belavia. The tickets were purchased separately, and we’ll have about a 12-hour layover in Istanbul.

Given that the flights are not connected, do I need to get a rabies titre test for my dog?

    Thank you!

    1. Susan Avatar

Yana – yes, as you are changing airline companies in Istanbul, you will need to clear customs and enter Turkiye to check your dog into the second airline.

But our veterinarian said that Ireland is officially is a rabies-free country and Turkey may let us come without this test. Is it true? It could be lifesaving for us.

    1. Susan Avatar

Valeri – we cannot confirm this. Turkey is very sensitive about the titer test as they have seen a lot of fraudulent ones. We suggest that you contact a local agent in Turkey for guidance. You can search for one at IPATA.org.

Do you think I can take him back through EU? IS there any risks in this scenario? Can you please help?

    1. Susan Avatar

Pelin – you will need to see a veterinarian in Turkey for an endorsed EU Health Certificate within 10 days of import to the EU if you do not fly directly to the UK. It is required for all EU transits as well as imports.

I’ve seen information stating that there is a three-month waiting period after receiving the test. Is that correct? Thank you!

Hi there! I’m planning to travel from Toronto to Istanbul in September 2025 with my cat for a month.

She has all the necessary vaccinations and documents. My question is: since this isn’t an “import” and we’re simply traveling together, do we still need to go through customs?

It will be a direct flight from Toronto to Istanbul with Turkish Airlines

    1. Susan Avatar

Eda – every live animal that lands in a foreign country from another country, no matter what the purpose, must clear customs and is technically “imported.” All requirements on this page must be met. There are minor exceptions for short layovers, especially when the pet stays in the secure area of the airport or the layover is very short.

        Hi Susan,

Thank you so much for the clarification! I also called the consulate to confirm the hours mentioned on the page, and they informed me that customs are open 24 hours a day. Because of this, they weren’t sure about the 11:30 AM condition.

It’s possible I misunderstood or didn’t ask the right questions, but could you please let me know where I can find the source for the following information?

“Your pet should arrive at customs by 11:30 AM for same-day customs clearance. It can take 5–6 hours to clear a pet once landed in Türkiye unless Veterinary Entry Documents are filed in advance. Pets arriving after 3:00 PM will be subject to extra fees. Weekend arrivals should be avoided.”

They told me the send an email with the source, so they can verify that information. I’m just a bit concerned that we might land after 3:00 PM, and I want to triple-check everything to make sure there won’t be any issues with my cat.

        Thanks again for your help!

        1. Susan Avatar

Eda – customs clearance for those pets entering in the cabin or checked baggage is quicker than for pets entering as air cargo. This information is from our experience in importing pets as air cargo and we will be clarifying it on our website as such to avoid further confusion.

Hello! I am planning a trip from Germany to Georgia with a stopover in Turkey and would like to bring my pet cat with me.
I’ll be using Turkish or Pegasus Airlines. Speaking of my cat, she’s got a passport with all the needed vaccines. The only thing that she doesn’t have is a titer test, but Georgia doesn’t demand it.
Could you please advise on the following:

What documentation is required for travelling with a cat from Germany to Georgia via Turkey?

Is the rabies titer test (FAVN) needed for pets simply transiting through Turkey?

Are there any specific veterinary health certificates or permits needed for transit in Turkey?

Thank you for your time and support. I appreciate your help in ensuring all necessary preparations are made.

    1. Susan Avatar

Daria – if you stay on the same airline in and out of Turkey, the titer test or other documentation will not be required as you will transit the country. If your cat is flying in the cabin, stay in the secure area of the airport until you board your next flight. If your pet is flying in the hold, the layover should be under 3 hours.
