What is a Pet Passport?

We refer to a pet passport as a collection of documents according to South Africa pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport to enter South Africa will include proof of a microchip and current vaccinations, parasite treatments (dogs), blood tests (dogs), an export health certificate, and an import permit (certain countries). All South Africa pet import requirements are detailed below.

Animals Eligible for These Regulations

Unless otherwise stated, the regulations below apply to domestic dogs and cats, including service and assistance dogs and cats. Wolf hybrids and Savannah and Bengal cats, unless 5th generation removed from the pedigree, cannot be imported under these regulations. Service and emotional support animals are subject to all regulations listed here. Puppies under eight months of age are not permitted import unless accompanied by their mother.

Pets in South Africa

The country’s pet care industry is well-developed, with a growing focus on animal welfare and responsible pet ownership. Dogs are the most popular pets in South Africa with the most popular breeds being Boerboel (South African Mastiff), Labrador Retriever, German Shepherd, and various small breeds like the Dachshund and Yorkshire Terrier. Cats and birds are also highly popular. Stray dogs and cats are a significant issue in many urban areas.

South Africa has a robust network of veterinary clinics offering a range of services from routine check-ups to advanced medical treatments. A wide range of pet products are available in Johannesburg, Cape Town, and Durban.

Flights to South Africa

Flights to South Africa should be direct or transit through a rabies-controlled country or another EU Member State if possible*. *Note: If your pet has a layover in an EU Member State in its itinerary, then additional requirements will apply.

Find a Licensed Veterinarian

Before beginning any pet export procedure, make sure your veterinarian is approved by the governing veterinarian authority in your pet’s country of origin. The agency of the government that is responsible for the movement of live animals should either license or employ your veterinarian.

Quarantine for Pets Entering South Africa

Quarantine will be required for dogs entering South Africa from certain countries. Cats are not subject to quarantine.

Pets not meeting import regulations will be quarantined, returned to the origin country or euthanized. All costs are the responsibility of the importer.

All steps required to conform to South Africa pet import regulations must be completed in the origination country. Complete steps 1-6 in the order given.

Step 1: Pet Microchip

All cats and dogs entering South Africa must first be identified with a 15-digit pet microchip that is compliant with International Organization for Standardization (ISO) 11784 or Annex A of 11785. The microchip number should be reflected on all documentation. If your pet’s current microchip is not ISO 11784/11785 compliant, importers can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital, or a trained nurse should implant the microchip. You should receive documentation as to the manufacturer of the microchip and instructions on how to register your pet’s information in the manufacturer’s or government’s database.

Microchip numbers must be recorded on all documentation required in your pet’s passport to enter South Africa.

Step 2: Vaccinations

All cats and dogs must have proof of current rabies vaccination. The vaccination must have been administered between 30 days and 12 months prior to entering South Africa.

The administering veterinarian should either issue a rabies certificate or record vaccination information in a government-issued vaccination booklet or EU Pet Passport, sign, and stamp.

Vaccinating your cat and dog against serious diseases is important when traveling internationally. You can discuss the following vaccinations with your veterinarian; however, they are not required.

Dogs may also be vaccinated against canine distemper, hepatitis, parvovirus, leptospirosis, and adenovirus. A Bordetella vaccination is also recommended if your dog will be exposed to other animals or boarded before or after transport.

Cats may be vaccinated against feline leukemia, rhinotracheitis, calicivirus, panaleukopenia, pneumonitis, and immunodeficiency.

Step 3: Blood Tests – Dogs Only

A rabies titer test is not required for dogs entering South Africa from any country; however, other blood tests are required.

All dogs must be tested by methods approved by the World Organization for Animal Health for the following diseases:

  • Brucella canis
  • Trypanosoma evansi
  • Babesia gibsoni,
  • Dirofilaria immitis
  • Leishmania.

All tests must be done within 30 days of entering South Africa, and samples must be processed at approved laboratories. Government agencies can attest that one or more of these diseases is absent from their country for an exemption from testing for that disease.

Note that, if these tests are done incorrectly or if the results are not acceptable, your dog will be returned to the originating country.

Step 4: Import Permit

South Africa requires an application for import for entry or transit with the Director of Animal Health unless your dog or cat is entering from the following SADC member nations: Botswana, Lesotho, Malawi, Namibia, Swaziland, or Zimbabwe. Pets entering from these countries will need proof of current rabies vaccination administered per step #2 and a health certificate issued by a licensed veterinarian in the exporting country.

Pet owners from other countries should apply well ahead of their visit for a permit to bring their pet into South Africa. An agent can facilitate the application process. Following receipt of the completed Import Application form, a Veterinary Import Permit will be issued and sent directly to you. The permit is good for 6 months from the date of issuance.

Step 5: Parasite Treatments

Dogs must be treated for internal and external parasites within 30 days of travel.

Step 6: Health Certificate

All countries worldwide include a pet health certificate in their import regulations, and South Africa is no exception. A licensed veterinarian in the origination country must complete the health certificate within 10 days of entry.

After issuance, the health certificate must be certified (endorsed) by a government veterinarian representing the agency in the origination country that is responsible for the import and export of live animals.

The health certificate must clearly identify your pet, including its microchip number. Your veterinarian must state that:

  • Your pet is fit to travel.
  • Your pet is not originating from an area that is under restrictions for rabies.
  • Your pet is displaying no symptoms of any contagious diseases.

Importing Puppies and Kittens to South Africa

Puppies and kittens under three months of age should not be vaccinated for rabies. However, kittens less than three months of age can only travel to South Africa if proof is provided that the mother of the kitten had been vaccinated for rabies more than 30 days before and less than 12 months before the birth of the kitten. Kittens must be vaccinated for rabies in South Africa at three months of age and proof of the vaccination must be presented to the South African Veterinary Authorities.

Puppies under eight months of age are not permitted import unless accompanied by their mother.

Breeds Banned for Import to South Africa

South Africa prohibits the import of mixed breeds unless they are spayed or neutered. Pedigrees of most breeds are allowed. Proof of pedigree should be available.

Airline pet policies

Post Import Procedures | Quarantine

Upon arrival in South Africa, importers will present the Veterinary Certificate and the approved Import Permit to the quarantine officer. Cats with the original versions of a properly completed Import Permit and Veterinary Health Certificate will not be subject to quarantine.

Dogs will be subject to a minimum of 14 days of quarantine unless they are entering from the following countries and are accompanied by the properly completed paperwork:

United States, Canada, Argentina, Austria , Australia, Belgium, Botswana, Comoros, Cyprus, Czechia, Denmark, Estonia, Eswatini, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Lesotho, Lithuania, Luxembourg, Malawi, Malta, Mauritius, Namibia, Netherlands, New Zealand, Portugal, Poland, Reunion, Slovakia, Slovenia, Spain, Sweden, Switzerland, United Kingdom and Zimbabwe.

Entering South Africa

Entering South Africa by air

Dogs that are subject to quarantine on arrival in South Africa may only be imported via Johannesburg or Cape Town International Airports and will not be allowed to enter South Africa via any other airport or port of entry (including
land border posts). Cats are permitted to enter South Africa by land from Mozambique.

Dogs and cats that are being imported from countries not subject to quarantine can also be imported into South Africa via Durban International Airport and various land ports.

In cases where quarantine of animals is required due to a lack of proper paperwork, importers must contact the Quarantine Officer at the port of entry prior to arrival. The Quarantine Officer will arrange the reservation for accommodation at the Quarantine Station, and must complete the applicable part of the application form.

Transiting South Africa

All dogs and cats transiting by air to Namibia, Botswana, Zimbabwe, Mozambique, Swaziland, Lesotho, Zambia, Tanzania, Angola, Democratic Republic of the Congo, Tanzania, Kenya, Mauritius, Malawi and the Seychelles must be accompanied by a South African veterinary in-transit permit for dogs/cats and must comply with steps 1-6. Pets transiting to other countries through South Africa can travel with an in-transit permit only if they remain in the secure area of the airport.

Your pet must fly to South Africa as air cargo unless it is a certified service animal serving a disabled passenger. Pets flying as air cargo will need to be transported in a pet crate compliant with International Air Transport Association requirements.

Flights should be direct if the duration of the flight does not violate animal welfare laws. Layovers should be short and not involve a change in airline companies. If your pet’s itinerary involves a layover in the European Union, then additional requirements will apply.

Entering South Africa by ground

Dogs and cats that are moving in transit through South Africa by road to other African countries are considered normal imports and therefore need to comply with veterinary health requirements included in steps 1-6.

Short trips and returning to South Africa

If your dog or cat is leaving South Africa for countries not requiring quarantine for a holiday of less than 10 days, you can obtain a veterinary import permit. Blood tests for dogs are not required unless your destination country is known to be infected with any of the diseases listed in step 3. Microchip and proof of current rabies vaccination administered according to step 2 must be available.

All domestic dogs and cats must be free of evidence of disease communicable to humans when examined at the entry airport.

Further examination and treatment by a licensed veterinarian may be required at your expense if your dog or cat is not in apparent good health.

Whenever your pet travels to a foreign country like South Africa, it is always advisable to carry some form of identification indicating ownership of your pet.

Importing Other Pet Animals to South Africa

Rabbits and ferrets are not permitted to enter South Africa. Birds, invertebrates, tropical fish, reptiles, amphibia, mammals such as rodents are not subject to requirements of rabies vaccination, but may have to meet other requirements and should have a health certificate and import permit to enter South Africa. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

Importers should verify that their pet is not protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). This is important if your pet is not a dog or cat, and it is even more important if it is a turtle or parrot.  You will need to apply for additional permits if this is the case. Over 180 countries participate in and enforce CITES regulations.

    Good day

    I came to Canada from South Africa to visit family and brought our small Yorkie with.
    She flew in cabin all the way from South Africa, no issues.

    I am returning to South Africa soon.
    Airline confirmed she can go in cabin again.
    She is an ESA animal for my child with a heart condition.
    We do have a Psychologist letter end vet letter. She is up to date with her vaccinations aswell and microchipped with South African address etc.

    What issues, if any, will we have getting back to South Africa with her?

      Inge – we know of no commercial airline that will allow a live animal to arrive in South Africa in the cabin. Because clearance facilities for live animals are not located in the terminal, the airlines will need to be responsible for transporting the pet to the cargo area which is a responsibility they cannot provide. Since the US Dept. of Transportation amended the definition of a service animal to be a dog trained to assist a disabled person, emotional support animals lost their protections under the Airline Carrier Access Act. You can contact your airline and see whether your child’s heart condition would qualify it as a service dog; however, providing comfort is no longer a qualification for an exemption.         Just an update.

        She is booked in cabin via Lufthanza from Frankfurt to Cape town. Airline approved and ticket generated.

          Inge – that’s news to us as our sources indicate that all live animals must arrive in SA as air cargo. This is not a country requirement but a requirement of the airlines, similar to those of the United Kingdom. Please let us know if your pet is permitted to board. We would appreciate the information.

      Anja – if your airline’s pet policies allow your service dog in the cabin, then it should be allowed. Arrangements must be made with authorities in South Africa for veterinary inspection upon arrival.

    Hi,

    I’m bringing my Service Dog with me when traveling to SA.

    When the dog has all the paperwork and tests and just everything done to be able to enter SA can we just also travel into Lesotho and Eswatini and back into SA??
    Or are there any extra requirements that we do have to arrange??

      Yvette – all three nations are SADC member nations and import permits will not be required either to enter Lesotho or Eswatini or returning to South Africa. SA allows for dogs to return to the country without the blood tests if the stay is less than 10 days. You will need a interterritorial health certificate issued in SA to travel so you can discuss these requirements with your veterinarian in SA.

    Hello, if I am traveling from iran with my cat is vaccination sufficient for my cat or do I need a rabies titer test?

      Maryam – a rabies titer test is not required for either dogs or cats to enter South Africa. Your cat will need proof of microchip, rabies vaccination, import permit and health certificate.

    Hello, does KLM allow a small dog (5kg) in the cabin for international flights? Specifically Amsterdam to South Africa?

      Tanisha – no commercial airline that we are aware of will permit pets to enter South Africa in the cabin. Procedures once landed require that pets enter in the cargo hold.

    Buongiorno, mi sto trasferendo in Sudafrica e devo trovare il modo di portare il mio cane. Lui ha 13 anni e pesa 11 kg, ha molte fobie sui rumori e ha un problema congenito al cuore quindi non è adatto a viaggiare in stiva perchè potrebbe morire di stress. Ho chiamato KLM e mi hanno detto che i cani possono viaggiare in cabina solo se sotto gli 8 kg e all’interno di gabbie di misura ridicola. Mi hanno suggerito di farlo certificare come ESA per autorizzarlo in cabina. So che il Sudafrica permette solo arrivo come cargo ma ho anche letto che è possibile accordarsi con la compagnia aerea per certificarlo come cargo ma farlo volare in cabina. Di fatto quindi la compagnia lo certifica come Cargo, lo carica come Cargo ma poi lo porta in cabina e all’atterraggio lo scarica come cargo. Lui è mio figlio e deve venire con me. Vi prego se qualcuno sa come poter risolvere la questione lo ringrazio di cuore. Grazie

      Ti consigliamo di provare a far certificare il tuo cane come cane da assistenza. I cani ESA non sono più riconosciuti dalle compagnie aeree. Il tuo cane deve essere addestrato da un’organizzazione riconosciuta a livello nazionale per essere idoneo. Se sei incline alle convulsioni, questo renderà il tuo cane idoneo come cane da assistenza, ma dovresti presentare una prova di questa condizione rilasciata da un medico autorizzato. È vero che la compagnia aerea è responsabile del trasporto del tuo cane al reparto cargo per lo sdoganamento. Anche il Sudafrica prevede esami del sangue per i cani che devono essere effettuati entro 30 giorni dal viaggio.     Hi there.

    We are planning on going on holiday from Portugal to Cape Town in December for 3 weeks. My dog has a EU pet passport, rabies is up to date and so are his vaccines.

    We plan to fly Taag Airlines (which layovers in Angola for a few hours). They do allow dogs in cabin. I have read that on arrival at Cape Town the airline crew takes the do to the cargo area so the dog can be seen by the airport vet.

    My question here is what documents to i need to go to SA and what do I need to return to Portugal as I have an EU pet passport.

      Diana – You need to review the blood tests referenced in step 3, as they are critical to importing a dog to South Africa. A microchip is also required as well as an import permit and health certificate. You should have your veterinarian administer a rabies titer test before leaving Portugal. Have the results recorded in an EU Pet Passport; otherwise, you will need to have the test done in SA and wait for 3 months before returning.

    Hi,
    I will be traveling to South Africa soon from the Netherlands with my two cats, and have learnt that even though the SA government allows pets in the cabin provided that they enter the country through the cargo terminal, the airline does not provide this service.

    I have learnt that they would be allowed to travel to Namibia in the cabin. I was hoping to fly to Namibia with them in the cabin and then from Namibia to South Africa as manifest cargo on the same/next day. Would this be possible? Their vaccinations are all up to date and I would be happy to acquire all required documentation by the Netherlands/Namibia/South Africa.

      Joel – There are a few concerns about your plan, the first being health certificates. You will need different health certificates to enter both countries, and they both must be endorsed. You may be able to convince the Ministry of Agriculture to endorse both certificates if you spend less than 24 hours in Namibia. To change classes of service from in-cabin to air cargo, you will need to claim your cats and check them in at the cargo facility of your next airline. Another concern is whether you will need an agent to book the transport out of Namibia. It may be easier to enlist the service of an agent to check them in at the cargo facility. We do not have offices in Namibia but you can search for an agent at IPATA.org.

    Hello,
    If I am taking my dog from Botswana to South Africa, do I still need to do the blood tests? I understand they don’t need an import, which is usually where they ask for blood tests so does that mean we are exempt in Botswana?
    We will also be entering via car at the land border if that makes a difference.

    I’m flying with 2 Shih Tzu’s from the US to South Africa but, I have a concern even though Turkish Airlines allows in-cabin ( stated on their Pet Travel part of their website) they still will need to go through cargo for clearance. I take it my responsibility to see that they get to the cargo area. It’s not very clear yet but i will make sure that they enter correctly since I’m relocating.

    I will also be required to purchase pass passport package for each one. My concern is how long before our travel should i start the process and if anything changes will i be notified and supplied with the up to date information and forms?

      Diana – the process to import dogs to South Africa is a bit challenging due to the blood tests required. Our pet passport packages include step-by-step instructions and forms on importing your dogs to South Africa. There is no need to order duplicates. Did you speak with Turkish Airlines and they confirmed that they will fly your Shih tzus into South Africa in the cabin?

    dear petowners,
    just a reminder from my personal experience – please check requirements for LEAVING South Africa with your pet after the trip. I came to SA in 2022 with my cat (rabies vaccinated, titer test is not required), and couldn’t leave SA as for LEAVING SA pet MUST HAVE TITER TEST (at least for my destination). It took 3 months to do all blood tests in SA, because authorized testing is done in EU (yes, they collected my cat’s blood samples in SA, flew the blood to Europe, tested, sent back the certificate – then we were free to go.) Luckily, I could afford to extend my trip and my visa.
    And surely I couldn’t foreseen that when I was planning the trip.

      Juia – you did not mention your destination country; however, pets leaving any country must present documents required for their destination country. As an example, all EU Member States require a titer test administered more han 3 calendar months prior to entry. Government officials in the origination country must make sure the required tests and treatments have been done.

    Reading the Q&A above, your knowledge is impressively encyclopaedic! From my understanding of Juia’s remarks, one can take a cat to SA from Portugal relatively simply but because of the rabies titer test requirement to return to any EU country, one has to have a three-month grace period. In other words, even if one had a rabies titer test done on the day that one arrived in Johannesburg, one would have to wait another three months before being able to fly back to Lisbon?

      WSM – if you get the titer test done in Portugal and have the results recorded in your cat’s EU Pet Passport, the 3-month wait does not apply.

    Good day, relocating from Portugal to SA planned for end March 2026 latest, looking at flights fo 27 March. Due to my dogs ages an health conditions, I want to fly them in cabin to Cape Town, can you assist with time frames for permits and if this will be possible ? And from recent arrivals, at which airline can I look ? Yorkies 17 & 15 years old, blind, deaf, one with renal problems, the other with partial paralysis, then the 7 y/old Chihuahua( apple head )that is on seizure medication every 6 hours. The 2 Yorkies was exported from SA 10 years ago

      Dedrie – it is our understanding that all live animals entering South Africa must do so as air cargo unless certified service dogs. Health conditions do not warrant an exception to this regulation. These conditions are a concern and should be discussed with your veterinarian as your veterinarian will need to attest that your dogs are healthy enough to fly. There is no access to the cargo hold during flight and medication cannot be administered during that time. Another option would be to fly them on a charter jet; however, that would be very expensive.     I am preparing to leave Netherlands to go back to South Africa and want to know if I may actually fly my Yorkie in-cabin but have her registered as per requirements of manifest cargo upon entering SA… is it an airline requirement to fly as manifest cargo into SA?
    One more item on my list… I am told that I have to sterilize my female to enter SA…. Is this mandatory for entry into SA?

      Kyle – yes, all live animals must fly to South Africa as air cargo. We are not aware of any regulation to sterilize your Yorkie; however, there are blood tests required.
