What is a Pet Passport?

We refer to a pet passport as a collection of documents according to Panama pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport will include proof of microchip, rabies vaccination and international export health certificate issued by a licensed veterinarian in the origination country.

Animals Eligible for These Regulations

Unless otherwise stated, the regulations below apply to domestic dogs and cats including service and assistance dogs and cats. These regulations do not include the import of Wolf hybrids, Savannah and Bengal cats, unless 5th generation removed from the pedigree.

Find a Licensed Veterinarian

Before beginning any pet export procedure, make sure your veterinarian is approved by the governing veterinarian authority in your pet’s country of origin. The agency of the government that is responsible for the movement of live animals should either license or employ your veterinarian.

Quarantine for Pets Entering Panama

Home quarantine will be imposed on your pet even if the following regulations are met. Pets not meeting import regulations will be quarantined, returned to the origin country or euthanized. All costs are the responsibility of the importer.

All steps required to conform to Panama pet import regulations must be completed in the origination country. Complete steps 1-6 in the order given.

Step 1: Pet Microchip

Having your pet identified with a microchip is important when traveling internationally for several reasons. First, a microchip will tie your pet to its documentation when entering a foreign country. Second, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database. Third, most countries require that pets be microchipped and compliant microchips may be difficult to find should your pet ever leave the country.

Although not required to enter Panama, your pet should be identified with a 15-digit pet microchip which is compliant with International Standards Organization standard 11784 or Annex A of ISO standard 11785 prior to entering Panama. All documentation must reflect the microchip number. If your pet’s microchip is not ISO 11784/11785 compliant, importers can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital or trained nurse should implant the microchip. Documentation should be provided as to the manufacturer of the microchip and registration instructions.

Step 2: Vaccinations

All cats and dogs must be vaccinated for rabies at least 30 days prior to entering Panama. The wait does not apply for booster vaccinations administered prior to the expiration of the previous vaccination.

The administering veterinarian should record vaccination information, sign and stamp one of the following documents depending on veterinary practices in the country of origin:

  • a rabies certificate
  • a government-issued vaccination booklet or
  • an EU Pet Passport

Other Vaccinations

Dogs should be vaccinated against distemper, hepatitis, leptospirosis, and parvovirus. Cats should be vaccinated against feline viral rhinotracheitis, panleukopenia and feline leukemia.

Veterinarians can record vaccinations on the international health certificate (step 5) at intervals required by veterinary health procedures of the origination country.

Step 3: Rabies Titer (Serology) Test

A rabies titer test, also known as a rabies antibody test or rabies serology test, is a blood test that measures the level of rabies antibodies in your pet’s blood. The test will assess the effectiveness of a rabies vaccination or determine your pet’s immune response to the rabies virus. When required, a licensed veterinarian will administer the test more than 30 days after the most current rabies vaccination.

A rabies titer test for cats and dogs is not required to enter Panama from any country. However, all pets originating in countries classified as having a high risk of rabies should always travel with a rabies titer test. In addition, the World Organization of Animal Health classifies Panama as a high-rabies risk country. As such, if your pet will be returning to the origin country, this test may be required.

Note that rabies titer test results or veterinary exemption letters are no substitution for proof of rabies vaccination.

Step 4: Parasite Treatments

According to all preventative measures to ensure public health and the safety of your pet, treatments for internal and external parasites should be administered prior to entering Panama.

The treatment of pets for internal parasites, especially Echinococcus multilocularis, as well as external parasites (fleas and ticks) should be discussed with your veterinarian who will administer according to disease status of the origination country. These treatments are required.

The administering veterinarian should record these treatments on the health certificate or issue you a record of treatment.

Step 5: Health Certificate

All countries worldwide require an original health certificate (sometimes known as a Certificate of Veterinary Inspection) for live animals entering their country. The certificate should include the following information:

  • details of your pet and
  • vaccinations and treatments and
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Your veterinarian will include additional details and treatments on the certificate depending on the country of origin.

A licensed veterinarian in the origination country must complete the health certificate within 30 days of entry**.

**If your pet is flying under an air waybill as air cargo, the health certificate must be issued and endorsed within 10 days of departure.

A government veterinarian must either issue the certificate or endorse the certificate after issuance by a licensed veterinarian. This official represents the agency in the origination country that is responsible for the import and export of live animals.

After endorsement, the certificate must be legalized by the Consulate of Panama in your country. Your pet must enter Panama within 10 days of legalization.

Step 6: Home Quarantine

A minimum of 3 days prior to travel to Panama pet owners must file an application for home quarantine. The period of home quarantine is 40 days. Pet owners must isolate their pets at home during this time. There will be a fee for inspections. Failure to file this submittal will result in the pet being quarantined in a government facility for 14 days.

Importing Puppies and Kittens to Panama

Puppies and kittens should not be vaccinated for rabies prior to 3 months of age. They must be vaccinated after 3 months of age and wait for 30 days before travel. Pet puppies and kittens must be vaccinated for rabies to conform to Panama pet import requirements.

Airline pet policies

Entering Panama by Air

Pets can enter the country at Panama Tocumen International Airport during normal business hours and also on the weekends from 8 a.m. to 11 p.m. with advance notification. Pets can arrive in the cabin, checked baggage or
air cargo according to airline pet policies.

Flights to Panama should be direct or transit through a rabies controlled country or another EU Member State if possible*. *Note: If your pet has a layover in an EU Member State in its itinerary, then additional requirements will apply.

Pets whose documentation is in order will be released the same day. Pets with incomplete or missing documentation will be detained and returned to the origin country if discrepancies are not rectified.

Flights should be direct if the duration of the flight does not violate animal welfare laws. Layovers should be short and not involve a change in airline companies. If your pet’s itinerary involves a layover in the European Union, then additional requirements will apply.

Importers will need to provide advance notice to veterinary officials at the airport so they will be available to inspect your pet and its passport documentation upon landing. This is especially important if your pet will be arriving outside of normal business hours.

Whenever your pet travels to a foreign country like Panama, it is always advisable to carry some form of identification indicating ownership of your pet. Also recommended is to take a photo of you beside your pet and carry it with you.

All domestic dogs and cats must be free of evidence of disease communicable to humans when examined at the entry airport.

A government veterinarian will provide further examination if your dog or cat is not in apparent good health when entering Panama. All costs associated with further inspections or treatments will be borne by the importer.

Exporting Resident Pets from Panama

All resident pets leaving the Panama must have relevant paperwork required for the destination country. Additionally, pet owners must have export permits from Ministerio de Desarrollo Agropecuario and proof of rabies vaccination.

Importing Other Pets to Panama

Invertebrates, tropical fish, reptiles, amphibia, mammals such as rodents and rabbits are not subject to requirements of rabies vaccination but may have to meet other requirements and should have a health certificate to enter Panama. Pet owners are strongly advised to seek further information from the relevant authority of their country
and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is crucial if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If this is the case, importers will have to submit additional permit applications. The agency that issues these permits is responsible for the protection of wildlife in your country.

    Buenas tardes¡ viajamos en tránsito por tierra hacia Panamá con nuestra camper. Ahora estamos en Costa Rica, donde nuestra mascota entró con un documento de salud, vacunación y sello de veterinario y de ministerios de agricultura y ganadería de Nicaragua, especificando que el país de destino era Costa Rica (así nos lo pidieron en aduana de Costa Rica). Próximamente continuamos por tierra hacia Panamá (allá tomaremos vuelo a Europa). Si he entendido bien, necesitamos el trámite de cuarentena domiciliaria (solicitandolo 3 días antes de entrar en Panamá) pero nos comprometemos también a tener al animal “en casa” durante la cuarentena posterior. ¿Cómo se gestiona esto si estamos viajando?. ¿Tienen experiencia de otros viajeros que hacen este recorrido por tierra?. Nos movemos en un grupo de viajeros con campers, algunos de los cuales llevamos perros con nosotros. Su información será muy útil para el grupo.

      Hola Teresa, tanto si solo visitas Panamá como si te quedas allí, deberás solicitar la cuarentena domiciliaria. Puedes explicar a los funcionarios de aduanas que no te quedarás en Panamá y mostrarles tus boletos de avión. Deberás mantener a tus mascotas aisladas y alejadas de otros animales durante tu estancia. Nunca hemos tenido noticias de otros dueños de mascotas que hayan comentado que esto fuera un problema. Por cierto, asegúrate de que todos los dueños de mascotas tengan un pasaporte para mascotas de la UE que refleje una vacunación antirrábica vigente o un certificado sanitario de la UE avalado, así como una prueba de titulación de la rabia, ya que la UE clasifica a Panamá como un país no incluido en la lista de países incluidos en la lista.

    My husband and I plan to travel to Panama from US with our dog staying for at least a month. With the 40-day home quarantine, will we be able to take him with us if we visit different towns in Panama staying a week or so in each?

      Leah—technically, during the quarantine period, you must keep your pet at home and do not expose it to other pets or animals. You can discuss with customs inspectors whether there are allowances for visitors.

    My family and I with our small dog are connecting through Panama City (Tocumen International) on our way to Uruguay.
    Do I still need to notify the airport of our pets arrival if my pet is travelling with us in the cabin? Or is it only for cargo shipped pets? We will be arriving at 6:37pm (Panama time)

    Also;

    We are only in Panama for 17.5 hours, we will be checking into a nearby airport hotel for the night before we make our connection the following day, will this be an issue for the home quarantine? We do not intend to sight see or even leave the hotel while we wait for our connection and the hotel offers shuttle service.

      Jennifer – per officials in Panama: If the animal will be transiting through Panama, as long as it doesn’t leave the airport area, you don’t need to present any documents for processing. On the other hand, if the owner wishes to leave the airport and enter Panama for a few hours, that person can do so, but not the animal, since being in transit, it must be held within the airport. This is handled by MIDA personnel, who charge a fee of approximately 20.00 balboas for care and food.

    Does the Panamanian Consulate realize how impossible it is to get the Health Certificate approved by the USDA AND apostilled by a consulate office and within 10 days of your flight? This seems insane. At least allow it to be sent and paid for electronically.

    Hola ! Tengo viaje de Venezuela a Buenos Aires con una escala en Panamá de 3 horas. ¿Saben si es necesario algún requisito adicional para la mascota durante ese lapso de tiempo?
    Solo se cambia de avión , es un periodo corto de tránsito. La mascota viajará en cabina.

      Jose – Hola, si no vas a cambiar de compañía aérea, quédate en la zona de seguridad del aeropuerto y no necesitarás entrar en Panamá.

    Can I take my dog for walks or go out to relieve themselves while on home quarantine? And what does “There will be a fee for inspections” mean?

      Jarett – Veterinary Officials will need to inspect your residence to be sure your pet will be housed in a secure location. You can take your pet outside for short walks or in back yards; however, stay away from other animals.

    Voy de El Salvador a Panamá por 5 días y estoy con la duda que si el permiso de El Salvador del ministerio de agricultura y ganadería debo apostillarlo?? previo a enviarlo al ministerio de salud de panama

      Ruth – Entendemos que los certificados de salud de todas las mascotas que ingresan a Panamá desde cualquier país deben estar apostillados por un Consulado Panameño.

    I have a small dog, plans are to stay in Panama city for few weeks and then move to Bouqete Panama to reside untill finding permanent living there. Is this possible with 40 day quarantine?

      Patty – that is a questions for customs when you enter Panama. They may contact the corresponding agency in Bouqete to continue the monitoring of the quarantine.
