What is a Pet Passport?

We refer to a pet passport as a collection of documents that address Morocco pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport to enter Morocco will include proof of microchip, rabies and other vaccinations and an international export health certificate issued by a licensed veterinarian in the origination country.

Animals Eligible for These Regulations

Unless otherwise stated, the regulations below apply to domestic dogs and cats, including service and assistance dogs and cats. Wolf hybrids and Savannah and Bengal cats, unless 5th generation removed from the pedigree, cannot be imported under these regulations. Owners of other types of pets (amphibia, reptiles, birds, rabbits, rodents) covered by these regulations should refer to IMPORTING OTHER PET ANIMALS TO MOROCCO below.

All documentation must be in the name of the pet owner.

Find a Licensed Veterinarian

Before beginning any pet export procedure, owners, agents, or anyone transporting a pet should ensure that their veterinarian is licensed by the governing authority in their country that is responsible for the movement of live animals. This veterinarian should administer all vaccinations and treatments, as well as issue all required documentation.

Flying Your Pet to Morocco

Flights to Morocco should be direct or transit through a rabies-controlled country or another EU Member State if possible*. *Note: If your pet has a layover in an EU Member State in its itinerary, then additional requirements will apply.

Quarantine for Pets Entering Morocco

There will be no quarantine imposed on your pet when entering Morocco if pet import regulations detailed here are met. If your pet does not conform to the regulations as stated below, it will be subject to quarantine if facilities are available, returned to the origination country, or euthanized. The importer will be responsible all costs involved.

All steps required to conform to Morocco’s pet import regulations must be completed in the country of origin prior to travel.

Step 1: Pet Microchip

Prior to entering Morocco, all pet dogs and cats must be identified in accordance with the procedures in the country of origin. The most accepted form of identification is a 15-digit pet microchip that meets ISO (International Standards Organization) Standard 11784 or Annex A to ISO Standard 11785. All documents must reflect the microchip number.

If your pet’s microchip is not compliant, the importer can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital, or a trained nurse should implant the microchip. You should receive documentation on how to register it in the manufacturer’s or your government’s database.

Step 2: Vaccinations

After microchipping, all cats and dogs over three months of age must be vaccinated for rabies between three and six months prior to entering Morocco. Multi-year rabies vaccinations are not accepted unless administered within six months of import.

The administering veterinarian should issue, sign, and stamp:

  • a rabies certificate or
  • government-issued vaccination booklet or
  • EU Pet Passport

Other Vaccinations

Vaccinations are essential for the health and well-being of both dogs and cats. They help protect against a variety of infectious diseases, some of which can be serious or even fatal. They are a part of any good health veterinary regiment and must be administered at specific intervals so they are affective when entering Morocco.

All vaccinations can be recorded on the international health certificate (step 5) with information including vaccine manufacturer, date of administration, date of validity and lot number (if applicable).

Step 3: Rabies Titer (Serology) Test

A rabies titer test measures the level of rabies antibodies in your pet’s blood. It is administered more than 30 days after the rabies vaccination.

This test is required to enter Morocco from any country that is not classified as rabies-free by the World Organization of Animal Health. Samples must be processed at laboratories approved by the European Union.

Note that rabies titer test results or veterinary exemption letters are no substitute for proof of rabies vaccination.

Step 4: Parasite Treatments

Parasite treatments for internal and external parasites are strongly recommended prior to entering Morocco. These treatments must be administered by licensed veterinarians with products approved in the country of origin. The administering veterinarian can record these treatments on the health certificate or issue a record of treatment. Pets should always be inspected for external parasites, such as fleas and ticks, prior to any international travel.

Step 5: Health Certificate

All countries worldwide require an original health certificate issued by a licensed veterinarian in the country of origin which includes the following information:

  • owner’s information
  • origination and destination details and
  • details of your pet and
  • vaccinations and treatments,
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must clearly identify your pet. Depending on the country of origin, additional details and treatments must be listed.

A licensed veterinarian in your country must complete the health certificate within 3 days of entering Morocco. The certificate must then be endorsed by the government agency in the country of origin that is responsible for the import and export of animals. Another veterinary inspection is required within 24 hours of departure.

The requirement for consulate legalization of the health certificate should be confirmed.

Step 6: Import Permit

An import permit from the Ministry of Agriculture is not required for pet dogs and cats entering Morocco with their owners. All pets entering Morocco unaccompanied or for commercial reasons will require this permit.

Breeds Banned for Import to Morocco

Morocco bans pit bull breeds as well as Staffordshire bull terrier, the American Staffordshire bull terrier, the mastiff, the Boerboel, and the Tosa Inu.

Airline pet policies

Entering Morocco by Air

Pets must enter Morocco via Casablanca Mohammed V International Airport. When flying, pets can enter Morocco in the cabin, as checked baggage, or manifest air cargo, according to airline pet policies.

In all cases, pets must travel in a pet carrier or pet crate that is in compliance with International Air Transport Association regulations.

Importers should inform veterinary officials in advance, as they will need to be available to check your pet and its pet passport documentation after landing.

All domestic dogs and cats must be free of any signs of transmittable illness when evaluated at the entry airport. If the health of your dog or cat is not acceptable, importers will need to pay for further veterinary testing.

Importing Other Pet Animals to Morocco

All pets other than cats and dogs (ferrets, rabbits, amphibians, reptiles, etc.) will need an import permit and health certificate to enter Morocco. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is important if you have a pet that isn’t a dog or cat; it’s crucial if it’s a turtle or a parrot. If so, you will have to submit additional permit applications.

    Dear Sir or Madam,

    I am trying to find out if I can travel to Morocco with my dog end of June, 2025, as my husband has been posted as ambassador of Peru.

    The dog is a poodle (mix with some bichon), weighs 10.4 kilos, and had his last rabies vaccine 28 of February 2025, and the titer test performed 31 of March 2025. Do we need to wait until the first days of July to travel with him, or can we travel the 27 of June?

    Additionally, I am wondering if the documentation from our swiss veterinarian requires additional stamps, and in case it does, from which authority?

    I hope to receive this information as soon as possible, I have inquired with other entities, but the answers I have received are not conclusive. I need this information in order to be able to book hotels and flights, so I would be extremely grateful if you could reply quickly.

      Reidun – you will need to wait for 3 calendar months from the date the test was administered before you can import your dog to Morocco. The additional endorsement will be provided by the Federal Food Safety and Veterinary Office.

Can I ask which Moroccan government body this information was verified with and when it was last verified?

    Hello, thanks for this useful information for importing my dog to Morocco. What I’m wondering about is the export process – does Morocco have any export requirements? Or I just need to meet the requirements of the country I will be entering plus any airline requirements for pet in cabin?

    Specifically, I will be entering Canada which only requires proof of rabies vaccination (which is already in my EU pet passport). So I just want to be sure that as long as the airline doesn’t require a health certificate I shouldn’t need any additional paperwork for departing Morocco. Thanks in advance, Gillian

      Gillian – the answer to your question depends on how long you will be spending in Morocco. If the documentation you use to enter Morocco is still valid to return home, you should be able to use it to leave the country; however, this is not always the case, and it is best to confirm this with veterinary inspectors when you enter the country.

        Hi Susan, thanks for your reply. We’ll be spending one month in Morocco – do you know if our import paperwork would still be valid from Morocco’s perspective?

        Unfortunately it’s problematic to wait until we’re in the country to confirm because we won’t have access to a veterinarian in the last few days before leaving. We’d have to extend our trip if there are departure requirements. I’m finding lots of conflicting info out there but yours seems to be the only source direct from ONSSA (and ONSSA doesn’t reply to my emails) so thanks for your service! Cheers, Gillian

          Gillian – being that you will be in Morocco for a month, the health certificate you use to enter the country will be expired. Everything we have found indicates that an export health certificate is required when exporting a pet from Morocco. Granted, Canada does not require it, but your airline likely will. Tip – ONSSA sometimes responds quicker to emails written in French…

        Je ne comprend pas la réponse, car selon les dernières donnés, le Canada est un pays exempt de rage selon l’OMSA ?.. en tout cas selon le rapport que j’ai lu dans les données mondiales provenant de l’OMSA

        Si mon titrage n’a que 2 mois et une semaine avant mon arrivée , ai-je des risques de ne pas pouvoir entrer avec tous mes vaccins de rage depuis la naissance ?.

Nous ne pouvons prévoir l’application de la réglementation et déconseillons l’importation de votre animal de compagnie s’il n’est pas conforme à cette réglementation.

    I took my dog to a USDA-approved veterinarian, who completed the health certificate five days before we left and then sent it to the USDA. The USDA signed it four days before I leave because of fourth f juy and the weekend. But on there website it says, The health certificate must be endorsed by APHIS within three (3) CALENDAR days of travel, after it has been issued (pages 1-3 completed) by the USDA accredited veterinarian.

      Arabella – holidays can really complicate USDA endorsements. The USDA endorses certificates based on the regulations of the destination country.

    Beste,
    ik wil mijn kat meenemen naar Marokko. Hij heeft alle inentingen gehad en ook een Europese paspoort hij is ook gechipt.
    Moet ik iemand van de douane verwittigen dat wij een huisdier meenemen? Wij gaan met de vliegtuig van Belgie naar Marokko en terug. Bij de terugkomst zie ik dat een bloedtest verplicht is. Klopt dit?

      Hallo Sofia – vooraf aanmelden is niet verplicht, maar wel verstandig. Ja, uw kat heeft een rabiëstitertest nodig om terug te keren naar de EU. Als u de test vóór vertrek kunt laten uitvoeren en de resultaten in het EU-dierenpaspoort van uw kat kunt laten registreren, hoeft u na de test geen 3 maanden te wachten om terug te keren naar de EU.

    Hello, i’m moving from UAE with my 2 small dogs, arriving through Paris with Air France ( in cabin) . They have EU health certificate plus all health documentation and microchip from UAE. I was wondering regarding the rabies test, and if I need any import certificate from Morocco. There are some contradictions regarding the that , as some online forums saying only big dogs/ transported in cargo or if the dogs are coming from high risk countries need those 2 requirements. Is this true or regardless of all that all imported dogs need the test 3 months ahead?

      Rawan – The titer test is required to enter Morocco from any country that is not classified as rabies-free by the World Organization of Animal Health. There were no reported incidences of rabies to WOAH in the last year; however, we do not see the UAE commonly classified as rabies free, so it would be wise to travel with the test if possible.

    Good morning
    I need urgent help and advise , I’m Traveling from UAE to Casablanca on Air France (2 dogs in cabin) DXB-CDG-CMN- in less than one month.
    Dogs will have health certificates plus export certificate from UAE and will have EU certification.is it true that my dogs need to wait for 3 month for their rabies test? Or that only applies on countries with high risk of rabies??

      Rawan – All pet dogs, cats and ferrets who do not have proof of residency in a country that is classified by the World Organization of Animal Health as rabies-free or rabies-controlled (UAE) for at least six months prior to import should have a rabies titer test before entering Morocco. This test is also required for pets entering Morocco with their owners who have non-residency visas.

      kENZI – Si vos perroquets ne sont pas couverts par la CITES (espèce en voie de disparition), ils auront besoin d’un certificat sanitaire pour entrer en Espagne et au Maroc. Ces certificats sont différents.     Hello, I want to travel to Morroco with my Havanese (4.6 kg) on December 30 2026 from Canada. What are the requirement. I can’t find the exact information, some of it is contradictory. He is microchipped by the CKC, he has rabies vaccination since October, he will have its blood test on November 2. What documents do I need to bring? Is it possible to bring my dog to Morroco since Canada is not rabies free country? Anyone has experience in bringing a dog from Canada to Morroco?

      Elyse – if you are entering Morocco from Canada with a non-residency visa, your Havanese must have a rabies titer test and there is a three-month wait to enter Morocco starting with the day the blood was drawn for the test. The day the blood was drawn for the test should be more than 30 days after rabies vaccination.

      Jana – the following breeds are prohibited from entering Morocco: pitbull, Staffordshire Bull Terrier, American Staffordshire Bull Terrier, boerbull, Mastiff or tosa.

    J’ai lu que les animaux devaient transiter par Casablanca obligatoirement mais sur les sites Transavia et la RAM il est possible de prendre le billet pour le chien pour ce vol direct pour Agadir

    Quelqu’un peut me donner les infos à ce sujet?

      Lara – Transavia et Royal Air Maroc proposent peut-être des vols directs pour Agadir ; toutefois, il est conseillé de les contacter afin de vérifier s’ils acceptent les animaux de compagnie sur ces vols. Il semblerait que les animaux de compagnie doivent entrer au Maroc par Casablanca.

    Bonjour, je pars de l eure (27) france au Maroc, j ai 1900kms à faire en camping car. J ai tous les documents, passeport , vaccins, titrage
    Comment faire pour le certificat sanitaire ? Car je vais mettre 5 jours, pour arriver au sud de l Espagne ( Algésiras). Je ne serai pas dans les temps si je vais à la DDPP de mon département
    Puis j’ai aller chez un vétérinaire en Espagne ?

      Elisa – Oui, vous pouvez consulter un vétérinaire en Espagne pour obtenir le certificat sanitaire. Sachez que votre animal devra passer un test de titrage antirabique pour retourner en France.

    First of all, thank you for all the explanations given.
    I live in Dubai, UAE. In case of emergency repatriation due to the current geopolitical situation, are the requirements still the same? I saw that some countries, such as Oman, have exceptionally and temporarily changed requirements to allow pets to enter with a Rabies Titer Test result as soon as the sample is taken (with just the test receipt), removing the regular 90-day waiting period.

    اريد السفر مع كلبتي إلى المغرب ، من البحرين مرورا على السعوديه ، لديها تطعيم لداء الكلب لأكثر من 30 يوم ، وكل اوراقها جاهزه ، فقط اريد ان اعرف هل ستحتاج إلى فحص دم لاجل داء الكلب لدخول مؤقت للمغرب لمدة لا تتجاوز شهر او شهر ونص ؟، وخاصة في هذه الظروف التي تحصل في دول الخليج

      لم تُبدِ المغرب أي مرونة في منح استثناءات من لوائح الحيوانات الأليفة القادمة من الدول المتأثرة بالنزاع في إيران. وتدرس معظم الدول منح هذه الاستثناءات على أساس كل حالة على حدة. لذا، يُنصح بالتواصل مع المسؤولين في نقطة التفتيش الحدودية التي ستدخلون منها إلى المغرب.
