What is a Pet Passport?

We refer to a pet passport as a collection of documents that address Montenegro pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport will be comprised of proof of a microchip, rabies and other vaccinations, rabies titer test results, and an international export health certificate issued by a licensed veterinarian in the origination country.

Animals Eligible for These Regulations

Unless otherwise stated, the regulations below apply to domestic dogs and cats including service and assistance dogs and cats. These regulations do not include the import of Wolf hybrids, Savannah and Bengal cats, unless 5th generation removed from the pedigree.

Find a Licensed Veterinarian

Before beginning any pet export procedure, owners, agents, or anyone transporting a pet should ensure that their veterinarian is licensed by the governing authority in their country that is responsible for the movement of live animals. This veterinarian should administer all vaccinations and treatments, as well as issue all required documentation.

Quarantine for Pets Entering Montenegro

There will be no quarantine imposed on your pet when entering Montenegro if pet import regulations detailed here are met. If your pet does not conform to the regulations as stated below, it will be subject to quarantine if facilities are available, returned to the origination country, or euthanized. The importer will be responsible all costs involved.

All steps required to conform to Montenegro pet import requirements must be completed in the origination country. Complete steps 1-6 in the order given.

Step 1: Pet Microchip

The first step to importing a pet dog or cat to Montenegro is to have it identified with a microchip in accordance with the procedures in the country of origin. The most accepted form of identification is a 15-digit pet microchip that meets ISO (International Standards Organization) Standard 11784 or Annex A to ISO Standard 11785.

All documents must reflect the microchip number. If your pet is microchipped and the pet’s microchip is not ISO 11784/11785 compliant, the importer can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital, or a trained nurse should implant the microchip. You should receive documentation on how to register it in the manufacturer’s or your government’s database.

Step 2: Vaccinations

All cats and dogs over three months of age must be vaccinated for rabies at least 30 days prior to entering Montenegro. Multi-year rabies vaccinations are not accepted.

The administering veterinarian should issue, sign, and stamp:

  • a rabies certificate or
  • government-issued vaccination booklet or
  • EU Pet Passport

Other Vaccinations

Dogs should be vaccinated against distemper, hepatitis, parvovirus, parainfluenza, and leptospirosis. Cats should be vaccinated against feline viral rhinotracheitis, calicivirus, panleukopenia, and feline leukemia. All vaccinations should be recorded on the international health certificate (step 5) at intervals required by the origination country.

Step 3: Rabies Titer (Serology) Test

A rabies titer test measures the level of rabies antibodies in your pet’s blood. It must be administered more than 30 days after the rabies vaccination.

This test is required to enter Montenegro from any country and must be administered more than 3 calendar months of traveling. Samples must be processed in approved laboratories.

Note: Rabies titer test results or veterinary exemption letters are no substitute for proof of rabies vaccination.

Step 4: Parasite Treatments

Parasite treatments for internal and external parasites are recommended prior to entering Montenegro with products approved in the country of origin. The administering veterinarian can record these treatments on the health certificate or issue a record of treatment. Pets should always be inspected for external parasites, such as fleas and ticks, prior to any international travel.

Step 5: Health Certificate

All countries worldwide require an original health certificate issued in the country of origin, including the following information:

  • owner’s information
  • origination and destination details and
  • details of your pet and
  • vaccinations and treatments,
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must clearly identify your pet. Depending on the country of origin, additional details and treatments must be listed.

A licensed veterinarian in your country must complete the pet health certificate within 10 days of entering Montenegro.

Most countries, including Montenegro, require that this certificate be endorsed by the government agency responsible for the import and export of animals in the country of origin.

Step 6: Import Permit

An import permit is not required for pet dogs and cats entering Montenegro with their owners. Commercial and unaccompanied imports will require the permit.

Importing Puppies and Kittens to Montenegro

Puppies and kittens should not be vaccinated for rabies prior to three months of age. Unvaccinated puppies and kittens can enter Montenegro only after conforming to the regulations listed here. The minimum age for import is 7 months.

Montenegro does not publish a list of banned breeds. Importers are responsible for their pet’s behavior.

Flying a Pet to Martinique

Flights to Montenegro should be direct or transit through a rabies controlled country or another EU Member State if possible*. *Note: If your pet has a layover in an EU Member State in its itinerary, then additional requirements will apply.

Entering Montenegro by Air

Pets entering Montenegro by air must do so at Podgorica Airport. Pets can enter as in-cabin, checked baggage, or air cargo, according to airline pet policies. The owner should be present at customs clearance.

In all cases, pets must travel in a pet crate or carrier that is in accordance with the International Air Transport Association.

Importers should inform veterinary officials in advance, as they will need to be available to check your pet and its pet passport documentation after landing.

All domestic dogs and cats must be free of any signs of illness that can be transmitted to humans when evaluated at the entry airport. Importers will need to pay for further veterinary testing at this time if the health of your cat or dog is not acceptable.

Importing Other Pet Animals to Montenegro

All pets other than cats and dogs (ferrets, rabbits, amphibians, reptiles, etc.) will need an import permit and health certificate to enter Montenegro. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is important if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If so, you will have to submit additional permit applications.

    Planning to travel through Montenegro with dog. Dog has French passport,had rabies vaccination in France last August has all vaccination in uk where is resident. Not had tiltration test.Owner has uk passport. Will be travelling from Greece through Albania. Is possible to go through Montenegro to Croatia and carry on to uk? What your advice?

      Anne – a rabies titer test is required to enter Montenegro from any country, to enter Croatia from Montenegro, and the test is also required to return to the UK. We would note that the test must be administered at least 3 calendar months prior to entering these countries. If your pet’s French Pet Passport is current, then you should be able to use it to enter the countries on your route, but your dog cannot travel this route without the titer test.

    Hello, planning to go to Montenegro for a month with my cat. Will be driving from Italy through Slovenia and Croatia. We have all the vaccines, chip. Do I need this rabies test or not?

      Anna – Montenegro is classified as an unlisted country by the European Union. You will need the rabies titer (serology) test. Have the results recorded in your cat’s EU Pet Passport.

    Merhaba 2 köpeğimle birlikte Karadağ’a taşınacağım. İkisi de düzenli kuduz aşısı ve parazit tedavilerini oluyorlar. Türkiye’den geleceğiz. Pasaportları mevcut. 1,5 ay içinde Karadağ’da olmam gerekiyor. 3 Ay titre testini bekleme şansım yok işimi kaybedeceğim ve gidemeyeceğim. Yine de titre testi isteniyor mu ? Köpekli bir ailenin titre testi yaptırmadan Karadağ’a gittiğini öğrendim.

    Hi, can you send official website where I can see that we don’t need import permit for cat.
    We gonna be travel from uk to Montenegro in 1 month and our department request from us import permit, but Montenegro side just ignore us with this
    What we can do in this situation?

      Valeria – Montenegro has adopted much of EU legislation regarding the import of pets. An import permit is only required if a pet is entering Montenegro for commercial reasons (sale, adoption, or transfer of ownership) or the pet is entering Montenegro unaccompanied by its owner or representative of the owner. These requirements are set by the Directorate for Food Safety, Veterinary and Phytosanitary Affairs of Montenegro. They are published in the Rulebook for non-commercial movement of pet animals (OG No. 42/2016).

    Hi, we will come from Israel to Serbia by air with our dog and then will visit Montenegro by car. Health certificate (issued in Israel) will be enough to enter the border between Serbia to Montenegro by car and then back to Serbia?
    My dog has titer, annual rabbit vaccinations and chip

      Marina – the health certificate used to enter Serbia and Montenegro has a validity of 10 days. It would depend on your schedule.

    У нас у собаки два паспорта Белорусский и Эстонский. Титры сделаны в Белоруссии, первые прививки отмечены в Белорусском паспорте, а последние в Эстонском. Хотим поехать в Черногорию на машине. Презнаются ли в Черногории, титры сделанные в Белоруссии?

      Здравствуйте! Образец для анализа на титр должен быть обработан в аккредитованной ЕС лаборатории и взят более чем за 3 месяца до въезда. Результаты анализа на титр должны быть выше 0,5 МЕ/мл. Вакцинация от бешенства должна быть непрерывной с момента забора крови для анализа. Очевидно, ваша собака чипирована, и тест был проведён более чем через 30 дней после первичной вакцинации.

    Bonjour, je pars de France avec mon chien au Monténégro par la route . La 1ere vaccination anti rage a été faite le 10/11 , la prise de sang sera faite le 11/12 . Dois je vraiment attendre 3 mois apres la prise de sang pour entrer au Monténégro ? Nombreux sont ceux qui disent que par la route cela n’est pas demandé, seulement la vaccination.       Bellon-serre – Conformément à la réglementation monténégrine, le test de titrage antirabique doit être effectué au moins trois mois avant l’importation. Nous ignorons les modalités d’application de cette réglementation. Il serait judicieux de contacter le poste d’inspection frontalier pour obtenir ces informations.

    Dois-je vraiment attendre le 11/03 pouir entrer au Monténégro ?
    De nombreux forums disent que par la route rien ne leur a été demandé

      Bellon-Serre – Bonjour, nous pouvons seulement vous confirmer que le délai de trois mois après le test de titrage est indiqué dans leur réglementation. Nous ne pouvons pas prévoir son application. Il serait judicieux de contacter le poste d’inspection frontalier pour obtenir des renseignements.

    Doputovali smo iz CG u Majami u Oktobru 2025 godine sa dva psa (Francuski bišoni starosti 4 i 6 godina).Drzavljani smo CG i psi su iz CG.Zelimo da se vratimo kuci I Zanima me Kakva je procedura.Psi imaju pasose iz CG,jos uvijek je validna CDC forma i imamo sertifikat nadleznog veterinara iz CG koji smo dobili kada smo polazili na put u Majami.Psi su cipovani i vakcinisani jos u Crnoj Gori i vakcine su takodje validne.Da li nam je potreban novi certifikat sada kada se vracamo kuci?

      Bojana- Zdravo – vašim bišonima će biti potrebni mikročipovi, dokaz o trenutnim vakcinacijama protiv bjesnoće, vakcinacije protiv štenećaka, hepatitisa, parvoviroze, parainfluence i leptospiroze. Vašim psima će također biti potrebni testovi titra antitijela protiv bjesnoće, osim ako ovi testovi nisu urađeni prije napuštanja Crne Gore i zabilježeni u pasošima za kućne ljubimce vaših pasa. Također će im biti potrebni važeći zdravstveni certifikati. Ako je njihova posljednja vakcinacija protiv bjesnoće data izvan Crne Gore, zdravstveni certifikati moraju odražavati vakcinaciju protiv bjesnoće, a certifikat mora biti ovjeren od strane USDA.

    Bonjour, nous allons partir de France jusqu’en Grece en voiture. Mon chien est à jour de des vaccinations et a son titrage antirabique Ok depuis plus de 3 mois. Il est puce et a son passeport à jour de tous ses vaccins. Quel est le traitement anti parasitaire demandé pour le Monténégro et l’Albanie. Le certificat de santé fait en France avant le départ sera t’il suffisant pour entrer au Monténégro et en Albanie. Idem pour le retour…faudra t,’il refaire un certificat de bonne santé au départ de Grèce. Merci pour vos réponses.

      Nathalie – Bonjour, l’Albanie et le Monténégro exigent tous deux un traitement antiparasitaire administré par un vétérinaire agréé dans les 10 à 14 jours précédant l’entrée sur leur territoire. Bien que le Monténégro accepte un passeport européen pour animaux de compagnie en cours de validité, nos informations indiquent que l’Albanie exigera un certificat de santé en plus du passeport européen.

    Здравствуйте! Планирую 4 марта 2026 года из Турции прилететь с моим котом в аэропорт Тиват и остаться в стране на 1 месяц. Кот имеет международный ветеринарный турецкий паспорт и жил в турции более 3 лет. Прививку от бешенства сделали 22 января 2026 года. Потребуют ли в аэропорте Тиват сертификат на титры от бешенства для кота?

      Iren – Вам понадобятся результаты анализа на титр антител не только для въезда в Черногорию, но и для возвращения в Турцию. Анализ должен быть проведен как минимум за 3 месяца до ввоза животного.
