What is a Pet Passport?

We refer to a pet passport as a collection of documents that fulfill Jordan pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport to enter Jordan will include proof of rabies and other vaccinations, an import permit (some pets), and a pet health certificate issued by a licensed veterinarian in the origination country.

Animals Eligible for These Pet Import Requirements

These rules apply to the transport of domestic dog and cats including assistance and service animals. Unless 5th generation removed from the pedigree, wolf hybrids, Savannah and Bengal cats cannot be imported under these regulations. Owners of other types of pets (amphibia, reptiles, birds, rabbits, rodents) covered by these regulations should refer to IMPORTING OTHER PET ANIMALS TO JORDAN below.

Find a Licensed Veterinarian

Before beginning any pet export procedure, owners, agents, or anyone transporting a pet should ensure that their veterinarian is licensed by the governing authority in their country that is responsible for the movement of live animals. This veterinarian should administer all vaccinations and treatments, as well as issue all required documentation.

Quarantine for Pets Entering Jordan

There will be no quarantine imposed on your pet when entering Jordan with your pet. if pet import regulations detailed here are met. If your pet does not conform to the regulations as stated below, it will be subject to quarantine if facilities are available, returned to the origination country, or euthanized. The importer will be responsible all costs involved.

Home quarantine is required for unaccompanied pets entering as air cargo.

All steps required to conform to regulations to import a dog or cat to Jordan must be completed in the origination country. Steps 1-6 should be followed in the order given.

Step 1: Pet Microchip

Having your pet identified with a microchip is important when traveling internationally for several reasons. Firstly, a microchip will tie your pet to its documentation when entering a foreign country. Secondly, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database. Third, most countries require that pets be microchipped and compliant microchips may be difficult to find should your pet ever leave the country.

All dogs and cats entering Jordan should be identified with a microchip. The most accepted form of identification is a 15-digit pet microchip that meets ISO (International Standards Organization) Standard 11784 or Annex A to ISO Standard 11785.

If microchipped, all documents should reflect the microchip number. If you want to be sure that veterinary inspectors can read your pet’s microchip, you can provide a microchip scanner that will read the microchip.

Your veterinarian, a veterinary hospital, or a trained nurse should implant the microchip. You should receive documentation on how to register it in the manufacturer’s or your government’s database.

Step 2: Vaccinations

All cats and dogs over three months of age must be vaccinated for rabies between 21 days and 12 months prior to entering Jordan. Multi-year rabies vaccinations are not recognized unless administered within 12 months of import.

The administering veterinarian should issue, sign, and stamp:

  • a rabies certificate or
  • government-issued vaccination booklet or
  • EU Pet Passport

Note: Rabies titer test results or veterinary exemption letters are no substitute for proof of rabies vaccination.

Other Vaccinations

Dogs must be vaccinated against distemper, canine hepatitis, parvovirus, parainfluenza and leptospirosis. Cats must be vaccinated against feline rhinotracheitis, calicivirus and panleukopenia. All vaccinations can be recorded on the international health certificate (step 5) at intervals required by the origination country.

Step 3: Rabies Titer (Serology) Test

A rabies titer test measures the level of rabies antibodies in your pet’s blood. It should be administered more than 30 days after the rabies vaccination.

This test is not required to enter Jordan from any country; however, as Jordan is classified by the World Organization of Animal Health as a high-rabies risk country, this test may be required for a pet to return to the country of origin.

Step 4: Parasite Treatments

Treatments for internal and external parasites should be administered within ten days of entering Jordan. Pets should always be inspected for external parasites, such as fleas and ticks, prior to any international travel.

Step 5: Health Certificate

All countries worldwide require an original health certificate issued in the country of origin, including the following information:

  • owner’s information
  • origination and destination details
  • details of your pet
  • vaccinations and treatments
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must clearly identify your pet. Depending on the country of origin, additional details and treatments must be listed.

A licensed veterinarian in the origin country will complete the veterinary health certificate for Jordan. Endorsement will depend on export procedures in your country.

Step 6: Import Permit

An import license, a Certificate of Origin, and a Permission for Home Quarantine are required for all pets entering Jordan as air cargo. The period of quarantine is two weeks. These documents do not apply for pets entering Jordan as accompanied checked baggage unless the owner is importing more than two pets. In this case, an import license is required.

Breeds Banned from Import to Jordan

Jordan does not publish a list of banned breeds. Importers are responsible for their pet’s behavior.

Airline pet policies

Entering Jordan by Air

Pets entering Jordan should enter at Queen Alia International Airport in Amman as checked baggage or air cargo. The assistance of an agent is strongly recommended to clear your pet through customs.

Pets can enter as in-cabin, checked baggage, or air cargo, according to airline pet policies. The owner should be present at customs clearance.

In all cases, pets must travel in a pet carrier or pet crate that is in accordance with the policies set by the International Air Transport Association.

Importers should inform veterinary officials in advance. They will need to be available to check your pet and its pet passport documentation after landing.

All domestic dogs and cats must be free of any signs of contagious diseases when evaluated at the entry airport. Importers will need to pay for further veterinary testing if the health of your cat or dog is not acceptable.

Whenever you accompany your pet to a foreign country like Jordan, it is always advisable to carry some form of identification indicating ownership of your pet.

Importing Other Animals to Jordan

Birds, invertebrates, tropical fish, reptiles, amphibia, and mammals such as rodents and rabbits are not subject to the requirements of rabies vaccination; however, they will have to meet other requirements. They should have an import permit and health certificate to enter Jordan. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is important if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If so, you will have to submit additional permit applications.

    Hi, is an import permit required when entering with two cats by land. And if so, where can I obtain this?

      Umm – an import permit should not be required if you are accompanying your two cats into Jordan. An import of three or more pets will trigger an import permit.

      Me – paperwork will be required if you change airline companies in Jordan. We are not aware of a transit permit if your tortoises stay on the same airline in and out of Jordan, but best to check with your airline. You need to verify that your tortoises are subject to CITES regulations.

    I’m taking my cat from Jordan to KSA and back to Jordan. His official vet is in Jordan and so is all his official documents and vaccination records. Since Jordan is his country of origin and my trip is only about a month long, what paperwork would I need to get done in KSA to bring him back to Jordan ?

      Deemah – the health certificate you use to import your cat to KSA will no longer be valid to re-enter Jordan. You will need to see a vet in KSA for a new health certificate within 10 days of travel. At that time an export permit will be issued.

          Deemah – Pets must enter Jordan as checked baggage or air cargo. If you and your pet cat or dog are traveling with you on the same plane, then no import permit is required when importing one or two pets per passport. If your pets are arriving as air cargo or you are importing more than 2 pets, an import permit is required.

          Dima – you can confirm with a local agent in Jordan (search at IPATA.org) or the Jordanian Embassy. The certificate may or may not require endorsement depending on your origin country.

    Hello! Thank you so much for your article! I am planning to take my cat from UAE to Jordan, through air via checked baggage. I have few questions: 1. I am taking my cat through air, do I need any other documents than a health certificate and vaccinations passport? 2. Do I also need to do any specific tests for my cat before departure from UAE and upon arrival to Jordan? 3. How can I be prepared for the customs clearance if my cat is going through that upon arrival to Jordan?

      Katia – Jordan does not require a titer test, import permit or parasite treatments (although recommended). You will claim your cat at baggage claim and proceed to the red zone for inspection of documents and (perhaps) visual inspection.

    If my dog is traveling with me as checked baggage and has his rabies certificate and health certificate signed by a veterinarian, do I still need a pet passport for him?

      Jordan – unless your pet is a resident of an EU Member State, the passport is the collection of documents required to any foreign country.

    Is an import permit required if Jordan is a layover to Egypt?

      Dani – it depends on whether you are changing airline companies in Jordan. If yes, then your pet must enter Jordan to recheck it on the next airline. If no, then the permit should not be needed if your layover is under 3 hours and your pet can stay behind security lines.

    I’m traveling to Jordan on Nov 2 with cat in cabin using Ethiopian Airlines.
    Got my titer test 4 months ago. Cat was vaccinated for rabies on in aug 2024. And I got another rabies shot on 17Oct, 2025…. I got confused with guidance about updated rabies within 30 days, so mines would be at 18 days. Will I be turned away? Will I have the option to just quarantine my cat the additional 3 days (that’s where I was confused, I didn’t know it had to be over 21 days from travel.) I would be happy to pay any amount for quarantine. But I read somewhere he could be euthanized if quarantine isn’t available. How strict are they with the 21 day rule.

    اذا كنت اسافر مع 3 قطط ومعي اخي برا من الامارات الى الاردن واذن التصدير صادر باسمي لقطتين وباسم اخي لقطة واحدة . هل سنحتاج الى اذن استيراد او اي اجراءات اخرى؟

      يمكن لأصحاب الحيوانات الأليفة استيراد ما يصل إلى حيوانين أليفين إلى الأردن دون الحاجة إلى تصريح استيراد.

    flying with my dog from USA to Jordan, He is orginially from Jordan and has his vaccination book from First Pet Vet in Swefyeh. i will get him a US health certificate , does it have to be within 10 days of travel ?? it is too soon and vets here in USA take forever to process papers. please advise

      Dima – the veterinarian that issues the health certificate must be USDA-accredited. The certificate does not need USDA endorsement.
