Indonesia Pet Import Requirements

What is a Pet Passport?

We refer to a pet passport as a collection of documents that fulfill Indonesia pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport to enter Indonesia will include proof of microchip, rabies vaccination, rabies titer test, licenses, and health certificate issued by a licensed veterinarian in the origination country.

Animals Eligible for These Pet Import Requirements

These rules apply to the transport of domestic dog and cats including assistance and service animals. Unless 5th generation removed from the pedigree, wolf hybrids, Savannah and Bengal cats cannot be imported under these regulations. Owners of other types of pets (amphibia, reptiles, birds, rabbits, rodents) covered by these regulations should refer to IMPORTING OTHER PET ANIMALS TO INDONESIA below.

Pets (dogs, cats, birds and monkeys) may not enter the rabies free areas* of Indonesia unless they are coming from a country that Indonesia considers to be rabies free (see step 1).

The Penang government has banned the entry of dogs from rabies-hit areas of West Java (Subang, Sumedang, Tasikmalaya, and Garut), Perak and Sarawak with immediate effect to prevent the spread of rabies to the state.

There is an embargo on all pets entering Indonesia from Taiwan and People’s Republic of China (including Hong Kong and Macau). There is an embargo on the import of dogs from Thailand.

Find a Licensed Veterinarian

Before beginning any pet export procedure, make sure your veterinarian is approved by the governing veterinarian authority in your pet’s country of origin. The agency of the government that is responsible for the movement of live animals should either license or employ your veterinarian.

Quarantine for Pets Entering Indonesia

There will be 7-14 days of quarantine imposed on your dog or cat when entering Indonesia from non-rabies-free countries (step 1) if pet import regulations detailed here are met. If your pet does not conform to the regulations as stated below, it will be subject to quarantine if facilities are available, returned to the origination country, or euthanized. The importer will be responsible all costs involved.

All steps required to conform to regulations to import a dog, cat or ferret to Indonesia must be completed in the origination country. Steps 1-7 should be followed in the order given.

Step 1: Country Classifications

Indonesia classifies the following countries as rabies-free:

Australia, New Zealand, Islands of Fiji, Hawaii, Taiwan, Japan, Ireland, Iceland, Bermuda, Brunei Darussalam, Sabah and Sarawak, Cyprus, Denmark, Sweden, Norway, Malta, United Kingdom, Singapore, Hong Kong, Turks and Caicos Islands and the United States.

A statement must be present on the health certificate that the area in which your pet is originating from has not had any incidents of rabies for the previous six months and your pet is originating from an area that has not had any incidents of rabies for the previous six months.

Step 2: Pet Microchip

Having your pet identified with a microchip is important when traveling internationally for several reasons. Firstly, a microchip will tie your pet to its documentation when entering a foreign country. Secondly, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database. Third, most countries require that pets be microchipped and compliant microchips may be difficult to find should your pet ever leave the country.

Your pet should be identified with a 15-digit pet microchip which is compliant with International Standards Organization standard 11784 or Annex A of ISO standard 11785 prior to entering Indonesia. All documentation must reflect the microchip number. If your pet’s microchip is not ISO 11784/11785 compliant, importers can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital or trained nurse should implant the microchip. Documentation should be provided as to the manufacturer of the microchip and registration instructions.

Step 3: Vaccinations | Testing

Pet dogs and cats imported to Indonesia must provide proof of current vaccination against rabies no sooner than 30 days and not more than 12 months prior to entry.

The administering veterinarian should record vaccination information, sign and stamp one of the following documents depending on veterinary practices in the country of origin:

  • a rabies certificate
  • a government-issued vaccination booklet or
  • an EU Pet Passport

Dogs should also be vaccinated against distemper, hepatitis, leptospirosis, and parvovirus according to manufacturer’s instructions or no less than 30 days and no more than 1 year prior to import to Indonesia.

Cats should be vaccinated against feline viral rhinotracheitis, panleukopenia and feline leukemia between 30 days and 12 months of import.

Currently, a PCR test administered 14 days before import is required for cats entering Indonesia from the United States, the Netherlands and Russia. Dogs can get the PCR test done at arrival to reduce quarantine time from 14 to 7 days. Pet animals entering Indonesia from other countries can do a PCR test in country of origin or have the test done in Indonesia. The test is valid for 14 days from the date of sampling.

Veterinarians must record vaccinations on the international health certificate (step 5).

Step 4: Rabies Titer (Serology) Test

A rabies titer test, also known as a rabies antibody test or rabies serology test, is a blood test that measures the level of rabies antibodies in your pet’s blood. The test will assess the effectiveness of a rabies vaccination or determine your pet’s immune response to the rabies virus. When required, a licensed veterinarian will administer the test more than 30 days after the most current rabies vaccination.

Rabies titer tests are required for pets entering Indonesia from all countries. Blood samples must be processed at approved laboratories. Another test will be administered at entry.

Note that rabies titer test results or veterinary exemption letters are no substitution for proof of rabies vaccination.

Step 5: Parasite Treatments

Although not required, all dogs and cats should be treated by a licensed veterinarian for internal and external parasites prior to entering Indonesia within specific time periods. The administering veterinarian can record these treatments on the health certificate or issue you a record of treatment.

Step 6: Import Permit

Your cat or dog must have an import license issued by the Director of Animal Health from the Ministry of Agriculture when entering Indonesia from any country. The permit is issued after receipt of a recommendation letter from the local authority in the destination province. The permit application must be accompanied by a health certificate (next step), rabies certificate(s), rabies titer test results and owner’s passport.

Step 7: Health Certificate

All countries worldwide require an original health certificate including:

  • details of your pet and
  • vaccinations and treatments and
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Your veterinarian will include additional details and treatments on the certificate depending on the country of origin.

A licensed veterinarian in the origination country must complete the Pet Health Certificate for Indonesia within 10 days of entry.

A government veterinarian must either issue the certificate or endorse the certificate after issuance by a licensed veterinarian. This official represents the agency in the origination country that is responsible for the import and export of live animals.

Pets cannot be imported directly to Bali due to rabies restrictions.

Airline pet policies

Entering Indonesia with a Pet

Pets (dogs, monkeys, cats, and other such animal) can be brought into Indonesia through the following port of entries: Seaport: Tanjungpriok, Cirebon, Semarang, Tanjungperak, Belaway Deli, Telus Bayur, Ujung Pandang and Manado.

Airports: Jakarta, Medan, Pakanbaru, Manado, Surabay.

Pets traveling to Jakarta and surrounding areas from non-rabies-free countries should enter Indonesia through Soekarno-Hatta International Airport in Jakarta and will be subject to 7-14 days of quarantine. At least two days prior to entry, importers must notify the quarantine station of your time of arrival to arrange for inspection of your pet.

Pets can arrive in the cabin, as checked baggage or as air cargo according to airline pet policies.

Pets arriving as air cargo (unaccompanied) must be cleared by an agent licensed by the Indonesian government.

Related: Is your pet’s crate IATA-compliant?

Flights should be direct if the duration of the flight does not violate animal welfare laws. Layovers should be short and not involve a change in airline companies. If your pet’s itinerary involves a layover in the European Union, then additional requirements will apply.

Importers will need to provide advance notice to veterinary officials at the airport so they will be available to inspect your pet and its passport documentation upon landing. This is especially important if your pet will be arriving outside of normal business hours.

Pets must not be pregnant or nursing.

Whenever your pet travels to a foreign country like Indonesia, it is always advisable to carry some form of identification indicating ownership of your pet.

Exporting Resident Pets from Indonesia

To leave Indonesia, resident dogs and cats must have a recommendation letter from the Department of Livestock, an export permit issued from the Ministry of Agriculture as well as proof of rabies vaccination at least 30 days prior to export. Your pet must be microchipped and accompanied with a health certificate and recommendation by your veterinarian that your pet is fit to fly. The quarantine officials at the origination airport should be notified 2 days prior to export and all documentation submitted. Birds need an export permit issued by the Ministry of Forestry.

Importing Other Pet Animals to Indonesia

The import of birds from any country other than Singapore is not permitted. Invertebrates, tropical fish, reptiles, amphibia, mammals such as rodents are not subject to requirements of rabies vaccination. However, other pet animals may have to meet other requirements and should have a health certificate to enter Indonesia Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is crucial if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If this is the case, importers will have to submit additional permit applications. The agency that issues these permits is responsible for the protection of wildlife in your country.

Over 180 countries participate and enforce CITES regulations.

Hello, good morning. My name is Robert, and I am writing to you from the Principality of Andorra.

This year, we are planning to move to Lombok, Indonesia, and we have a pet—a 7-kilogram Jack Russell dog. I have contacted the Indonesian Embassy in Madrid and reviewed your website. I am very interested in arranging this relocation in the safest way possible for my dog, as his well-being is my top priority.

Regarding the flight, I have already spoken with Qatar Airways, and they have explained the procedure for their flights. However, my main concern is upon arrival in Jakarta, especially regarding quarantine. My dog is in good health and has all the required vaccinations, except for rabies. Everything is in order.

    My questions are:
    • Do you handle the reception and processing of the dog upon arrival in Jakarta?
    • Can I stay with my dog during the quarantine period? I do not mind staying as long as necessary, as long as he is well.
    • After Jakarta, we will need to take another flight to Lombok. Does the airline allow pets on this flight?
    • Could you provide me with all the relevant information, including the costs of your services?

    Thank you very much.

Hello Robert – you would be best served with an agent in Jakarta. We do not have offices in Indonesia; however, you can search for an agent in this country at IPATA.org.

Lots of people get confused by your website.
Why don’t you categorically state that Bali is a rabies quarantine area and it is illegal to take dogs and cats into or out of Bali?

    1. Susan Avatar

Fox – you are correct regarding the rabies classification of Bali and restrictions when importing a pet to this island.

    Hello.
    Thank you for the information.
We would like to more to Jakarta with our parrot. it’s sun newcomer. Can we bring parrots to Jakarta? If we can, what document do i have to get done with?

    1. Susan Avatar

EJ – last we checked (which was recently), the import of birds from any country other than Singapore was not permitted. The regulations for the import of birds are very fluid due to the spread of Avian Influenza.

Thank you for your reply. Then you mean, we can’t bring our parrot at all. It’s really sad that we can’t. Is there any other way? such as you have already mentioned that if it’s Singapore, we can bring in the parrot?

        1. Susan Avatar

EJ – we would suggest that you contact a local agent in Indonesia for further updates. We do not have offices in this country; however, you can search for an agent at IPATA.org.

Hi, is it allowed bringing a cat from a non-free rabies country to Jakarta? And how can you get the license from Director of Animal Health from the Ministry of Agriculture?

    Thank you so much

    1. Susan Avatar

Janpi – it is possible to import a pet to Indonesia from a non-rabies-free country but it will be subject to between 7 and 14 days of quarantine. You will apply to the Ministry of Agriculture for a permit and include health and rabies certificate, titer test results and information about you and your pet. More details can be found in our store at a minimal cost. https://www.pettravelstore.com/pet-passport-indonesia/.

        Thank you Susan.

Does the cat need to take another blood test at the entry in the country?

        1. Susan Avatar

Janpi – if your cat’s rabies titer test was administered more than 12 months ago, it is no longer valid to enter Indonesia. If it was administered within the past 6 months, it must reflect your cat’s microchip and was administered more than 30 days after rabies vaccination.
