
What is a Pet Passport?
We refer to a pet passport as a collection of documents that fulfill Guadeloupe pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport to enter Guadeloupe will be comprised of include proof of microchip, rabies and other vaccinations, an import permit, and an international export health certificate issued by a licensed veterinarian in the origination country.
Animals Eligible for These Pet Import Requirements
These rules apply to the transport of domestic dog and cats including assistance and service animals. Unless 5th generation removed from the pedigree, wolf hybrids, Savannah and Bengal cats cannot be imported under these regulations. Owners of other types of pets (amphibia, reptiles, birds, rabbits, rodents) covered by these regulations should refer to IMPORTING OTHER PET ANIMALS TO GUADLOUPE below.
Find a Licensed Veterinarian
Before beginning any pet export procedure, owners, agents, or anyone transporting a pet should ensure that their veterinarian is licensed by the governing authority in their country that is responsible for the movement of live animals. This veterinarian should administer all vaccinations and treatments, as well as issue all required documentation.
Quarantine for Pets Entering Guadeloupe
There will be no quarantine imposed on your pet when entering Guadeloupe if pet import regulations detailed here are met. If your pet does not conform to the regulations as stated below, it will be subject to quarantine if facilities are available, returned to the origination country, or euthanized. The importer will be responsible all costs involved.
Guadeloupe Pet Import Requirements
Guadeloupe is an overseas region of France and has adopted must of EU legislation with regard to the import of live animals.
All steps required to conform to regulations to import a dog, cat or ferret to Guadeloupe must be completed in the origination country. Steps 1-6 should be followed in the order given.
Step 1: Country Classifications
The European Union (EU) and Guadeloupe does not recognize any countries as rabies-free. Dogs, cats, and ferrets from all countries are subject to current rabies vaccination according to their regulations. Countries are classified as either:
- EU Member States and territories
- part 1 listed third countries
- part 2 listed third countries
- unlisted countries
The requirements to import a dog, cat, or ferret to Guadeloupe will depend on the classification of your country of origin and whether your pet has entered an unlisted country within the past four months. Click on the links above to find your origination country’s classification.
Pet owners should identify the classification of their country of origin before reviewing import regulations for Guadeloupe.
Step 2: Type of Transport
Guadeloupe classifies the movement of pets as non-commercial or commercial. These pet import requirements apply to both non-commercial and commercial transports. Review the conditions below to determine whether your pet’s transport will be classified as non-commercial or commercial as the requirements for each type of transport are different.
Conditions for Non-Commercial Transport
• All pets must enter Guadeloupe with or within five days of their owner*. Proof of travel will be required AND
• The transport applies to no more than five pets unless proof of participation in a competition or show is available, and pets are over six months of age AND
• The purpose of the transport must not be for adoption, sale, or exchange of ownership.
All pet owners transporting their pets under non-commercial regulations must sign a Declaration of Non-Commercial Transport stating that their pet’s transport does not involve the sale or transfer of ownership of their pet.
Unless all of the above conditions are satisfied, your pet must travel under commercial regulations.
Conditions for Commercial Transport
- The pet is not traveling with or within five days of the owner* OR
- The transport is greater than five pets under one owner’s passport OR
- The purpose of the transport involves any change of ownership, adoption or commercial sale.
*Some EU Member States will allow a representative assigned by the owner to travel with the pet under non-commercial regulations.
If any of the above conditions are met, then your pet must travel under commercial regulations. The importer must be registered in the origin country and have proof of the organization they represent. They also must have proof that this business or organization will be responsible for the import of the pet. The exporter must provide proof that they are registered in the exporting country.
Step 3: Pet Microchip
Having your pet identified with a microchip is important when traveling internationally for several reasons. Firstly, a microchip will tie your pet to its documentation when entering a foreign country. Secondly, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database. Third, most countries require that pets be microchipped and compliant microchips may be difficult to find should your pet ever leave the country.
To import your pet to Guadeloupe, it must be identified with a microchip in accordance with the procedures in the country of origin. The most accepted form of identification is a 15-digit pet microchip that meets ISO (International Standards Organization) Standard 11784 or Annex A to ISO Standard 11785.
All required documents should reflect the microchip number. If you want to be sure that veterinary inspectors can read your pet’s microchip, you can provide a microchip scanner that will read the microchip.
Your veterinarian, a veterinary hospital, or a trained nurse should implant the microchip. You should receive documentation on how to register it in the manufacturer’s or your government’s database.
A tattoo is an acceptable form of identification as long as it was given prior to July 3, 2011, is clearly visible and your pet was vaccinated for rabies after the tattoo was applied.

Step 4: Vaccinations
If your pet is entering Guadeloupe from a rabies-free or rabies-controlled country, it will need proof of a current rabies vaccination that was administered after the microchip was implanted and at least 21 days before travel (primary vaccinations).
Guadeloupe does honor the three-year rabies vaccination for dogs, cats and ferrets; however, it should only be administered as a booster unless specified by the manufacturer. You can speak to your veterinarian about this.
Once you have entered Guadeloupe, a 21-day waiting period is not required for subsequent visits, provided rabies boosters are kept up to date, and the other entry requirements are met.
The administering veterinarian should issue, sign, and stamp:
- a rabies certificate or
- government-issued vaccination booklet or
- EU Pet Passport
Note: Rabies titer test results or veterinary exemption letters are no substitute for proof of rabies vaccination.
Other Vaccinations
Vaccinations are essential for the health and well-being of both dogs and cats. They help protect against a variety of infectious diseases, some of which can be serious or even fatal. They are a part of any good health veterinary regiment and should be administered at specific intervals so they are affective when entering Guadeloupe.
Exemptions from the leptospirosis vaccine may be granted with attestation that this disease is not prevalent in the country of origin.
All vaccinations can be recorded on the international health certificate (step 6) with information including vaccine manufacturer, date of administration, date of validity and lot number (if applicable).

Step 5: Rabies Titer (Serology) Test
A rabies titer test measures the level of rabies antibodies in your pet’s blood. It should be administered more than 30 days after the rabies vaccination.
A rabies titer test is required for all pets when entering Guadeloupe from high-rabies countries. It must be administered no sooner than 30 days after the most recent rabies vaccination. Have your veterinarian scan your pet’s
microchip prior to the titer test. Assuming test results within acceptable limits, your pet can enter Guadeloupe no sooner than
3 calendar months after the date the blood was drawn and avoid quarantine.
Step 6: Parasite Treatments
An internal and external parasite treatment is not required prior to entering Guadeloupe, but is recommended due to availability of these products in the country. Pet owners should always protect their pet from foreign parasites.
Step 7: Health Certificate
All countries worldwide require an original health certificate issued in the country of origin, including the following information:
- owner’s information
- origination and destination details
- details of your pet
- vaccinations and treatments
- veterinary attestations regarding symptoms of contagious diseases at the time of export.
Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must clearly identify your pet. Depending on the country of origin, additional details and treatments must be listed.
Non-Commercial Transport to Guadeloupe from a country outside of the EU
Regulations in steps 3 and 4 apply. If entering Guadeloupe from an unlisted country, step 5 applies as well.
A licensed veterinarian in the originating country must complete a non-commercial EU Health Certificate. The health certificate must be endorsed by the government agency responsible for the import and export of live animals.

This form is good for transports of five or less dogs, cats or ferrets. (See item 6 if you are traveling with more than five pets.) The form is good for 4 months of travel within the EU as long as the rabies vaccination documented on it does not expire.
You or your representative must sign a Declaration of Non-Commercial Transport stating that your pet’s transport does not involve the sale or transfer of ownership of your pet.
Non-Commercial Travel to Guadeloupe from Another EU Member State
Have your veterinarian update an EU Pet Passport for your pet. A non-commercial EU health certificate is not required for pets traveling to Guadeloupe from another EU Member State unless a rabies booster was administered by a veterinarian outside of the EU at any time after your pet received its microchip.
Commercial Transport to Guadeloupe from a rabies-free or rabies-controlled country outside the EU
Regulations in steps 3 and 4 apply. Step 5 does not apply.
A licensed veterinarian must complete the bi-lingual version of the commercial EU Health Certificate. The government agency responsible for the import and export of animals must endorse the certificate after issuance within 48 hours of entry.

This form is good for transports of five or less dogs, cats or ferrets. It is valid for four months of travel within the EU as long as your pet’s rabies vaccination does not expire.
Your pet must enter through an approved Border Inspection Post (BIP) at Pointe-à-Pitre International Airport. Notice must be given 24 hours prior to arrival.
All dogs must be vaccinated against distemper.
Commercial Transport to Guadeloupe from an unlisted country outside of the EU
Dogs, cats and ferrets can only enter Guadeloupe from these high-rabies countries. Pets must conform to all rules above and also have a titer test according to step 5 above.
Commercial Transport to Guadeloupe from Another EU Member State
Regulations in steps 3 and 4 apply.
If your pet is traveling to Guadeloupe under commercial regulations from another EU Member State, it must travel from a licensed premises which is registered with the governing authority in your EU country responsible for the import and export of pets. Your veterinarian must obtain and update an EU Pet Passport for your pet. Your pet’s transport must be accompanied by an Intra trade health certificate completed within 48 hours of entry.
NOTE:
If you are traveling with six or more cats, dogs or ferrets, in order to transport them under non-commercial regulations, they must be six months or older and attending or training for a competition, show or sporting event. If this is not the case, your pets must meet the requirements for commercial transport.

Step 6: Import Permit
An import permit is not required when entering Guadeloupe with a personal pet.
Other Information
Breeds Banned for Import to Guadeloupe
The following breeds and their crosses are not permitted to enter Guadeloupe: American Staffordshire Terrier/Pitbulls, Boerboel/Mastiffs, and Japanese tosa.
The following dogs can enter Guadeloupe with restrictions under French law: pedigree American Staffordshire terriers, pedigree tosa, Rottweilers, pedigree or not.

Entering Guadeloupe by Air
Pets entering Guadeloupe by air can do so via via Pointe-à-Pitre International Airport. Pets can arrive in the cabin, checked baggage or air cargo according to airline pet policies.
In all cases, pets must travel in a pet carrier or pet crate that is in accordance with the policies set by the International Air Transport Association.

All pets transiting the European Union are subject to additional requirements.
Importers should inform veterinary officials in advance. They will need to be available to check your pet and its pet passport documentation after landing.
All domestic dogs and cats must be free of any signs of contagious diseases when evaluated at the entry airport. Importers will need to pay for further veterinary testing if the health of your cat or dog is not acceptable.
There is a limit of three pets per family and, of the three pets, only one pet can be a puppy or kitten under 6 months of age.

Importing Other Animals to Guadeloupe
Birds, invertebrates, tropical fish, reptiles, amphibia, and mammals such as rodents and rabbits are not subject to the requirements of rabies vaccination; however, they will have to meet other requirements. They should have an import permit and health certificate to enter Guadeloupe. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.
Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)
The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is important if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If so, you will have to submit additional permit applications.
