What is a Pet Passport?

We refer to a pet passport as a collection of documents that fulfill Colombia pet import requirements for dogs or cats entering this country. This term is not to be confused with an official EU Pet Passport issued in the European Union for EU-resident pets. Your pet’s passport to enter Colombia will include proof of current rabies vaccination and other vaccinations, and an export health certificate issued by a licensed veterinarian in the country of origin.

Animals Eligible for These Pet Import Requirements

Unless otherwise stated, the regulations below apply to domestic dogs and cats, including service and assistance dogs and cats. Wolf hybrids and Savannah and Bengal cats, unless at least 5th generation removed from the pedigree, cannot be imported under these regulations. Owners of other types of pets (amphibia, reptiles, birds, rabbits, rodents) covered by these regulations should refer to IMPORTING OTHER PET ANIMALS TO COLOMBIA below.

Find a Licensed Veterinarian

Before beginning any pet export procedure, owners, agents, or anyone transporting a pet should ensure that their veterinarian is licensed by the governing authority in their country that is responsible for the movement of live animals. This veterinarian should administer all vaccinations and treatments, as well as issue all required documentation.

Quarantine for Pets Entering Colombia

There will be no quarantine imposed on your pet when entering Colombia if pet import regulations detailed here are met. If your pet does not conform to the regulations as stated below, it will be subject to quarantine if facilities are available, returned to the origination country, or euthanized. The importer will be responsible for all costs involved.

All steps required to conform to Colombia pet import requirements must be completed in the origination country. Complete steps 1-6 in the order given.

Step 1: Pet Microchip

Having your pet identified with a microchip is important when traveling internationally for several reasons. Firstly, a microchip will tie your pet to its documentation when entering a foreign country. Secondly, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database.

Although not required, it is recommended to have your pet identified with a microchip in accordance with the procedures in the country of origin. The most accepted form of identification is a 15-digit pet microchip that meets ISO (International Standards Organization) Standard 11784 or Annex A to ISO Standard 11785.

If microchipped, all documents should reflect the microchip number. If you want to be sure that veterinary inspectors can read your pet’s microchip, you can provide a microchip scanner that will read the microchip.

Your veterinarian, a veterinary hospital, or a trained nurse should implant the microchip. You should receive documentation on how to register it in the manufacturer’s or your government’s database.

Step 2: Vaccinations

All cats and dogs over three months of age must be vaccinated for rabies at least 21 days prior to entering Colombia.

The administering veterinarian should issue, sign, and stamp:

  • a rabies certificate or
  • government-issued vaccination booklet or
  • EU Pet Passport

Note: Rabies titer test results or veterinary exemption letters are no substitute for proof of rabies vaccination.

Other Vaccinations

Dogs must be vaccinated against distemper, hepatitis, and parvovirus according to their country’s disease status. Vaccination against leptospirosis is recommended but not required.

Cats should be vaccinated against feline viral rhinotracheitis, calicivirus, and panleukopenia.

All vaccinations can be recorded on the international health certificate (step 5) at intervals required by the origination country.

Pet dogs and cats whose rabies vaccination was not administered in their country of origin must comply with home quarantine
during which time a rabies vaccination will be administered by a licensed private veterinarian.

Step 3: Rabies Titer (Serology) Test

A rabies titer test measures the level of rabies antibodies in your pet’s blood. It should be administered more than 30 days after the rabies vaccination.

This test is not required to enter Colombia from any country; however, all pets originating in countries classified as having a high risk of rabies should always travel with a rabies titer test. Additionally, as Colombia is classified by the World Organization of Animal Health as a high-rabies risk country, this test may be required for your pet to return to your country.

Step 4: Parasite Treatments

Before your dog or cat can enter Colombia, it must have an internal and external parasite treatment administered by a licensed veterinarian. Actually, it is highly recommended that your pet be on a flea and tick prevention program prior to entering Colombia.

Step 5: Health Certificate

All countries worldwide require an original health certificate issued in the country of origin, including the following information:

  • owner’s information
  • origination and destination details
  • details of your pet
  • vaccinations and treatments
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must clearly identify your pet. Depending on the country of origin, additional details and treatments must be listed.

A licensed veterinarian in your country must complete a veterinary health certificate for Colombia within 10 days of travel. The original and one copy must travel with your pet and be available to veterinary inspectors at entry.

Most countries, including Colombia, require that this certificate be endorsed by the government agency responsible for the import and export of animals in the country of origin.

Step 6: Import Permit

An import permit is not required for pets entering Colombia from any country with their owner.

Importing Puppies and Kittens to Colombia

Puppies and kittens over 4 months of age entering Colombia are subject to rabies vaccination requirements per step 2. There are no vaccination requirements for puppies or kittens under 4 months of age. Home quarantine will be required in this case.

Breeds Banned by Colombia

Imports of the canine breeds Staffordshire Terrier, American Staffordshire Terrier, Pit Bull Terrier, American Pit Bull Terrier, Mastiff, Rottweiler, or any crosses or hybrids of these breeds are not permitted to enter Colombia.

Airline pet policies

Entering Colombia by Air

Pets can enter Colombia by air at El Dorado International Airport in Bogota or the José María Córdova International Airport in Medellin during normal business hours. Pets can arrive in the cabin, checked baggage or air cargo according to airline pet policies.

Those pets entering Colombia as accompanied checked baggage or air cargo must register with the Instituto Colombiano Agropecuario (ICA).

In all cases, pets must travel in a pet carrier or pet crate that is in accordance with the policies set by the International Air Transport Association.

When landing, you will collect your pet and head to the ICA office in the airport, where they will examine your pet and its documentation (which should be originals). There is a small fee for this service.

Importers should inform veterinary officials in advance. They will need to be available to check your pet and its pet passport documentation after landing.

All domestic dogs and cats must be free of any signs of contagious diseases when evaluated at the entry airport. Importers will need to pay for further veterinary testing if the health of your cat or dog is not acceptable.

Importing Other Animals to Colombia

Birds, invertebrates, tropical fish, reptiles, amphibia, and mammals such as rodents and rabbits are not subject to the requirements of rabies vaccination; however, they will have to meet other requirements. They should have an import permit and health certificate to enter Colombia. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is important if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If so, you will have to submit additional permit applications.

    Hello. I have several snakes, scorpions, tarantulas, turtles, frogs, geckos and bearded dragons, plus 3 dogs.
    What would the process look like to get them all cleared to move with me to Colombia?

      Candice – snakes, scorpions, spiders, turtles and reptiles are not classified as pets by Colombia. We would suggest that you contact the Colombian Agriculture Institute for these regulations Phone: (571) 7563030 Ext. 3452 or cuarentena.animal@ica.gov.co. As for your dogs, you will need to apply to SISPAP for their clearance unless they are very small and can fly in the cabin according to airline pet policies.

    Hello, if i am traveling with my dog who can fit underneath the seat in the cabin with me. Would i still need to apply to SISPAP for clearance to enter Colombia?

      Michelle – the requirement to apply to SISPAP is only for pets entering Colombia in the cargo hold, as checked baggage or air cargo. It does not apply to pets entering in the cabin.

      Michelle – every country that required this vaccine during the pandemic has dropped this requirement as the risk for this virus has eased.

    I am traveling with my service dog who will be in cabin, but she is not the normal size to fit under the seat (she is 27 kg). It seems I would not need the import form from SISPAP, am I correct?

      David – you are correct. SISPAP registration is required for pets entering Colombia as checked baggage or air cargo, not those entering in the cabin of the aircraft.

    How can i bring My best friend Hugo (tarantula) with me to Colombia. He is tiny and fits in a small container, needles to say i would love for him to be in my lap during my plane ride in a travel container inside a bag that nobody would even see him (understand ppl are scared etc)

      Victoria – we are not familiar with any commercial airline that will accept any insect in the cabin or as checked baggage. Your spider will need to fly as air cargo to Colombia. You should contact the cargo department of an airline that flies the entire route for specifications.

    Hello, I am bringing two of my cats to Colombia. They are both vaccinated and will be endorsed by the vet and Food inspector agency for my country for them to enter Colombia. I am trying to find the number to contact the airport prior for them to be inspected once arrival. I wasn’t able to find it though? Would you have this resource ?

    Hello! My mother in law is bringing her 11 pound cat to colombia. she got all the required vaccines. is there a specific form she needs to fill out to bring him in addition to the health certificate?

      Marie – best to schedule a vet appointment within 10 days of travel but know that the certificate needs USDA endorsement, so the appointment should be at the very beginning of the 10-day period.

      Sara – you need to verify that your bird is not subject to CITES regulations. If yes, then you will need permits from the US Fish and Wildlife Agency. as to import requirements, you may want to contact ICA at Phone (601) 601-794-4492 Ext. 3407 for those requirements as regulations change frequently due to Avian Influenza outbreaks.

      Marcela- your dogs must have proof of rabies vaccination (we recommend a Certificate of U.S.-issued Rabies Vaccination and Microchip Form if you will be returning to the US), parasite treatments and a health certificate issued by a USDA-accredited veterinarian and endorsed by the USDA just before transport. Know that any dog that will be arriving in Colombia as checked baggage or air cargo must be entered in the Instituto Colombiano Agropecuario (ICA) database.

    Whic products are authorized as parasite treatments for dogs going to Colombia? Does the internal parasite treatment need to include tapeworms?

      Linda – The treatment for internal parasites should contain Praziquantel or its equivalent as the active ingredient which is proven effective against the Echinococcus multilocularis tapeworm. Your veterinarian should administer the treatment as they will attest to it on the health certificate.

    I am traveling regularly to Cartagena , Colombia to take care of an elderly family member.I have a dog that is 55lb that I would like to bring with me i the airline Cabin.
    Is there a source I can contact for regulations? This will happen every 3 months and my stay will be for aprox one month.

      Diana – so very few commercial airlines will allow a 55 lb. dog in the cabin unless it is a trained service dog assisting a disabled passenger. We are unsure of your route, but LATAM will allow emotional support dogs on flights to and from Mexico and within Colombia. Volaris will allow ESAs up to 26 lbs. in the cabin.     As of June/July 2025, is a COVID virus shot required to bring a dog into Colombia? Is it required for a dog to travel on a domestic flight within the USA?

      Tom – the requirement for Covid vaccinations is outdated; however, it has not been removed from Colombia regulations. It is not required for pets traveling on domestic flights within the US.

    We have three cats coming in for health certificates in the morning and need to know if ticks are required in the external parasite treatment?

    The health certificate is not clear on exactly what parasites they require treatment for.

    I appreciate seeing above that tapeworms are required for the internal parasites, so thank you for replying to that query!!

      Paige – yes, treatments for fleas, ticks and other external parasites is required for pets entering Colombia. Your veterinarian must administer these treatments.

    I will be taking my flights (purchased separately/not a connection) from Sweden- Spain – Colombia

    Can you please clarify what internal and external parasite treatments are required for cats? Is there anything other than tapeworms, ticks and fleas?

    And when they say administered *within* 60 days of travel, does that mean it can be for example the week before travel? Or does it have to be 61+ days before?

    And finally how would I know if my 2 cats microchips meet the ISO Standard 11784? Thank you in advance!

      Genevieve – internal(tapeworm, hookworm) and external parasite treatments (fleas, ticks, etc.) are required for both dogs and cats entering Colombia. They must be administered by a licensed veterinarian. Within 60 days means less than 60 days before travel. A microchip that is ISO 11784 compliant has 15 digits (no letters) and does not begin with “99”.

    We live in Oman and must travel to the UK first on our way to Colombia because the flight time would be too much for our dog.
    Can we have all documents arranged from Oman and consider that our dog’s stay in the UK for a few days as only in-transit? Or must there be two export-import processes that we need to go through?

      John – first of all, your dog must enter the UK as air cargo. Secondly, a rabies titer test ios required and the test must be administered more thatn 3 months prior to import. The titer test requirement is the same for all EU Member States as well.

    I will be taking my Yorkie to Colombia from the U.S. She received her 3-year rabies earlier this summer while we were in Portugal, so she now has an EU pet passport. In addition to the health certificate, do I need to take any additional measures for Colombia to accept her rabies even though it was not administered in the U.S.?

      BK – If your pet’s rabies current vaccination was not administered in your origination country, this fact should be noted by your veterinarian on the health certificate, and your pet will be subjected to home quarantine upon entry at which time it will be revaccinated for rabies by a private veterinarian in Colombia.

    Question: To bring a dog to Colombia from USA, it is the coronavirus vaccination mandatory?
    It is a must to have the coronavirus vaccination, or it is not a requirement anymore. I appreciate a clear answer.
    Question, Do I need to let the ICA before I take the dog to Colombia or I can fill a form at the arrival to the airport, Barranquilla.

      Alvaro – the coronavirus vaccine for dogs is very hard to find. We include it in our information because the ICA still does; however, if not available, your veterinarian should note as such on the health certificate. If you are importing a dog or cat to Colombia in the cargo hold as accompanied checked baggage or air cargo, you will need to register as an ICA User to initiate the process to authorize the entry of your pet to Colombia. This is not a requirement for pets entering Colombia in the cabin of the aircraft with their owners.

    I will be bringing two cats to Colombia from Costa Rica.
    a few questions:
    1. Will they have to go into quarantine even if I have all of the required documents?
    2. What is the maximum amount of time allowed for a layover inside Colombia… ? I can stop in either Bogota or Medellin on my way to Bucaramanga; but the layovers at both are in the six hour range.
    3. I am very confused about the examination part for when they arrive to Colombia. Do I have to arrange for a Colombian Veterinary to come to the final destination airport (Bucaramanga) to examine my cats??

      Hello Tomoteo – no quarantine is required when importing a cat to Colombia. Your cat will clear customs in either Bogota or Medellin and board a domestic flight to Bucaramanga. You can confirm this with your airline. You should not need to have a vet come to the airport as they will be inspectors there to clear your pet, especially if they arrive during normal business hours.

    My dog is a mix breed. We have never done a genetic test, but he appears to have some pitbull characteristics. As I understand it, pit bulls are prohibited from entering Colombia. Does anyone know if this ban extends to mix breeds and do I need to do a genetic test to get the details of his breed before he travels? Thanks

      Ann – generic DNA tests are not recognized for pets traveling internationally as they are not administered by a licensed agency. Your veterinarian will attest to your pet’s breed(s) on the health certificate.
