What is a Pet Passport?
We refer to a pet passport as a collection of documents that fulfill Andorra pet import requirements for dogs or cats entering this country. This term is not to be confused with an official EU Pet Passport issued in the European Union for EU-resident pets. Your pet’s passport to enter Andorra will include proof of microchip, current rabies vaccination, rabies titer test (some countries) and an export health certificate issued by a licensed veterinarian in the origination country.
Animals Eligible for These Pet Import Requirements
These rules apply to the transport of domestic dogs and cats including assistance and service animals. Unless 5th generation removed from the pedigree, wolf hybrids, Savannah and Bengal cats cannot be imported under these regulations. Owners of other types of pets (amphibia, reptiles, birds, rabbits, rodents) covered by these regulations should refer to IMPORTING OTHER PET ANIMALS TO ANDORRA below.
Find a Licensed Veterinarian
Before beginning any pet export procedure, make sure your veterinarian is approved by the governing veterinarian authority in your pet’s country of origin. Your veterinarian should work for or is licensed by the agency of the government that is responsible for the movement of live animals.

Andorra Pet Import Requirements
Although Andorra is not a member of the European Union, it has adopted many EU regulations for pet import.
All steps required to conform to pet import regulations for Andorra must be completed in the origination country.
There will be no quarantine imposed on your pet when entering Andorra if the following import regulations are met.
Step 1: Pet Microchip
Your pet must be identified with a 15-digit pet microchip which is compliant with International Standards Organization standard 11784 or Annex A of ISO standard 11785 prior to entering Andorra. All documentation must reflect the microchip number. If your pet’s microchip is not ISO 11784/11785 compliant, importers can provide a microchip scanner that will read their pet’s microchip.
Your veterinarian, a veterinary hospital or a trained nurse should implant the microchip. You should receive documentation on how to register it in the manufacturer or your government’s database.
Step 2: Vaccinations
After microchipping, your pet dog or cat must be vaccinated for rabies between 12 weeks and 12 months prior to entry. The vaccine must be an inactivated or recombinant rabies vaccine that that is approved for use in your country.
The results of a rabies titer test or a veterinarian exemption letter are no substitute for proof of rabies vaccination.
Vaccinations against diseases such as distemper, hepatitis, leptospirosis, and parvovirus, feline viral rhinotracheitis, panleukopenia and feline leukemia are part of a healthy pet regimen are always recommended when traveling internationally; however, proof of these vaccinations is not required when entering Andorra.
Step 3: Rabies Titer (Serology) Test
A rabies titer test, also known as a rabies antibody test or rabies serology test, is a blood test that measures the level of rabies antibodies in your pet’s blood. The test will assess the effectiveness of a rabies vaccination or determine your pet’s immune response to the rabies virus. When required, a licensed veterinarian will administer the test more than 30 days after the most current rabies vaccination.
A rabies titer test should be administered no sooner than 30 days after the rabies vaccination For pets entering Andorra from high-rabies countries. Do not count the day of the veterinary visit. Samples must be processed at approved laboratories. Assuming test results within acceptable limits, your pet can enter Andorra 91 days after the date the blood was drawn.
Step 4: Parasite Treatments
Pet owners should always protect their pets from internal and external parasites, especially when traveling internationally. Proof of these treatments is not required for pets imported to Andorra unless being transported commercially.
Step 5: Health Certificate
Every country worldwide requires and original health certificate in their pet import regulations, and Andorra is no exception. The health certificate should include:
- owner’s information
- origination and destination details and
- details of your pet and
- vaccinations and treatments and
- veterinary attestations regarding symptoms of contagious diseases at the time of export.
Further, your veterinarian must certify that your pet is healthy enough to travel, and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Depending on the origination country, additional details and treatments must be listed.
A licensed veterinarian in the origination country must complete the bi-lingual pet health certificate for Andorra. A government veterinarian in the origination country must endorse the certificate after issuance.
The health certificate should be translated to Catalan or English.
EU resident pets must have current EU Pet Passports when traveling to Andorra.
Step 6: Import Permit
An import permit is not required when entering Andorra with a personal pet.
