What is a Pet Passport?

We refer to a pet passport as a collection of documents that fulfill Albania pet import requirements for dogs or cats entering this country. This term is not to be confused with an official EU Pet Passport issued in the European Union for EU-resident pets. Your pet’s passport to enter Albania will include proof of microchip, current rabies vaccination, and an export health certificate issued by a licensed veterinarian in the origination country.

Animals Eligible for These Pet Import Requirements

These rules apply to the transport of domestic dogs and cats including assistance and service animals. Unless 5th generation removed from the pedigree, wolf hybrids, Savannah and Bengal cats cannot be imported under these regulations. Owners of other types of pets (amphibia, reptiles, birds, rabbits, rodents) covered by these regulations should refer to IMPORTING OTHER PET ANIMALS TO ALBANIA below.

Find a Licensed Veterinarian

Before beginning any pet export procedure, make sure that the governing veterinary authority in your pet’s country of origin that is responsible for the import and export of live animals has licensed your veterinarian.

Quarantine for Pets Entering Albania

There will be no quarantine imposed on your pet when entering Albania if pet import regulations detailed here are met. If your pet does not conform to the regulations as stated below, it will be subject to quarantine if facilities are available, returned to the origination country, or euthanized. The importer will be responsible for all costs involved.

All steps required to conform to Albania pet import requirements must be completed in the origination country. Steps 1-6 should be completed in the order given.

Step 1: Pet Microchip

To import a pet dog, cat, or ferret to Albania, your pet must first be identified with a 15-digit ISO 11784/11785-compliant pet microchip. The microchip number should be reflected on all documentation. If your pet’s microchip is not ISO 11784/11785 compliant, importers can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital, or a trained nurse should implant the microchip. You should receive documentation on how to register it in the manufacturer’s or your government’s database.

Step 2: Vaccinations

For pet dogs, cats, and ferrets over 12 weeks of age entering Albania from a rabies-controlled country, proof of rabies vaccination is required. The vaccination must be administered no sooner than 21 days prior to entry. Your pet must enter Albania no more than the expiration date of the vaccine manufacturer.

All primary vaccinations should be administered with one-year vaccines. Albania will not recognize any rabies vaccinations administered before a microchip is implanted.

Note that the results of a rabies titer test or an exemption letter from a veterinarian are no substitute for proof of rabies vaccination.

Vaccinations against diseases such as distemper, hepatitis, leptospirosis, parvovirus, feline viral rhinotracheitis, panleukopenia, and feline leukemia are always recommended when traveling internationally; however, proof of these vaccinations is not required when entering Albania.

Step 3: Rabies Titer (Serology) Test

A rabies titer test is not required to enter Albania from any country. However, as the World Organization for Animal Health classifies Albania as a high-rabies country, a rabies titer test could be required if your pet will be returning to your origin country. It is much easier to have the test done before traveling, and many countries require that it be done well in advance of entry.

Note that rabies titer test results are no substitute for proof of rabies vaccination (rabies certificate, government-issued vaccination booklet, or EU Pet Passport).

Step 4: Parasite Treatments

Albania requires that your pet be treated for internal and external parasites shortly prior to travel. The administering veterinarian can record these treatments on the health certificate or issue pet owners a record of treatment.

Step 5: Health Certificate

All countries worldwide require an original health certificate, including

  • owner’s information
  • origination and destination details and
  • details of your pet and
  • vaccinations and treatments and
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Depending on the country of origin, additional details and treatments must be listed.

Within 10 days of travel, a licensed veterinarian in the origination country must complete the bilingual pet health certificate for Albania. After issuance, the certificate must be endorsed by a government veterinarian. This official represents the agency in the origination country that is responsible for the import and export of live animals.

Note that an EU Pet Passport or vaccination booklet will not substitute for a health certificate.

Step 6: Import Permit

An import permit is not required for pet dogs and cats entering Albania with their owners. Commercial imports will require an import permit, which should be arranged through an agent.

Importing Puppies and Kittens to Albania

Puppies and kittens should not be vaccinated for rabies until they reach 3 months of age. Unvaccinated puppies and kittens are not permitted to enter Albania. Puppies and kittens should wait 21 days before traveling after being fully vaccinated for rabies.

Banned Breeds

Albania does not publish a list of banned breeds. Pet owners are always responsible for their pet’s behavior.

Airline pet policies

Entering Albania by Air

Pets must enter Albania at the Tirana International Airport Nënë Tereza in Rinas.

Advance notice should be given to veterinary officials at the airport so they will be available to inspect your pet and its passport documentation upon landing. This is especially important if they arrive outside of normal business hours.

All domestic dogs and cats must be free of evidence of disease communicable to humans when examined at the entry airport.
If your dog or cat is not in apparent good health, further examination by a licensed veterinarian may be required at your expense.

Importing Other Pet Animals to Albania

Birds, invertebrates, tropical fish, reptiles, amphibians, and mammals such as rodents and rabbits are not subject to the requirements of rabies vaccinations. They may have to meet other requirements and must have a health certificate to enter Albania. An agent will be required to arrange the transport.

Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is crucial if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If this is the case, you will have to submit additional permit applications.

    I have been waiting for my vets certification but it has not arrived. Has almost been 10 days. We have tickets leaving tomorrow. What can we do?

      Jeni – if you submitted your pet’s health certificate to the USDA or CFIA, you need to contact them to find out why the endorsement has been delayed.

      Tamir – ferry companies generally confirm that your documentation to enter Albania is correct.

    Do I need to reapply all the paperwork to bring my cat back to the US thru Tirana airport?

      Dee – we are not sure if you are changing airline companies in Albania or not. If yes, then your cat must enter Albania to check in to the next airline. If no, then the need for paperwork will depend on whether your cat received another rabies vaccination while in Albania and how long it remained there. All pets should travel with proof of current rabies vaccination and a health certificate.

    Hi!
    We will be travelling with two dogs from Slovenia through Croatia, Serbia, Bulgaria to Turkey. The Slovenian government will issue for both dogs a health certificate (they have been vaccinated against rabies and have done the titer test). We are going to spend 4 days in Turkey, then we are going to stay 10 days in Greece. After that we will be heading home through Albania (where we are going to spend 1 night), Montenegro (we are going to stay there 2 nights), Bosnia and Croatia.
    Could you please inform me, if our dogs need health certificate for entering in Albania. If yes, where and how can we obtain such certificate.

      Irena – Turkey has its own health certificate as does the EU. Turkey’s validity is 48 hours, and Greece is 10 days to enter and 40 days once in the EU. Albania does accept the EU health certificate, but the questions is whether you can reenter the EU with the same health certificate after visiting Albania, Montenegro and Bosnia. We cannot answer that question.

    I hope this message finds you well!

    I will be flying to Tirana from Istanbul with my 4-year-old cat. My cat is already identified with a microchip. The rabies vaccination was done on the 11th of June. Our flight is on the 10th of July. We were told by the Turkey recognized veterinarian to get the health certificate processed on the 8th of June. We will be flying with Air Albania. Except for the steps mentioned above, is there anything I need to take into consideration?

      Ola – you seem to have understood the requirements to import your cat to Albania. Know that a rabies titer test will be required to return to Turkey.

    I’m considering visiting Albania for a month with a cat. import-wise, I have the documents (microchipped in 2023, international passport issued in 2025, had the rabies antibody test doc from 2024 and revaccinated in 2025), our government also issues a travel doc 3 days before the departure. I’m traveling from Ukraine, likely through Poland and Austria. While I think I figured out the “import” piece, I’m not sure about the return. When returning from Albania, is there any additional documentation required (we’d have the same passport, chip and rabies test done in Ukraine – all international standard), but is there some sort of travel certificate required?

      Rade – As you have been traveling for a month, it would be wise to see a veterinarian before reentering Ukraine for a health check.

    We will be moving to Italy from the USA (Hawaii) in the summer of 2026 and will have obtained the Shengen travel requirements for our dog’s arrival in Italy. Then, after 3 months in Italy, we will then go to Albania. What additional documentation (if any) will be required for going to Albania after 3 months in Italy?

      Jim – you will need a current health certificate for your dog to enter Albania. EU Pet Passport that you get for your pet in Italy (if you decide to get one) is not a replacement of a current health certificate.

    Hi there,

    Me and my dog are from the UK and currently in Spain. We will be travelling to Albania soon. Her AHC we got done in the UK will still be valid and we also plan on getting her a EU pet passport.
    Will her AHC from the UK be sufficient for Albania and is there anything else we need to consider?

    Ive tried finding information on the government website but I couldnt find definite answers.

      Lucy – The AHC from the UK is valid for 4 months to reenter the UK, but not for entering Albania. Have your veterinarian complete a health check within 10 days of entering Albania. Know that a rabies titer test is required to reenter the EU or the UK. It is best to get this test done prior to traveling.

    Здравствуйте! Я собираюсь поехать в Албанию из Польши, у меня кошка, прививка от бешенства уже поставлена, паспорт ЕС есть, нужны ли какие-то дополнительные прививки и тест на титры. И после Албании планируем ехать в Черногорию

      Перед отъездом вам необходимо сделать вашей кошке тест на титр антител к бешенству. Он понадобится для въезда в Черногорию. Этот тест полезен при въезде в любую страну, а также при возвращении в Польшу.

    Hallo Susan, erst einmal vielen Dank für die Bereitstellung der ganzen Informationen, dass war für uns sehr hilfreich. Wie beabsichtigen Ende April von Deutschland aus über Montenegro nach Albanien zu reisen und haben konkret eine Frage zu den Angaben, die Du weiter oben gemacht hast:

    “Innerhalb von zehn Tagen nach Reiseantritt muss ein zugelassener Tierarzt im Herkunftsland das zweisprachige Gesundheitszeugnis für Haustiere für Albanien ausfüllen. Nach der Ausstellung muss das Zeugnis von einem staatlichen Tierarzt bestätigt werden. Dieser Beamte vertritt die im Herkunftsland für die Ein- und Ausfuhr lebender Tiere zuständige Behörde.”

    D.h. das Gesundheitszeugnis, welches unser deutscher Tierarzt ausstellt und von einem Amtstierarzt in Deutschland bestätigt wird, darf nicht älter als 10 Tage bei Einreise nach Albanien sein? Wo finde ich das zweisprachige Gesundheitszeugnis für Albanien?

      Hallo Ingo – Albanien akzeptiert EU-Gesundheitszeugnisse; dies hängt jedoch davon ab, wie lange Sie sich vor Ihrer Einreise nach Albanien in Montenegro aufgehalten haben. Falls Sie nach Deutschland zurückkehren möchten, benötigt Ihr Haustier einen EU-Heimtierausweis mit dem Ergebnis eines Tollwut-Titertests. Sollte Ihr Haustier bereits einen Ausweis besitzen, empfiehlt sich eine Gesundheitsuntersuchung kurz vor der Einreise nach Albanien.

    Buon giorno,

    Ad agosto devo partire con il cane di mia sorella per l’Albania, staremmo una settimana li ed una in Kosovo dopo di che si rientra sempre jn nave dall’Albania.
    A inizio aprile il cane deve rifare il richiamo del vaccino per la rabbia e dopo chiederemmo al veterinario di fare il prelievo per ottenere il titolazione anticorpale antirabbia.
    Ho anche scritto all’Asl e mi hanno detto che mi servirà un certificato di esportazione ma non mi hanno dato informazioni su quanto prima richiederlo e soprattutto se va richiesta da mia sorella proprietaria del cane o da me.
    Mi serve qualche altro documento per viaggiare visto che il cane non è mio?

      Alexandra – Dovrete ottenere il certificato sanitario di esportazione entro 10 giorni dalla partenza per l’Albania. Vostra sorella dovrà autorizzarvi a rappresentarla nel trasporto del suo animale domestico. Tale autorizzazione può essere rilasciata tramite una lettera notarile o una procura. La lettera dovrà contenere tutte le informazioni relative al vostro cane, inclusi il microchip e l’itinerario di viaggio, e dovrà essere firmata da vostra sorella.

    hello, I will be flying from the UK to Albania with my guide dog. We have an EU pet passport, are up to date on everything, and have a certified rabies titer certificate. My veterinarian is having a hard time understanding which AHC is needed for Albania. We are supposed to fly on the 10th and are running out of time.

      Keridwyn – an AHC is for EU destinations. You will need an Export Health Certificate (EHC). Because there is no published EHC for Albania, you should contact the Animal and Plant Health Agency (APFA). https://www.gov.uk/guidance/get-an-export-health-certificate#if-you-need-help.

    We are leaving for a European road trip 12/5 and plan to enter Albania 26/5. I have a declaration of ‘fit for travel’ from my vet which I could renew on 12/5 but then it would still not be within 10 days… Is that a problem? I can’t see how to get around this.

      Anke – if you currently reside in an EU Member State, then your pet’s EU Pet Passport will suffice to travel within the EU. If you are entering the EU from a third country outside of the EU, then you will need an EU Health Certificate which is valid for 10 days to enter the EU and for 4 months to travel within the EU. If you are entering the EU from a country classified as unlisted, then your pet will need a rabies titer test 3 months prior to entering the EU. This applies to Albania as well if you leave the EU and enter this country.

    Hi, thank you so much for sharing this really helpful information. I think I understand everything, but just wanted to double-check with you to be sure.

    We’re preparing to move to Albania with our cat and are planning to fly Bangkok–Istanbul (1 hour transfer)–Tirana. All our documents are ready from the Thai side, but we’re a bit unsure about the latest requirements for the rabies titer test for entering Albania. We’ve already done the test about a month ago, but we understand that for the EU there is usually a 90-day waiting period before it’s considered valid and for Albania it’s still not required.

    Could you please confirm if this applies in our case? Thank you in advance for your help!

      Daria – the titer test is recommended, not required, for pets entering Albania. As long as you fly in and out of IST with the same airline company, your pet will transit Turkey and the test is also not required.
