What is a Pet Passport?

We refer to a pet passport as a collection of documents according to Türkiye pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport will include proof of microchip, rabies vaccination, rabies titer test, and international export health certificate issued by a licensed veterinarian in the origination country.

Animals Eligible for These Regulations

Unless otherwise stated, the regulations below apply to domestic dogs and cats including service and assistance dogs and cats. These regulations do not include the import of wolf hybrids, Savannah and Bengal cats, unless 5th generation removed from the pedigree.

Pets in Türkiye

Pets play a significant role in many households in Türkiye, and the country’s pet culture is diverse and well-developed. Dogs are popular and cats are extremely popular and often treated with special reverence. Street cats, particularly in cities like Istanbul, are well-cared for by the community.

Türkiye has a robust network of veterinary clinics, particularly in urban areas. There are regulations in place for pet ownership, including requirements for vaccinations, microchipping, and registration of dogs. However, stray cats and dogs are a significant issue, particularly in urban areas. Owners should take steps to protect their pets from parasites sometimes carried by stray animals and fully vaccinate them against contagious diseases.

Many parks and public spaces are pet-friendly, providing areas for pets to exercise and socialize. Some cities also have dedicated dog parks.

Flying a Pet to Türkiye

Turkish Airlines accepts pets in the cabin, as checked baggage or air cargo, is based in Istanbul, and has a comprehensive network of destinations that are served. Other commercial airlines that offer services for pets that fly to Istanbul Airport are Aegean Airlines, Aeroflot, Air France, Asiana, British Airways, China Eastern and Southern, Emirates, Ethiopia, Etihad, flydubai, Gulf Air, KLM, Kuwait Airways, Oman, Qatar, Saudia, Thai Airways, Transavia, Uzbekistan Airlines to name a few. This is the second busiest airport in the European Union. Pets transiting Türkiye should remain on the same airline.

Flights to Türkiye should be direct or transit through a rabies-controlled country or another EU Member State if possible*. *Note: If your pet has a layover in an EU Member State in its itinerary, then additional requirements will apply.

Find a Licensed Veterinarian

Before beginning any pet export procedure, make sure your veterinarian is approved by the governing veterinarian authority in your pet’s country of origin. The agency of the government that is responsible for the movement of live animals should either license or employ your veterinarian.

Quarantine for Pets Entering Türkiye

Quarantine will not be imposed on your pet if the following regulations are met. Pets not meeting import regulations will be quarantined, returned to the origin country or euthanized. All costs are the responsibility of the importer.

All steps required to import a pet dog or cat to Türkiye (formerly Turkey) must be completed in the country of origin. Complete steps 1-6 in the order given.

Step 1: Pet Microchip

Having your pet identified with a microchip is important when traveling internationally for several reasons. First, a microchip will tie your pet to its documentation when entering a foreign country. Second, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database. Third, most countries require that pets be microchipped and compliant microchips may be difficult to find should your pet ever leave the country.

Your pet must be identified with a 15-digit pet microchip which is compliant with International Standards Organization standard 11784 or Annex A of ISO standard 11785 prior to entering Türkiye. All documentation must reflect the microchip number. If your pet’s microchip is not ISO 11784/11785 compliant, importers can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital or trained nurse should implant the microchip. Documentation should be provided as to the manufacturer of the microchip and registration instructions.

Step 2: Vaccinations

All cats and dogs must be vaccinated for rabies at least 30 days prior to entering Türkiye. Multi-year rabies vaccinations are rnot recognized. The administering veterinarian should record vaccination information, sign and stamp one of the following documents depending on veterinary practices in the country of origin:

  • a rabies certificate
  • a government-issued vaccination booklet or
  • an EU Pet Passport

Other Vaccinations

Dogs must be vaccinated against distemper, hepatitis, leptospirosis, and parvovirus. Cats must be vaccinated against feline viral rhinotracheitis, panleukopenia and feline leukemia.

Veterinarians must record vaccinations on the international health certificate (step 5) at intervals required by veterinary health procedures of the origination country.

Step 3: Rabies Titer (Serology) Test

A rabies titer test, also known as a rabies antibody test or rabies serology test, is a blood test that measures the level of rabies antibodies in your pet’s blood. The test will assess the effectiveness of a rabies vaccination or determine your pet’s immune response to the rabies virus. When required, a licensed veterinarian will administer the test more than 30 days after the most current rabies vaccination.

All dogs and cats entering Türkiye must have a rabies titer test. Samples must be processed at approved laboratories. Pets entering Türkiye without a rabies titer test are subject to 21 days of quarantine at the importer’s expense.

Note that rabies titer test results or veterinary exemption letters are no substitution for proof of rabies vaccination.

Step 4: Parasite Treatments

According to all preventative measures to ensure public health and the safety of your pet, treatments for internal and external parasites should be administered prior to entering Türkiye.

The treatment of pets for internal parasites, especially Echinococcus multilocularis, as well as external parasites (fleas and ticks) should be discussed with your veterinarian who will administer according to disease status of the origination country. These treatments are required.

The administering veterinarian must record these treatments on the health certificate or issue a record of treatment.

Step 5: Health Certificate

All countries worldwide require an original health certificate (sometimes known as a Certificate of Veterinary Inspection) for live animals entering their country. The certificate should include the following information:

  • details of your pet and
  • vaccinations and treatments and
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel, does not have any open wounds in the process of healing, and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Your veterinarian will include additional details and treatments on the certificate depending on the country of origin.

A government veterinarian in the origination country must endorse the health certificate within 48 hours of entry.

A government veterinarian must either issue the certificate or endorse the certificate after issuance by a licensed veterinarian. This official represents the agency in the origination country that is responsible for the import and export of live animals.

Step 6: Import Permit

Pet dogs and cats entering Türkiye with their owners do not need an import permit. Commercial imports will require an import permit.

Importing Puppies and Kittens to Türkiye

Puppies and kittens should not be vaccinated for rabies prior to three months of age. The minimum age of import to conform to regulations is 7 months.

Breeds Banned from Import to Türkiye

Türkiye does not permit the import of the following breeds or their crosses: Pit Bull Terriers, Japanese Tosa, American Pit Bull Terrier, Bull Terrier, American Staffordshire Terrier, Dogo Argentino, Fila Brasileiro, Rottweiler, Staffordshire Bull Terrier, Neapolitan Mastiff, Spanish Mastiff, Dogue de Bordeux, Roman Fighting Dog, Bandog Tosa Inu, Mastiff, Tibetan Mastiff or similar, mongrel breeds.

Airline pet policies

Entering Türkiye by Air

Pets can enter Türkiye at a variety of airports and land inspection posts. For international travel, Istanbul Airport is the most common destination airport. Pets can enter in the cabin, as checked baggage or air cargo according to airline pet policies.

Pet owners should select flights with earlier arrivals and during normal business hours, if possible, so as to ensure veterinary inspectors are available to clear their pet.

Two pets per person can enter tax-free as long as they don’t arrive unaccompanied (air cargo). The owner must be present at customs clearance or have issued their representative or agent a Power of Attorney and either an original passport or notarized copy indicating that they arrived in Türkiye within 30 days of their pet.

Flights should be direct if the duration of the flight does not violate animal welfare laws. Layovers should be short and not involve a change in airline companies. If your pet’s itinerary involves a layover in the European Union, then additional requirements will apply.

Advance notice

Importers will need to provide advance notice to veterinary officials at the airport so they will be available to inspect your pet and its passport documentation upon landing. This is especially important if your pet will be arriving outside of normal business hours.

Whenever your pet travels to a foreign country like Türkiye, it is always advisable to carry some form of identification indicating ownership of your pet.

A government veterinarian will provide further examination if your dog or cat is not in apparent good health when entering Türkiye. All costs associated with further inspections or treatments will be borne by the importer.

Importing Other Pet Animals to Türkiye

Birds, invertebrates, tropical fish, reptiles, amphibia, mammals such as rodents and rabbits are not subject to requirements of rabies vaccination but may have to meet other requirements and should have a health certificate to enter Türkiye. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Türkiye has imposed trade restrictions on U.S. origin domestic and wild birds (for any intended use) from the states of California, Georgia, Indiana, Iowa, Kentucky, Michigan, Minnesota, North Carolina, North Dakota, South Dakota, Utah, Vermont, and Washington, due to Avian Influenza.

Exporting Resident Pets from Türkiye

Pet owners planning to export their resident pets from Türkiye must visit the local branch of the Ministry of Food, Agriculture and Livestock with their pet at least 48 hours before departure. Owners should bring their pet’s shot records to get a Veterinary Certificate for Domestic Dogs, Cats and Ferrets for Exportation from the Republic of Türkiye.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is crucial if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If this is the case, importers will have to submit additional permit applications. The agency that issues these permits is responsible for the protection of wildlife in your country.

    Hello,
    My puppy was born on 18 March 2025 in Netherlands, received his rabies vaccination on 27 June 2025, and is scheduled for the titer test on 28 July 2025, with results expected by 8 August. He holds a EU passport and chipped. We plan to travel to Turkey shortly after receiving the results and return to the Netherlands on 30 August. I understand that some countries require a 3-month waiting period after the titer test, could you please confirm whether this applies in our case and if we might face any issues entering Turkey or returning to the Netherlands with this timeline?

      Gizem – get the titer test results recorded in your pet’s EU Pet Passport. The 3-month wait does not apply in this case. What you will need to find out is whether your pup will be allowed to enter Turkey before the 3-month wait. We do not see an exception in this case.

    In case I enter to Turkey with my service dog just for an 8 hour flight connection, do I still need to fill the above requirements?

      Maria – if you will need to clear security for any reason (changing airline companies, taking your dog outside, etc.) then you will clear customs and enter Turkey and the requirements will apply. If you fly in and out of Turkey on the same airline and you stay in the secure area of the airport until you board your next flight, then requirements do not need to be met.

    3 bucuk aylik kopegim, 24.07.2025 tarihinde kuduz aşısı birinci dozunu oldu, 15.08.2025 tarihinde ikinci dozu olacak. Titre testini bekleme süresinden dolayı ağustos ayında olacak ve sonuç Eylül ayında gelecek. Sonuç geldiğinde, bazı yerlerde söz edilen 3 aylık bekleme süresi olmadan geçerli test sonucuyla Türkiye’ye havayoluyla girişte bir sıkıntı yaşar mıyım? Ekim ayında seyahat etmem gerekiyor. AB evcil hayvan pasaportu var.

      Merhaba, hangi ülkeden seyahat ettiğinizi bilmiyoruz. AB üyesi bir ülkeyseniz, testi AB’de yaptırın ve geçerli bir AB Evcil Hayvan Pasaportuna kaydedin. Bu durumda, 3 aylık bekleme süresi geçerli değildir. Veterinerinizin titre testini yapması için son kuduz aşısından sonra 31 gün beklemeniz gerekecektir.

    Hello. I am having a trip with my 2 kittens to Istanbul/Turkey next week and we will stay there for a week.
    Do I need to have a titer test verification for them? They are coming from Iran.
    Also, I will leave the country to the U.S. Do I need to do anything like any kind of permission from turkey when leaving?

      Bt – kittens and puppies are not permitted to enter Turkey from Iran without conforming to regulations. To conform to regulations, they need to be a minimum of 7 months of age.

      Hoa – Si vous ne changez pas de compagnie aérienne et que votre animal reste dans la zone sécurisée de l’aéroport, votre animal n’entrera pas en Turquie et aucun document n’est requis.

      C – the answer depends on the destination country. Some countries have a validity period on rabies titer tests. Others, like Turkiye, will honor them for the life of your pet if rabies vaccinations are kept continuous.

    Do you need a titer test for a cat to leave Türkiye? I have the rabies and parasite vaccinations done, a Turkish passport, and microchip. Also, where would I find information for the location of my local Ministry of Food, Agriculture, and Livestock in Istanbul? What kind of report do I need from my vet?

      DJ – it would depend on what country your cat is traveling to. Turkiye is classified as a high-rabies country by many other countries. You will need a health certificate issued shortly prior to travel as every country requires that.

        I am a resident in Turkiye, I want to travel from Vienna, Austria to Istanbul with my 10 week old corgi pembroke puppy. I read somewhere that puppies under 10 week do not need rabies vaccination nor titer test, only a Veterinär travel approval. Can you help me? What are the requirements for bringing my puppy to Istanbul.

          Celina – Türkiye has strengthened its regulations and now requires a rabies titer test for pets entering from any country unless they are returning to Türkiye after being abroad and have a rabies titer test administered before leaving the country. To conform to regulations, puppies and kittens must be at least 7 months of age. Rabies vaccination must not be administered prior to 3 months of age.

    Are there land customs that will do the inspections?

      Yvonne – not sure of your route but your cats will need an Animal Health Certificate to enter any EU Member State. Turkiye has its own health certificate with a very short validity date.

Tengo ya todos los documentos reglamentarios para el viaje hacia Oman, mi pregunte es, necesito llenar algun formulario o hacer una solicitud especial para el ingreso a Estambul? Los requisitos practicamnete son los mismos que ya tengo de mi gato.

      Julie – No se requieren requisitos si vuelan a Estambul y salen de ella con la misma aerolínea y, si su mascota viaja en la bodega, la escala no supera las 3 horas. Si viaja en cabina, permanecerá en la terminal del aeropuerto hasta embarcar en su siguiente vuelo.

      Joanne – Turkey will recognize your dog’s rabies titer test as valid IF your pet was microchipped and vaccinated for rabies 30 days before the test AND IF the sample was processed at an EU-approved laboratory AND IF all booster rabies vaccinations were administered before previous vaccinations had expired since the blood was taken for the test.

    Hi,

    I am a bit confused about the rabies titer test. I am planning to travel to Türkiye with my dog via Istanbul Airport. I have come across conflicting information in responses about traveling from the EU to Türkiye. Some replies indicate that “the rabies titer test is required for entry into Türkiye and must be carried out at least 3 months before arrival,” while others state that the 3-month waiting period does not apply.

    Is it required for the rabies titer test to be conducted at least 3 months before entering Türkiye with a pet holding an EU pet passport? Official information on this matter would be very helpful. Unfortunately, I have not been able to find any.

      Sasha – the titer test must be administered at least 3 months of entering Turkey, even from the EU. The confusion may arise from the fact that if you get the test results recorded in your pet’s EU Pet Passport, the 3-month wait is waived for pets retuning to the EU.

    Добрый день. Подскажите пожалуйста, по приезду в Турцию самолетом с котом, в которого есть все документы, нужно ли идти через красный коридор или зеленый? Нужно ли заполнять какие-то декларации заранее? И что такое 48 часовой тест? Летим из Португалии, здесь справку о состоянии здоровья выдают за 10 дней.

      Jony – Здравствуйте! По прибытии в Турцию вы с кошкой пройдёте в красный коридор, так как вам необходимо задекларировать свою кошку. Необходимая для въезда в Турцию ветеринарная справка должна быть выдана и заверена государственным ветеринаром Португалии в течение 48 часов после вылета.

    I’m flying USA-Kazakhstan-USA with a layover in Turkey (3 hours) on Turkish Airlines with my service dog. Does she need to have rabies antibody titers if we don’t leave the transit area?

      Margarita – if you are not changing airline companies in IST, then your dog will transit Turkey and the titer test is not required.

      لا، لستَ بحاجة لإعادة فحص العيار قبل دخولك تركيا. سيظل تطعيم حيوانك الأليف ضد داء الكلب ساريًا.

    Merhaba,
    Abu Dhabi’den İstanbul’a uçuşum var. Köpeğime Eylül ayında 2. kuduz aşısını yaptık, üzerinden 31 gün geçti ve bugün (24 Ekim) kuduz antikor (rabies titer) testini yaptırdık.
    Uçuşumuz 27 Kasim’da ancak son anda bazı ülkelerde bu testten sonra 90 gün beklenmesi gerektiğini duydum. Bu kural Türkiye için de geçerli mi? Seyahatimde bir sorun yaşar mıyım?

    Ayrıca Kasım ayında Türkiye’de kalacağız ve Ocak ayında Abu Dhabi’ye geri döneceğiz. Köpeğimizi BAE’den sahiplendik, pasaportu, tum aşıları ve çip işlemleri BAE’de yapıldı.

      Merhaba – Evcil hayvanınız, kan alımı tarihinden itibaren en geç üç takvim ayı içinde Türkiye’ye girebilir. Kuduz aşıları, tekrar aşılamadan önce sona ermemişse, test evcil hayvanınızın ömrü boyunca Türkiye’ye girmesi için geçerlidir.

Sadece bir kez daha teyit etmek istiyorum: Siz “kan alımı tarihinden itibaren en geç 3 takvim ayı içinde Türkiye’ye giriş yapılabilir” demiştiniz, yani 90 gün bekleme yok, giriş bu süre içinde yapılmalı diyorsunuz. Fakat Tarım ve Orman Bakanlığı’nın sitesinde ilk kuduz antikor titrasyon testinden sonra 90 gün bekleme gerektiği yazıyor gibi görünüyor.

    We are Travelling with our dog by car from Denmark to Alanya – we have had the titretest the 3 september 2025. It is put in the EU-pass port and we are bringing the testresult on paper too. When can we enter Turkey? We will have a health attest in the Passport and Our Vet will fill in the Health and Origin certificate for Domestic Dogs, is there anything else we need?

      Hello Susanne – your pet can enter Turkiye 3 December (3 months) after the blood was taken for the test. It is the same for all countries. Your pets’ microchip number must be recorded in the pet passport and implanted prior to the most current rabies vaccination. Your pet must have parasite treatments shortly prior to entering Turiye. Turkiye has its own health certificate which should be issued and endorsed in Denmark prior to departure.

    Ταξιδεύω με το κουτάβι μου από Ελλάδα στην Κωνσταντινούπολη που θα είναι 5 μηνών.
    Ο πρώτος εμβολιασμός λύσσας έγινε στις 13/11/2025 και το ταξίδι μου είναι στις 05/12/2025 .
    Δηλαδή 21 ημέρες πριν το ταξίδι.
    Θα μπορώ να ταξιδέψω γιατί διαβάζω ότι πρέπει να έχουν περάσει 31 ημέρες, να έχει κάνει και τεστ αντισωμάτων λύσσας και για τα κουτάβια ότι πρέπει να έχουν ηλικία ελάχιστη 7 μηνών .;
    Τι ισχύει;

      Fotis – Γεια σας – το κουτάβι σας δεν μπορεί να εμβολιαστεί μέχρι την ηλικία των 3 μηνών. Στη συνέχεια, πρέπει να περιμένει 30 ημέρες μέχρι να διενεργηθεί από κτηνίατρο έλεγχος λύσσας. Το κουτάβι σας μπορεί να εισέλθει στην Τουρκία 3 ημερολογιακούς μήνες μετά την αιμοληψία για την εξέταση. Εάν το κουτάβι σας εισέλθει στην Τουρκία πριν από αυτό το χρονικό διάστημα, θα τεθεί σε καραντίνα 21 ημερών.

    I have two questions hope you help me . My father is bringing my dog from Ulaanbaatar to Istanbul, and from Istanbul I will take my dog to Dublin. Since the dog’s documents are under my name, is there any problem with that, or is it fine?
    My second question is: my flight from Istanbul to Dublin is the next day. Can my father take my dog out of the airport, or does my father has to stay in the airport with my dog and wait for the next flight ?

      Chinbayar – you should be present at customs clearance in Turkey if you are claiming your dog. It may be tricky to get both health certificates done in Mongolia. You will need separate health certificates for both countries. This is a discussion your father should have with the veterinarian in Mongolia.

          Chinbayar – the answer depends on whether you are changing airline companies in Turkey and whether your dog is flying in the cabin or as checked baggage. If you are changing airlines in Turkey, then your dog must conform to requirements to enter the country. If you are not changing airlines in Turkey and your dog is flying in the cabin, you will wait in the secure area of the terminal until boarding your next flight. If your dog is flying as checked baggage, contact your airline and ask them if arrangements can be made to hold your dog in a secure area of the airport. Generally, this is longer than pets flying as checked baggage can be held.

We are not aware of a blanket neutering requirement but it is always recommended if your dog is classified as an aggressive breed. Several of these breeds are banned from entry.

    Coming from Indonesia headed to Albania. Have a stop in Istanbul at IST. Only tickets available for my trip was self transfer from Turkish Airline to Air Albania with a 16 hour layover.

    Albania doesn’t need the titre test but I’m wondering does Turkey require the 3 month waiting period or is having the test results enough?

    Unfortunately I could only buy self transfer for getting to Albania so no matter what I’d have to end up going through immigration at the airport.

      Ashley – yes, the titer test is required and, technically, it must be administered 3 months prior to transport. We cannot attest as to how your transit will be handled, but Turkey has had issues with illegal titer tests and they may focus on that when you clear customs.

    Hello. I’m traveling from USA to Greece and Turkey. Total stay is 5 days in Greece and 4 days in Turkey before flying back to USA. I have all the required papers from the US (USDA endorsed health certificate, FAVN titer test results, and Endorsed Rabies Certificate filled out by my vet prior to leaving US). I also have EU passport for my dog from Greece that was certified by the Greek government.

    Question: do I need to go see a vet in Turkey and get papers for returning to the US? It was never required when visiting EU countries for a few days before but is Turkey different? Or is the Endorsed Rabies Certificate I got from my vet in the US good enough for returning to the US? Thank you!

      Ella – if your dog has a Certification of U.S.-issued Rabies Certificate endorsed by the USDA, then it can enter the US at any port. You will need to apply online for a CDC Dog Import Form.

    Hello Susan, I’m visting Greece for 5 days and Turkey for 4 days from USA with my dog. I have all the required papers incl FAVN titer test results for the travel from my vet and got it endorsed by USDA. My vet also completed the Endorsed Rabies Certificate before I left US for Greece. My dog also obtained an EU passport and got it stamped by thr Greek govt so we can go to Turkey.
    My question is, do I need to get a health certificate from Turkish vet during the 4 days of my stay in Turkey before returning to the USA? One of the local vets in Turkey says their laws are different and I can only obtain the health certificate at a district agricultural office so I am confused… Can you please help? Thank you so much.

      Ella – technically, the US does not require a health certificate for non-commercial imports, although your airline may require one. You may want to contact your airline and ask what paperwork they are expecting. The regulations state that pet owners planning to export their resident pets from Türkiye must visit the local branch of the Ministry of Food, Agriculture and Livestock with their pet at least 48 hours before departure; however, it is worth checking to see if this requirement applies to short stays such as yours. Try giving this agency a call to inquire.

    Hi. I am bringing my dog to Turkey from Portugal. My dog has an EU passport. The blood sample was taken for her Titer test on November 26 2025. I have the report and have the results written on her passport as well. She is up on all her vaccinations (got rabies in August). She will get a health certificate from her Portuguese vet before we fly. I am still confused about if she needs to wait 3 months from November 26 or the 3 months is waived because the results were also entered in her passport.
    Can she travel on February 1, 2026 (which is about 26 days short of 3 months) ?

      Senol – we are not aware of an exception to the 90 day wait unless the pet is returning to Turkiye and had the test done prior to leaving the country.

I know that Turkey require yearly renewal, which will be done from now on, but what about the titer test. I was done many years ago and is valid for Denmark, but will Tr require a new becaurse rabiesvaccination now have to be yearly ?

      Ghita – the test is still valid with the following conditions. Your cat was microchipped at the same time or before the rabies vaccination was administered. The test was administered no sooner than 30 days after the rabies vaccination was administered.The sample was processed at an approved laboratory. The results are over 0.5 ml/IU. You have not let any rabies vaccinations expire prior to boosters being administered. Be careful if your pet has always had multi-year rabies vaccinations as Turkey classifies vaccinations invalid after one year.

    Hello. We plan to travel from Canada by air to the Netherlands with our 8 year old golden retriever. We will obtain the Canadian Food Inspection Agency veterinary certificate to take her to the EU within 10 days of leaving Canada on Feb 17. We plan to take her in a motor home from the Netherlands to Greece and then to Turkey, then back to the EU in the motor home. We did a similar trip from Spain to Morocco and back in 2024. We have the now expired EU Pet Passport from that trip, and also the titre test results from 2024 and proof of rabies vaccination since then. Will that be sufficient to allow us to bring her from Canada to Europe to Turkey and then back again? Thank you.

      Cleo – The EU health certificate you use to enter Greece will expire within 10 days of endorsement. Turkey will require their health certificate issued within 48 hours of import, so you will need to see a veterinarian in Greece for that. Depending on the length of time you spend in these countries, you may need another EU Health Certificate to reenter the EU. The titer test you have is valid to reenter the EU if the sample was processed in an EU-approved laboratory and all rabies have been kept current since the blood was drawn for the test.

    I am writing to respectfully seek clarification regarding Türkiye’s import regulations for dogs, specifically the rabies antibody titration test and the associated waiting period, and to inquire whether any flexibility or grace period may be available in exceptional circumstances.

    We are planning to travel to Istanbul with our dog as our first point of entry to Türkiye from Canada. All requirements have been carefully followed in good faith:
    Our dog has been microchipped since February 2021.
    Rabies vaccination was administered after microchipping and has been kept valid and up to date.
    A rabies antibody titration test was conducted at an accredited laboratory in Canada on 26 December 2025, with a satisfactory result exceeding 0.5 IU/ml.

    Our scheduled arrival in Istanbul is on 18 March 2026. Based on our understanding, this places our travel very close to the completion of the 90-day waiting period required for the initial titration test. The flight arrangements were made in advance, and rescheduling would be extremely difficult and costly.

    Given that all health, vaccination, and testing requirements have been fully met and that the shortfall, if any, would only be a matter of days, we kindly ask whether there is any grace period, discretionary flexibility, or alternative administrative solution that would allow us to maintain our current travel schedule without violating Turkish import regulations.

    Thank you very much for your time and consideration. We would greatly appreciate any clarification or advice you can provide.

      Mona – if you are flying in and out of IST on the same airline, then you will sty in the secure area of the airport with your pet (if flying in the cabin) until you board your next flight.If your pet is flying as checked baggage, the airline should move it from aircraft to aircraft within their fleet. Your pet will not need further documentation.

      Hello Tita – your cats should be current on their health vaccinations (feline viral rhinotracheitis, panleukopenia and feline leukemia.). You will need a Turkish health certificate issued and endorsed within 48 hours of travel. The titer test is still valid if all rabies vaccinations were administered within the validity period of the previous vaccination. An import permit is not required for pets entering Turkey with their owners. Generally, customs agents may be required for live animals arriving to countries as air cargo. We are not aware that a customs agent is required for pets entering Turkey in the cabin. You can search for an agent in Turkey at IPATA.org if you feel you need assistance.

    I have not health sertificate. Do I need one? 48 hours before?

    And how many tablets of the parasites inside do i take and how many hours befor going to turkey?

    Do i need anything for fleece and ticks?

    I have for sand flies to take in the skin of the neck 24 hours before we go. But this is not stamped in the passport.

    Please help me. I feel so lost and I felt so safe. But the days for traveling is comming fast. And I am scared to miss anything.

      Jorge – the answer depends on whether you are changing airline companies in Turkey and the class of service your pet is flying under (in-cabin, checked baggage or air cargo). If you are staying on the same airline and your pet is flying in the cabin, you will stay in the secure area of the airport. In this case, no titer test is needed. If your pet is flying in the cargo hold as checked baggage, check with your airline to make sure they will not require you to claim your dog during the layover and they will care for it in the secure area. In this case, no titer test is needed unless you must claim your dog. As for air cargo, the airline will care for your pet during the layover in the secure area of the airport. If you are changing airline companies in IST, then the titer test will be required as you will need to clear customs to check your pet with the second airline.

      Linzi – your dogs will need to conform to regulations to enter Turkey including Turkey’s health certificate. To enter Italy, you will need the titer test and an EU Health Certificate. The health certificate is only valid for 10 days after endorsement.

      Lisha – Turkey will require that your dog have a rabies titer test as well as a Turkish health certificate issued and endorsed within 48 hours of entry. We cannot say they will waive this requirement for pets transiting the country by ground. Best to contact the Republic Of Turkey Ministry Of Agriculture And Forestry to see if you qualify for an exemption to this requirement.

    hello, i have a 3 year old shih tzu who has been yearly vaccinated ever since he was 2 months old. I’m currently in Pakistan and i plan to move permanently to Canada in the summer via turkish airline since they allow cabin pets. i checked through all pakistan export requirements, canadian import requirements and turkish airline requirements for any mention of a titer test for my specific scenario. in which i’ll be probably having a few hour layover in turkey which i strictly plan on staying in the airport only. so tell me, would i need a titer test for my dog? I will have all his documentations and records ready,, i just need help regarding the titer test because my vets keep saying i need the titer test mandatory for travel which I cannot find any credible source that says so.

      Zoha – if you are flying in and out of Turkey with Turkish Airlines, your pet will stay behind security lines and not enter the country. In this case, the titer test is not needed.

    Hello. I’ve read several comments. I’m traveling from Poland with a 20-hour layover in Turkey, but my final destination is Colombia. I’ve consulted various sources and still have the same question. Colombia doesn’t require the antibody serology test, only all the other health certificates for my cats. My question is: If I don’t leave the airport in Turkey, and only have a layover, will they require this test? My entire trip from Poland to Colombia will be with Turkish Airlines.       William – if your cats fly in the cabin with you, then you will stay in the secure area of the airport and not clear customs until you board your next flight. If your cats are flying as checked baggage, you will need to confirm with TA that they will hold your cats as this is a long layover. Know also that if you intend to return to Poland from Colombia, your cats will need rabies titer tests. If this is the case it would be best to get them done and the results recorded in your cats’ EU Pet Passport before leaving Poland.

      Petite – the answer will depend on whether your pet is flying TA in the cabin or as checked baggage. If the former is true, you will stay in the secure area of the terminal with your pet and transit Turkey. If the latter is true, then you may need to claim your pet and enter Turkey. If this is the case, your pet must conform to regulations to enter the country including the titer test. Contact TA to see if they have facilities to hold and care for your pet during the layover.

      Ady – technically, if you change airlines in Turkey, you will need to clear customs and enter the country. This will trigger a titer test and another health certificate (Turkey has their own HC.) If you can stay in the same terminal for both airlines and prepay your cat’s passage on the second airline, you should be able to avoid this, but that may be difficult.     Jetzt habe ich aber gelesen, dass die Impfung in der Türkei nur für ein Jahr lang gültig ist? Stimmt es? Heißt ich müsste ihn bald erneut impfen lassen und dann abwarten um den Titer-Test zu machen?

      Hallo Alexandra – rein formal gesehen ist der Tollwut-Titer-Test gemäß den türkischen Vorschriften im Oktober 2025 abgelaufen. Früher wurden mehrjährige Tollwutimpfungen akzeptiert; dies ist jedoch nicht mehr der Fall. Sie müssen Ihr Haustier erneut impfen lassen und 30 Tage warten, bevor der Test durchgeführt wird. Sie können dies bei einem lokalen Dienstleister in der Türkei bestätigen lassen. Einen solchen finden Sie über IPATA.org.
