Pets traveling internationally from Canada must have their health certificates issued by their veterinarian and endorsed by the Canadian Food Inspection Agency (CFIA) prior to travel. CFIA health certificate endorsement is required to export a pet to a foreign country. The following is the procedure for acquiring this certification.

Your veterinarian will complete the veterinary health certificate including:

  • Number and species of pets*.
  • Breed, sex, age and color or animal identification.
  • Name and address of the owner OR the kennel of origin.
  • Origination and destination countries.
  • Vaccination information including manufacturer, dates of vaccination, lot numbers and expiration dates.
  • Veterinary attestations
    • That your pet did not originate from an area where rabies has occurred or is under quarantine for rabies.
    • That your pet has not been exposed to rabies.
    • That your pet is healthy and shows no signs of contagious diseases.

*Note that some health certificates are only valid for one pet.

Some countries require a rabies titer test which should be attached to the health certificate along with the rabies certificate(s). Many countries also require a certificate of treatment against ticks and tapeworms sometimes referred to as the Echinococcus treatment which should be included on the health certificate along with manufacturer name, administration date and validity date.

Your veterinarian must sign and date the forms required for the country your pet is traveling to in any color of ink other than black.

After making an appointment, take or mail the original of the form(s) to the nearest CFIA and they will endorse and stamp them.

There is a fee for CFIA endorsement ($22.00). More than one pet with the same owner going to the same destination can be listed on a form if the destination country permits it. If your veterinarian uses separate forms for each animal, there will be a cost per form.

If there is not a CFIA office located nearby you can send the forms by mail. Include:

  • The original of the form(s)
  • Payment in the amount of $22 per form
  • A postage-paid, self-addressed, stamped, envelope for returning the forms to you.

The CFIA normally sends the forms back within two business days of receiving them.

      Suzi – a veterinarian in Canada issues the veterinary health certificate then it is submitted to the CFIA for endorsement. You can search for a veterinarian in Canada at Canadian Veterinary Medical Association website.     I live in Victoria British Columbia and I have been reading allot about Authenticating the health certificate for importing my dog at the Panama Consulate.
    I was wondering if I can have the certificate Apostilled instead of having to go to Vancouver to get it authenticated?
    I am a bit confused because I have read contradictory statements about this on different websites, IE: Panama consulate website.
    I hope you can provide me with the current correct answer,

      Brad – we agree that this requirement is a bit confusing. According to the Ministry of Agriculture, “the health certificate issued by the Health Authority of the country of origin, legalized by “Apostille” by the Ministry of Foreign Affairs or Consulate in Panamanian diplomatic offices.”

      We have always recommended that the health certificate be set to the Panama Consulate via overnight delivery (with tracking) with a money order for the fee. Also, return postage should be included. Having the document apostilled does not appear to have the same legal authority, hence our recommendation. In any case, the action must be done at one of the agencies listed above.

        I travel back and forth from Calgary AB to Cancun Mx with my cat.
        I always have the proper documentation for her.
        I am just wondering if I can get a Pet Passport for her?

          Rosemary – official Pet Passport booklets are only issued to EU resident pets. There are other countries that issue vaccination booklets as well; however, Canada does not. We refer to a “pet passport” as the collection of documents required to import a pet to a foreign country. That said, Mexico does have a Frequent Traveler program. Are you familiar with it?       Hari – the United States is very cat friendly. Your cat should have proof of rabies vaccination and health certificate for your airlines if they require it. Cats are not required to be vaccinated for rabies, but it is recommended as the US is not rabies free.

    My family and I will be relocating to Portugal from the United States. We would like to drive from the United States to Canada, stay overnight one night (flexible), then fly from Toronto to Portugal. Will our dogs need the USDA certification or the CFIA endorsement, or both?

      Cassie – the EU Health Certificate for Portugal is valid for 10 days after endorsement for non-commercial transports. If you have the certificate endorsed in the US, ask your airline if this is acceptable for them as the itinerary will show the US as the origination of the transport.

        Andrea – ask your airline what certificate they expect to see. The cleanest way is to have a certificate issued in Canada, but your airline may not require this.

    Hi, My 2kg Biewer terrier has all his shots and microchip as a Dubai Resident. I’d like to visit family in Toronto for 4 weeks and bring him with me. I have that part sorted. What I am not sure how to navigate is to have him travel with me directly to Spain (we are moving). I believe I need a CFIA EU vet certificate and then to navigate the CFIA process. ANY support or recommendations appreciated!

      Cheryl – the CFIA vet certificate is used to enter Canada. If you are in Dubai currently, you will need to conform to regulations to enter Spain. Once in Spain (assuming you will remain in Spain due to the relocation), you can see a veterinarian to issue necessary documentation to import your terrier to Canada. We hope we understood your post.     Hello. I am blind and use a trained and certified guide dog to get around. We will be traveling from the U.S. to Italy for a month this July-August. We will also board an MSC cruise ship in Venice with ports of call in Greece and Croatia. And finally, we will travel to Switzerland via train for two days before returning to Italy.

    I have informed the cruise line that I will be traveling with my guide dog, and have identified the necessary documents to satisfy their policies. I have traveled with my guide out of the country several times, and I know that some countries, especially European countries, accept the paperwork filed by the cruise lines ahead of the trip and do not ask for my documents when I leave the ship in a port of call. However, I just spoke with the Greece Consulate in Washington D.C. and the gentleman there stated I need a “pet passport.” It’s my understanding that a “pet passport” is simply the collection of documents that I need to enter Italy and to board the cruise ship, not an actual legal passport humans use. Is this accurate? I have seen websites offering “pet passports” as if they are issued by the U.S. government, but they strike me as being gimmicks, not legal governmental documents. Can you clarify this issue for me, please?
    One more question, given that we will be out of the U.S., flying out on July 19 and returning home on August 19, for a total of 32 calendar days, will I need to get another CFIA health certificate to return to the U.S. on August 19?

      Matthew – we refer to a pet passport as the collection of documents required for a pet to enter a foreign country. The US does not issue a blue booklet like the EU does. Those are issued to resident-EU pets by EU veterinarians. You will need proof of microchip, rabies vaccination and an EU Health Certificate for the first EU Member State that you enter. To return to the US, ask your airline whether a current health certificate is required, otherwise, no. You will need to submit an application for a CDC Dog Import Form shortly prior to returning. You can do this online.

    I’m travelling to Brazil n Dec 2025 and my dog is under training to become a service dog. We will be travelling to Brazil through US (Orlando) and coming back from Miami. Flights were booked separately- calgary x Orlando (westjet) and then Orlando – Fortaleza (gol). Coming back on Jan 10 Fortaleza x Miami (gol) and then Orlando x calgary (westjet). With the documentation to leave US and come back from Brazil. I saw that Brazil is classified as high risk for rabbie and I would like to know what I need to do and what documents I need to have to be able to re-enter in the US from Brazil after our 15 days vacation without needed to book the accommodation for her in CDC place in Miami.

      Luciana – traveling from Canada to Brazil through the US is not a problem (CDC Dog Import Form receipt), but your return trip will be. Brazil is classified as a high-rabies country by the US. As your dog’s rabies vaccination will not have been administered in the United States, it will need proof of a microchip administered prior to rabies vaccination, Certification of Foreign-Based Rabies Vaccination, rabies titer test results (the test must be administered more than 30 days after rabies vaccination and less than 28 days of entering the US), a receipt from submitting a Dog Import Form and reservations at a CDC Approved Quarantine Facility. Even if all these requirements are met, your pet will be held until it can be revaccinated and inspected by a USDA inspector, likely several days. The cost is around $1000.     Hi – I am moving to Australia from Manitoba, Canada and wondering what the requirements are as Australia is very strict. Does my dog have to travel by an agency or can I make all the arrangements myself and travel with her? She is a medium sized French Brittany Spaniel. And how long will the preparation process take till she’s ready to fly? We are at the beginning of this journey; she has a vet appointment for microchipping and vaccines in 2 weeks! Thanks!

      Bella – Canada is very pet friendly, especially when entering from a country like Australia. You will need proof of rabies vaccination and a health certificate if your airline requires it or if your Spaniel is under 8 months of age. That said, if you plan to return to Australia, fulfilling those requirements is where your focus should be. Australia takes 6 months to conform to regulations. You do not need an agent to book transport if you are flying with your pet as accompanied checked baggage.

    I am bringing my 10 month old kitten to Canada from Greece next month. I have an EU Passport, Rabies Certificate and Statement of Health (from her veterinarian). Do I need anything else? We are flying Air Canada direct from Athens to Toronto.
