What is a Pet Passport?

We refer to a pet passport as a collection of documents according to the Republic of Georgia pet import requirements for dogs or cats entering the country. This term is not to be confused with an official EU Pet Passport issued in the European Union for resident pets. Your pet’s passport will include proof of microchip, rabies vaccination and international export health certificate. Pet import requirements to import a dog or cat to the Republic of Georgia can be found in the steps below.

Animals Eligible for These Regulations

Unless otherwise stated, the regulations below apply to domestic dogs and cats including service and assistance dogs and cats. These regulations do not include the import of Wolf hybrids, Savannah and Bengal cats, unless 5th generation removed from the pedigree.

Find a Licensed Veterinarian

Before beginning any pet export procedure, make sure your veterinarian is approved by the governing veterinarian authority in your pet’s country of origin. The agency of the government that is responsible for the movement of live animals should either license or employ your veterinarian.

Quarantine for Pets Entering the Republic of Georgia

Quarantine will not be imposed on your pet if the following regulations are met. Pets not meeting import regulations will be quarantined, returned to the origin country or euthanized. All costs are the responsibility of the importer.

All steps required to conform to the Republic of Georgia pet import regulations must be completed in the origination country. Complete steps 1-6 in the order given.

Step 1: Pet Microchip

Having your pet identified with a microchip is important when traveling internationally for several reasons. First, a microchip will tie your pet to its documentation when entering a foreign country. Second, if, for any reason, your pet is separated from you during travel, the chances of reuniting with your pet significantly increase if you register your information in a microchip database.

Your pet should be identified with a 15-digit pet microchip which is compliant with International Standards Organization standard 11784 or Annex A of ISO standard 11785 prior to entering the Republic of Georgia. All documentation must reflect the microchip number. If your pet’s microchip is not ISO 11784/11785 compliant, importers can provide a microchip scanner that will read their pet’s microchip.

Your veterinarian, a veterinary hospital or trained nurse should implant the microchip. Documentation should be provided as to the manufacturer of the microchip and registration instructions.

If your pet does not have a registered microchip, make sure your pets are wearing tags that identify them and have contact information for the owner.

Step 2: Vaccinations

All cats and dogs must be vaccinated for rabies between 21 days and 11 months prior to entering the Republic of Georgia. The administering veterinarian should record vaccination information, sign and stamp one of the following documents depending on veterinary practices in the country of origin:

  • a rabies certificate
  • a government-issued vaccination booklet or
  • an EU Pet Passport

Other Vaccinations

No more than 11 months of import, dogs must be vaccinated against distemper, hepatitis, leptospirosis, parvovirus ad parainfluenza. Cats must be vaccinated against feline viral rhinotracheitis, panleukopenia and feline leukemia.

Veterinarians must record vaccinations on the international health certificate (step 5) at intervals required by veterinary health procedures of the origination country.

Step 3: Rabies Titer (Serology) Test

A rabies titer test, also known as a rabies antibody test or rabies serology test, is a blood test that measures the level of rabies antibodies in your pet’s blood. The test will assess the effectiveness of a rabies vaccination or determine your pet’s immune response to the rabies virus. When required, a licensed veterinarian will administer the test more than 30 days after the most current rabies vaccination.

The Republic of Georgia does not require a rabies titer test for cats and dogs from any country. However, all pets originating in countries classified as having a high risk of rabies should always travel with a rabies titer test. In addition, the World Organization of Animal Health classifies the Republic of Georgia as a high-rabies risk country. As such, if your pet will be returning to the origin country, this test may be required.

Note that rabies titer test results or veterinary exemption letters are no substitution for proof of rabies vaccination.

Step 4: Parasite Treatments

According to all preventative measures to ensure public health and the safety of your pet, treatments for internal parasites must be administered prior to entering the Republic of Georgia.

The treatment of dogs for internal parasites, especially Echinococcus multilocularis, is required shortly prior to travel.

Treatments for external parasites (fleas and ticks) should be discussed with your veterinarian who can administer according to disease status of the origination country.

The administering veterinarian can record these treatments on the health certificate or issue you a record of treatment.

Step 5: Health Certificate

All countries worldwide require an original health certificate (sometimes known as a Certificate of Veterinary Inspection) for live animals entering their country. The certificate should include the following information:

  • details of your pet and
  • vaccinations and treatments and
  • veterinary attestations regarding symptoms of contagious diseases at the time of export.

Further, your veterinarian must certify that your pet is healthy enough to travel and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Your veterinarian will include additional details and treatments on the certificate depending on the country of origin.

A licensed veterinarian in the origination country must complete the health certificate within 10 days of entry.

A government veterinarian must either issue the certificate or endorse the certificate after issuance by a licensed veterinarian. This official represents the agency in the origination country that is responsible for the import and export of live animals.

Step 6: Import Permit

Pet dogs and cats entering Republic of Georgia with their owners do not need an import permit. Unaccompanied imports will require an import permit.

Importing Puppies and Kittens to the Republic of Georgia

Puppies and kittens should not be vaccinated for rabies prior to 3 months of age. They should be vaccinated after 3 months of age and wait for 30 days before travel.

Breeds Banned from Import to the Republic of Georgia

The Republic of Georgia does not publish a list of banned breeds. Pet owners are always responsible for their pet’s behavior.

Airline pet policies

Entering the Republic of Georgia by Air

Pets must enter the Republic of Georgia via Tbilisi International Airport. Pet can arrive in the cabin, as
checked baggage or as air cargo according to airline pet policies.

Flights to the Republic of Georgia should be direct or transit through a rabies-controlled country or another EU Member State if possible*. *Note: If your pet has a layover in an EU Member State in its itinerary, then additional requirements will apply.

Flights should be direct if the duration of the flight does not violate animal welfare laws. Layovers should be short and not involve a change in airline companies. If your pet’s itinerary involves a layover in the European Union, then additional requirements will apply.

Importers will need to provide advance notice to veterinary officials at the airport so they will be available to inspect your pet and its passport documentation upon landing. This is especially important if your pet will be arriving outside of normal business hours.

Whenever your pet travels to a foreign country like the Republic of Georgia, it is always advisable to carry some form of identification indicating ownership of your pet.

All domestic dogs and cats must be free of evidence of disease communicable to humans when examined at the entry airport.

A government veterinarian will provide further examination if your dog or cat is not in apparent good health when entering the Republic of Georgia. All costs associated with further inspections or treatments will be borne by the importer.

Importing Other Pet Animals to the Republic of Georgia

Birds, invertebrates, tropical fish, reptiles, amphibia, mammals such as rodents and rabbits are not subject to requirements of rabies vaccination but may have to meet other requirements and should have a health certificate and import permit to enter the Republic of Georgia. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits the trade of some species of animals, including pets. This is crucial if you have a pet that isn’t a dog or cat, and it’s crucial if it’s a turtle or a parrot. If this is the case, importers will have to submit additional permit applications. The agency that issues these permits is responsible for the protection of wildlife in your country.

    Somos de España y queremos ir de viaje hasta Niza (Francia) para ahí coger un vuelo directo a Georgia con nuestro border collie la embajada de España no nos contesta y nos gustaría saber qué necesitamos.

      Lorena, consigue para tu mascota un Pasaporte para Mascotas de la UE emitido en España por tu veterinario. Puedes usar el pasaporte para entrar tanto en Francia como en Georgia. Tu mascota debe estar vacunada contra la rabia después de la implantación del microchip y con más de 21 días de antelación al viaje. Dado que volarás a Georgia, deberás confirmar con tu aerolínea si se requiere o no un certificado sanitario emitido poco antes de la salida.

      Reem – if your dog just received its first rabies vaccination, the 21-day wait is necessary. If your pet just received a booster during the validity period of the previous rabies vaccination, the wait is not necessary, but you will need to bring proof for both vaccinations.

    I am planning to travel from Germany to Georgia with a layover in Turkey, and I would like to bring my pet cat with me on this journey. I am going to use Turkish or Pegasus airlines.
    Speaking of my cat, she’s got rabbies vaccination and an EU passport. As far as I am concerned, Georgia doesn’t require to have titres done. Nevertheless, could you please provide detailed information regarding:

    Whether a rabies antibody titer test (FAVN) is mandatory for pets transiting through Turkey.

    Any restrictions or permits needed when entering Turkey or Georgia with a pet.

      Daria – the answer to your question depends on whether you are changing airlines in Turkey. If yes, then yes, the titer test is required. If no, then the test is not required. If your cat is flying with you in the cabin, then you will stay in the secure area of the airport until you board your next flight. If your cat is flying in the hold, the airline will move your cat between planes in their fleet. In this case, the layover should be under 3 hours.

    ①How many rabies vaccinations are necessary?

    The Georgia official website doesn’t say how many, so I don’t know how many are necessary.

    ②If I enter Georgia from Japan via Qatar, will there be any checks in Qatar, such as antibody tests? (The airline is the same, Qatar Airways.)

    ③Is internal and external deworming medicine necessary? What kind of deworming will it be?

    ④Do I need to apply for entry to Georgia in advance, or do they check my documents when I enter the country?

      Miho – veterinary officials in Georgia will need to see the most current rabies vaccination. If it is the first vaccination your pet has received, it should not be administered less than 3 months of age. There is a wait after the vaccination or series of vaccinations. If your pet has received a booster vaccination, then there is no wait time if administered before the previous vaccination expired. If you stay on the same airline in and out of Qatar and if the layover is not more than 3 hours, then your pet will not be subject to entry requirements for Qatar. Your pet must remain in the secure area of the airport. Veterinary officials will check your pet and its documents upon entry.

      Здравствуйте! Поскольку Qatar Airlines не перевозит домашних животных в салоне самолёта, мы предполагаем, что ваша кошка будет лететь в качестве зарегистрированного багажа в грузовом отсеке. Вам необходимо связаться с Qatar Airlines, чтобы узнать, смогут ли они провезти вашу кошку в течение девяти часов. Это длительная пересадка, и Qatar Airlines может потребовать, чтобы вы забрали и перерегистрировали кошку во время пересадки.     Hello. I will be traveling from Turkey to Batumi with my three cats. My question is: I had the rabies vaccination on October 14, 2025. Does it need to be 21 days or 30 days after that date? My airline requires 30 days for international flights, but if 21 days is sufficient when crossing the border, I will enter by land. Can you help me?

      Baran – if your cats’ current rabies vaccination is a primary vaccination (first one they have received or the previous one expired), then they need to wait for 21 days before entering Georgia, not counting the day of their vet visit.

    Hola, viajaré con mi gato para Georgia dentro de 6 días, le han puesto ya su vacuna de la rabia, tiene su pasaporte EU y dentro de las 48h antes del vuelo tiene programada la desparasitacion y certificado veterinario pero quería preguntar si las otras vacunas tiene un tiempo límite para ponerlas porque sé que no deben tener más de 11 meses pero puedo ponerlas sin problema con poco tiempo antes de la salida del vuelo?
    Y dos preguntas más, el certificado médico debe ser sellado en el aeropuerto por SIVEF 2-3 días antes del vuelo?
    Por último, necesitaré una declaración de propietario? Voy con él en cabina

      Elizabeth – Por lo general, otras vacunas, como la del moquillo, deben administrarse antes de que caduquen las anteriores o al menos 30 días antes de la importación. En cuanto a sus otras preguntas, siempre es recomendable viajar con un comprobante de propiedad, aunque no es obligatorio. La validez del certificado médico depende del país de origen.

    Hello,
    I am traveling from Portugal to Georgia with my cat, with a transit in Turkey (airside only, no entry into Turkey). The trip is on the same airline (Turkish Airlines) throughout, and the cat will be traveling in cabin.
    For entry into Georgia, can you please confirm whether a rabies antibody titer test is required, or if an EU pet passport with a valid rabies vaccination and health certificate is sufficient?
    Additionally, in your experience, could lack of a titer test cause any boarding issues with the airline?

      Alexander – the titer test is not required to enter Georgia; however, it IS required to return to Portugal. Get the test done and results recorded in the EU Pet Passport BEFORE you travel and you don’t need to get the test done in Georgia and wait for 3 months to return.

      Hola Brenda: Necesitarás un Certificado Sanitario de tránsito de la UE para transitar por Madrid de camino a Georgia. También necesitarás otro Certificado Sanitario de la UE y una prueba de titulación de la rabia para transitar por Madrid si regresas a México por la misma ruta. La prueba de titulación debe realizarse al menos 3 meses antes de transitar por la UE.

    Hello, i am planning to fly with my dog, under 5kg, Pomeranian Spitz, on board (not cargo) from USA to Tbilisi, Georgia via Turkish Airlines (layover usually is from 2 to 6 hours). Is the USDA endorsement necessary or i can travel with a health certificate from my vet? All vaccinations are in order. Thank you!

    Здравствуйте! Мы летим из Казахстана в Тбилиси с котом 5 июля, а анализ на титры бешенства сдадим только 12 мая, то есть где-то в середине июня он будет готов. Главный вопрос который нас беспокоит – пустят ли кота с сертификатом на титры бешенства хотя со дня сдачи крови пройдет только 54 дня, а не 90 как это требуется в EU?

      Здравствуйте! Республика Грузия не является государством — членом ЕС, поэтому 90-дневный период ожидания при ввозе вашей кошки применяться не будет.
